HIV/AIDS Care (CANAC) in presenting their 30th conference, Decolonize and
Decriminalize. PAN is providing pre-conference programming on May 13th, and
the balance of the conference is May 14th and 15th. PAN’s programming
includes sessions on HIV criminalization, presented by PAN Exective
Director J Evin Jones; harm reduction with an Indigenous focus presented by
Andrea Medley and Amanda Tallio; and Indigenous trauma and equity-informed

Rates of Indigenous incarceration in Canada have been on the rise for
decades. Twenty-six years ago, an inquiry into Kingston’s Prison for Women
found Indigenous women made up 19 per cent of the country’s female prison
population. These figures do not account for Indigenous people who are
inmates in provincial jails. The MMIWG inquiry found that most Indigenous
women who become entangled in the criminal justice system are arrested for
crimes of poverty, such as theft. “It’s not that they’re inherently
criminal, it’s that they’re poor,” said Marion Buller, who was chief
commissioner of the inquiry.

Queer men are more likely to be exposed to hep C than HIV, and hep C is
more infectious.
“We know a lot about HIV, we talk a lot about HIV—but hep c is not on the
radar,” says Dr. Rusty Souleymanov, an assistant professor in the faculty
of social work at the University of Manitoba and director of Village
Lab. The reason for that, he says, is that people misunderstand who is at
risk of contracting hep C—and how “we need more nuanced conversations about
hep C, which can help us design more elegant services and programs.”

read English and who live in Lower Mainland of Vancouver are invited to
apply for the Positively Dance pilot program. The dance classes are open to
all levels, and will be designed by the peer dance instructor tailored to
the women enrolled. The dance classes will be completely free of charge.
Unfortunately, due to low funds, the researchers are unable to provide an

Doctors and advocates in B.C. say the province still lacks many services
and supports to make universal access to abortion and reproductive health
care a reality. In BC, all five surgical abortion sites, which provide
about one third of abortions, are located in the south of the province.
Poor, Indigenous, racialized people and single parents have the hardest
time finding the money, taking time off work and arranging child care for a
surgical abortion, which can see people spending three days in hospital if
they are closer to term.

(Re)conciliation
A core approach of PAN’s work is our commitment to ongoing learning, and we
centre this section in that commitment to see and challenge the harms in
ongoing colonialism. We recognize that the word reconciliation can be
problematic, because it implies there was a good relationship between
Indigenous and non-Indigenous people at some point in time, which isn’t the
case. After much discussion, we choose it because it's a recognizable term,
and hope that it connects people to the important work that needs to be
done.

The provincial government in British Columbia says new legislation called
the Anti-Racism Data Act and aims to target racism, was co-developed with
Indigenous leaders. Chief Terry Teegee of the BC Assembly of First Nations,
said he was pleased with the new act and believed it would benefit First
Nations and British Columbians. “I’m pleased and encouraged to see the
legislation introduced today. This legislation will benefit First Nations
and all British Columbians as we strive towards a more inclusive and equal
society,” he said.

challenges, mental health, or COVID-related matters a space to see that
they are not alone in our communities while providing outreach support and
stigma education for all Indigenous community members. By supporting our

to the stigma of talking openly about these issues.

Expedited toxicological testing continues to provide evidence of the drug
supply͛s inconsistency and volatility. The detection rate for
benzodiazepines, which rapidly increased from 15% of samples in July 2020
to 52% of results in January 2022, were detected in only 32% of tests
conducted in March. However, the detection rate of fentanyl and its
analogues continues to surge, with 94% of returned samples testing positive
in March. Additionally, previously undetected substances such as
flualprazolam are being found in increasing numbers of test results.
