Last week, the BC Coroners Office released the latest report on overdose
deaths - a total of 2,224 British Columbians died in 2021, a 26% increase
from the previous year, and the highest number ever. But there is a growing
consensus that the lack of urgency, political will and leadership from our
provincial government is another key contributing factor. This includes not
only the Ministry of Mental Health and Addictions (MMHA), but the Ministry
of Health and the Premier.

(Re)conciliation

A core approach of PAN’s work is our commitment to ongoing learning, and we
centre this section in that commitment to see and challenge the harms in
ongoing colonialism. We recognize that the word reconciliation can be
problematic, because it implies there was a good relationship between
Indigenous and non-Indigenous people at some point in time, which isn’t the
case. After much discussion, we choose it because it's a recognizable term,
and hope that it connects people to the important work that needs to be
done.

In the spring of 2020, two activists formed an organization called the Drug
User Liberation Front, or DULF, to push for changes to the way people in
Canada think about and use drugs. The group isn’t just advocating for
change. They’re breaking Canadian laws to show how drug use could be safer
if people had legal access to tested, untainted drugs — and they’re working
to create a compassion club model for users of heroin, cocaine and
methamphetamine.

A BC Safe Supply Program Pushes the Medical Model as Far as It Will Go

In 2019, Canada funded an expansion of safe supply and put out a call for
pilot programs. Of particular interest to the federal health department was
an emerging approach it identified as a “flexible” model: community-based,
low-threshold public health initiatives that suggested a “strong potential
for scaling up” and reaching people left out by more structured programs.
It would still be a medicalized model, but as removed from addiction
medicine as possible without breaking any laws.

When Marya Bangash, an advocate for people with disabilities, had
COVID-19 last January, she says not only did it make her feel like she "was
going to die," it also took away the disability support systems she relied
on prior to the pandemic. She said she's been fighting a lonely battle for
her right to live as a person with a disability in the pandemic. "I've had
to isolate and stay away a lot longer, while others with an average immune
system are able to go outside." It's why she doesn't buy it when some
officials suggest it's time to start "living with COVID" nearly two years
after the first lockdown in Canada.
