On July 27, the Government of Canada announced new community consultations
as Canada finally looks to reform the misguided law on HIV non-disclosure.
The Canadian Coalition to Reform HIV Criminalization (CCRHC) welcomes this
announcement, which comes after several years of community advocacy.
Advocates have long called for an end to the unscientific and
discriminatory laws that criminalize people living with HIV.

The International AIDS Society will re-evaluate how it organizes
international conferences as a result of visa denials by the Canadian
government, says Adeeba Kamarulzaman, the organization's president. "We
know that underlying the difficulty experienced by many attendees of AIDS
2022 to enter Canada, lies a broader problem of global inequity and
systemic racism that significantly impacts global health," she said. "HIV,
in particular, has always disproportionately affected the most
marginalized."

As the international AIDS conference began in Montreal last week, Canadian
HIV and AIDS organizations say Canada’s response to the disease at home has
stalled. A coalition of groups calling for federal HIV funding to be
increased from around $73 million a year to $100 million — a figure
recommended by a parliamentary committee in 2003.

HIV is one of the most studied diseases of all and an arsenal of treatment
and prevention tools has been amassed over the past 40 years — the latest
being an antiretroviral injection taken every eight weeks that can prevent
99% of infections. However, HIV is still spreading — primarily among people
who have been deemed criminals or invisible by their governments.

(Re)conciliation

A core approach of PAN’s work is our commitment to ongoing learning, and we
centre this section in that commitment to see and challenge the harms in
ongoing colonialism. We recognize that the word reconciliation can be
problematic, because it implies there was a good relationship between
Indigenous and non-Indigenous people at some point in time, which isn’t the
case. After much discussion, we choose it because it's a recognizable term,
and hope that it connects people to the important work that needs to be
done.
