The International Community of Women Living with HIV (ICW) is pleased to
inform our membership and partners of our weekly bulletin on
The Global Fund to Fight AIDS, TB and Malaria – a sharing and learning
platform around Global Fund related news, activities, opportunities and
decisions that affect women living with HIV in their diversity.

Dominated Country Coordinating Mechanisms (CCM)
In the past most Country Coordinating Mechanisms (CCMs) have been male
dominated. While there are now representation requirements for women on
CCMs, this has not translated into women being more effectively and
meaningfully engaged in decision making.
“*One of the problems that has been cited before is disproportionate
representation with women having less (or even sometimes one) seat(s) at
the CCM hence making it difficult for them to make a delineation of the
diverse issues affecting women. Another problem arises from limited
capacity of other CCM members in understanding ‘gender’ as a
socio-structural determinant of health and well-wellbeing.*” Said Ms. Orza
of Athena, in a recent interview with AIDSPAN.
ICW joins other voices in advocating not only for increased inclusion of
women living with HIV in CCMs but also increasing gender knowledge among
members of the CCM be they men, women or transgender in order to
effectively implement the Gender Equality Strategy at country level.

More investment on Communities System Strengthening –
Kenya
Communities of people living with HIV in Kenya are asking for more
investment, better structured and sustainable Community Systems
Strengthening (CSS) initiatives. This was at a consultative meeting hosted
by their CCM representative at Maanzoni Lodge in Machakos Kenya on 12th
March 2015.
One of the Current Principal Recipients said the current CSS package funded
by the Global Fund involved using of community health volunteers to support
access and retention to care through community outreaches, linkages to
health facilities, adherence counselling and defaulter tracing. The
community health volunteers are then paid a small stipend of about 25
dollars per month.
“*The workload is huge, the stipend is very little and now with joint HIV
and TB programming we are going to see the community volunteers do more
work. Most of these volunteers are women living with HIV who go out of
their way to bring huge contributions to HIV and TB response in the
country.*” said one of the participants.
PLHIV in Kenya are now asking for better remuneration of the volunteers and
sustainable institutional strengthening of networks of communities living
with diseases.
“*If we put the same efforts and investments we are putting on health
systems strengthening to community networks of people living with diseases
then we will be able to defeat the three diseases. The non-medical aspects
of HIV, TB and Malaria should be taken seriously if we want to achieve
anything.*” said another participant.
The meeting was also attended by a staff from the CCM secretariat and 3
Principal Recipients i.e. Ministry of Health (Government), Kenya Red Cross
and AMREF (Civil Society).

A recent report by UNDP revealed that “women have been disproportionately
affected by the Ebola virus because they serve as family caregivers, health
workers, take part in traditional practices and rituals, and trade across
borders where they come into contact with many people.” The report found
that “maternal deaths have increased because of reduced antenatal and
neonatal care.” The study indicated that large numbers of women faced loss
of livelihoods due to slowing down in trade and small business activity.
Importantly the report recommends a stronger focus on gender in recovery
plans and a need to increase social protections for women. (UN Mission for

“*Everything here is scary. Women are being forced to disclose their
status. They are afraid to go to the hospital. Women under quarantine
cannot get their ARVs. You do not get attention because the medical staff
is also afraid.*” said ICW member Sierra Leone.
ICW recognizes the gravity of this public health crisis, as well as the
significant challenges faced by governments and international agencies that
are coordinating a rapid response within already fragile and over-burdened
health systems. However, the health, rights, and dignity of people living
under quarantine, and particularly the rights of people living with HIV to
access essential medicines, cannot be ignored. We call upon governments of
Sierra Leone, Liberia, and Guinea to adopt less restrictive public health
measures and demands that, under all circumstances, women living with HIV
are provided feasible, safe, and non-discriminatory access to their
essential ARV medications and treatment. ICW calls upon governments around
the world and global institutions to increase their support for a response
to Ebola that reflects human right principles and responds to the specific
concerns of people living with HIV.
