Dear Mayor Fortin and Victoria City Council,
I am writing to you today to voice my support for the taxation and
regulation of cannabis proposed in a motion presented to the Governance and
Priorities Committee by Councillor Ben Isitt. I agree that cannabis
prohibition has failed. Not only has there been an increase in availability
and potency of cannabis, prohibition has contributed to a range of
organized crime concerns, and it is time for policy to change.
Global leaders, such as former UN Secretary General Kofi Annan, Virgin
Group founder Richard Branson, former Supreme Court Justice Louise Arbour
and local politicians like the former mayors of Vancouver and former
attorneys general of BC have called for policy change. Reports from the
Fraser Institute and the Health Officers Council of BC have highlighted how
a regulatory approach to cannabis would address many of the issues that
have come from prohibition.
I believe that municipal governments need to voice their concerns about the
harms of prohibition and urge senior levels of government to make the
necessary changes to make our communities safer. In debating this motion,
Victoria has an opportunity to lead the way in a new discussion on
alternatives to cannabis prohibition.
I ask that you please consider the motion presented and debate fully the
benefits of a strictly regulated public health approach to cannabis
regulation.
