featuring updates about our work. Project SOAR determines through rigorous
implementation science what does and doesn’t work in real world settings
and why. We help decision-makers use the results to strengthen the delivery

Project SOAR provided technical assistance to DREAMS implementing partners
in five countries to design girl-centered programming and to improve their
program coverage. Learn about the evidence-informed concepts, tools, and
tactics SOAR employed and the lessons learned in fostering innovation.

*Evaluating the impact of PEPFAR’s geographic prioritization on centrally
supported health facilities *
The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) issued
guidance in FY2015 instructing PEPFAR-supported countries to prioritize
high HIV burden areas in order to achieve the UNAIDS 90-90-90 goals.
Project SOAR conducted rigorous research in Kenya and Uganda to determine
how the transition from PEPFAR support to government or other donor support
affected the delivery and coverage of HIV and non-HIV services, as well as
the overall health system.

*Can depression treatment feasibly be integrated into high-volume, routine
HIV care in Malawi?*
Project SOAR is assessing the impact of depression treatment on HIV care
outcomes among antiretroviral treatment (ART) patients in Malawi. But
first, the study team had to figure out how to deliver high*-*quality
depression care using existing resources. This results brief describes how
SOAR integrated depression screening and management into busy ART clinics,
how well providers are carrying out the various program components, and how
patients are responding to treatment.

*Developing a toolkit to strengthen essential public health functions in
Angola’s municipalities*
Project SOAR worked with the Angolan Ministry of Health to establish a
quality improvement program for the practice of public health. This process
included producing and deploying a toolkit so that municipality public
health teams can improve their capacity to assess community health, develop
local health improvement plans with community stakeholders, and coordinate
the implementation of strategies to guard population-level public health.

*Study Spotlight*
*Female sex workers living with HIV in Malawi: Major gaps in condom use,
STI screening, and ART initiation and retention*
Project SOAR is investigating the feasibility, acceptability, and effects
of a community-based ART service delivery model using drop-in centers for
HIV-positive female sex workers in Blantyre and Mangochi. Baseline data
from a cohort of nearly 200 women highlight the importance of providing
accessible and high-quality HIV and STI services to this population.
