Dear Supporters,
Given your support of evidence-based drug policies, members of the Vienna
Declaration writing committee have requested that we pass along this
Syringe Exchange Position Statement so that you may join them as they voice
their opposition to the U.S. Congress' ban on the use of federal funds for
syringe exchange programs.
The statement seeks to remind Congress and President Obama that this
unnecessary and unacceptable ban will not go overlooked or be tolerated by
the scientific community and the international public.

NOTE: The statement closes to endorsements at 11:59pm PST tomorrow (Friday,
February 9).
As you will read in the statement, last December, the U.S. Congress
established a ban on the use of federal funds to support syringe exchange
programs (SEPs).
This language and accompanying reports ban federal funding for syringe
exchange programs domestically and in U.S. foreign aid programs.
In response to this legislative ban, several advocates, led by Steffanie
Strathdee, Gregg Gonsalves, Judy Auerbach, and Chris Collins, drafted this
Syringe Exchange Position Statement condemning the ban and emphasizing the
efficacy and effectiveness of these programs. Thus far, several activists
and academics have signed the statement to formally express their
opposition.
