updates about our work. Through rigorous implementation science, Project
SOAR determines what HIV programs work (or do not work) in real world
settings and why. We help decision-makers use the results to strengthen the

*Strengthening Capacity to Assess HIV-related Data Needs among Key
Populations to Inform Evidence-based Responses*
Defining the HIV prevention and treatment needs for key populations, who
have disproportionate HIV acquisition and transmission risks, has been
particularly difficult in the context of generalized HIV epidemics where
less attention been placed on these groups. This report describes how SOAR
synthesized and assessed the quality of available data globally for key
populations and strengthened capacity of stakeholders to use these data in
addressing research gaps and prioritizing rights-based responses.

*Community-based HIV Treatment Service Delivery Model for Female Sex
Workers in Tanzania: Evaluation Findings*
Female sex workers (FSWs) face many challenges in accessing HIV care and
treatment services, including out-of-pocket costs associated with care,
reaching distant clinics, lack of awareness and misperceptions of
treatment, and dual stigma associated with sex work and HIV. This report
synthesizes findings from an evaluation of community-based antiretroviral
treatment (ART) services delivered to FSWs in Tanzania. Specifically, SOAR
researchers compared linkage to care, ART initiation, care retention,
adherence, and viral suppression among FSWs receiving community ART
services with those receiving the standard of care.

*Evidence to Support HIV Prevention for Adolescent Girls and Young Women
(AGYW) & Their Male Partners*
What are AGYW’s HIV-related risk factors? How well does DREAMS contribute
to the goal of reducing HIV risk among AGYW? What are the characteristics
of AGYW’s male partners and how do you link them to services? This report
addresses these and other important questions as part of SOAR’s research
portfolio to generate evidence to prevent HIV among AGYW—who in Malawi, as
in many other countries—bear a disproportionate burden of infection
compared to their male peers.

increasingly common to define the necessary scale of specific programs for
key populations. But how much have these studies been used in in informing
