*Encuentro Internacional Contra la Militarizaci**ó**n, Ocupaci**ó**n y
Represi**ó**n en Honduras, 27-28 de Junio, 2011*
I participated on behalf of the Comité Soldiario Graciela Garcia in
the *Encuentro
Internacional Contra la Militarizaci**ó**n, Ocupaci**ó**n y Represi**ó**n en
Honduras* (International Encounter against the Militarization, Occupation
and Repression in Honduras) held in La Esperanza, Intibucá on June 27, 2011.
On June 28 we marched alongside the wall of the Soto-Cano Airbase
(Palmerola) in a peaceful demonstration headed to the entrance of the base.
An excessive amount of Military, National Police and even Tourism Police
lined the march route and midway down the protest they tear gassed the
group. Young artists armed with only stencils and some paint, attempted to
paint an art piece of resistance and hope on the wall protecting the US
airbase. The military and police immediately ran to them and with their
sticks hit the young men and shot tear gas into the crowd. One young man was
grabbed from behind by a policeman who brutally put his baton across his
neck, preventing his breathing, and dragging him down. Protesters intervened
to get the young man freed from his hold.
Women, the elderly, children and youth were gassed alike and a police man
even took out his hand gun to force a pickup truck driver that accompanied
the delegation to stop the car and get out. The tear gas was asphyxiating
for elderly members of the group and one of the US Human Rights observers
was very affected by the spicy and irritating tear gas.
After the violent altercation the members of the diverse organizations,
which included, COFADEH, COPINH, OFRANEH, CEMH, Insurrección Autónoma,
Artistas en Resistencia, el ERIC and las Chonas, and a US delegation of
North Americans and our Comité Solidario Graciela Garcia continued marching
to the entrance of the Soto Cano Airbase to protest militarization and
violence in Honduras. There, the *Encuentro* participants read the
resolutions from the previous daylong meeting.
Some of the key points discussed the day of the *Encuentro* included a
general preoccupation with the creation and expansion of military bases in
the Americas. These bases are supported by ideological and economic
apparatuses which drain the natural resources.
Another key point reads: “We declare that there is a criminalization of
movements and social struggles repressed with torture, disappearances,
murders, sexual violence and these are part of the new oligarchic military
struggles and imperialism. Jails are the spaces that hold the sons and
daughters of poor women and this is even more severe in the case of
immigrants in the United States.”
The Declaration, which was collectively prepared at the *Encuentro* and read
in front of both Palmerola base and later at the US Embassy protest in
Tegucigalpa states:
“Our encounter proposes:
To strengthen continental and regional campaigns against military bases,
against forms of occupation and criminalization that exists today.
To strengthen solidarity among people through all mechanisms from allied
governments of UNASUR to the regional struggle to the local action.
To propose to the CELAC the prohibition of foreign military bases as part of
the formation and membership of that organization.
Sustain and promote June 28 as the day against military bases.
Oppose and sustain an energetic campaign against the threat of the
reinitiating of the forced or compulsory military draft in Honduras.
Make the 3rd of October the day in which the Honduran people say no to the
armed forces.
To conduct media alternative campaigns in our community radios on all our
points of struggle against impunity, for historical memory, in favor of the
freedom of the youth and for the rights of women.
Conduct boycott campaigns against products owned by coup plotters for their
role in the process of ideological occupation of our peoples.
To prioritize artistic action and the encounters as ways to continue the
struggle and resistance to which we do not give up.
To support the Human Rights Observer camps organized by CICA and COFADEH.

Another protest was also carried out in front of the US Embassy in
Tegucigalpa that evening. Again, police personnel took pictures of the crowd
as a form of intimidation.
Although the march continued peacefully there was the once again reminder
that Hondurans live in a police and military state where their rights are
for sale. Military personnel took pictures of the crowd, focusing on certain
individuals and proposing to intimidate folk. Military personnel, policemen
and even guards at the US Embassy were also armed with photographic cameras
and video cameras taking both photos and videos of protesters as forms of
intimidation during the protests.
The Honduran people have an incredible task before them in this process.
They are also constantly facing terrible repression. Many of their telephone
numbers are intervened and their personal security in mortal peril.
In these uncertain times, your solidarity is imperative and more importantly
your engagement with the issues here to best understand dynamics of power,
contradiction and possibility.
