> Date: January 13, 2015 at 6:52:55 AM PST
>
> Dear All,
> Today I am reaching out to you, as we are looking for suitable candidates to be selected as vice-chair to the Board of the Global Fund – please also see my email from 12 December, below. The candidates can be either from the Global South (also middle income countries) or from our own constituency, as we are all representing the Implementer Bloc. We will face a rough time in the year to come, especially on the Development Continuum/new strategy with regards to the GF eligibility criteria, phasing out of MICs etc. A strong and credible vice-chair will be a strong asset to our concerns. Please note, the Implementer Bloc consists of the following members: Communities <http://www.theglobalfund.org/en/board/constituencies/#com>, Developed Country NGO <http://www.theglobalfund.org/en/board/constituencies/#devngo>, Developing Country NGO <http://www.theglobalfund.org/en/board/constituencies/#devngo1>, Eastern Europe and Central Asia <http://www.theglobalfund.org/en/board/constituencies/#ee>, Eastern Mediterranean Region <http://www.theglobalfund.org/en/board/constituencies/#em>, Eastern and Southern Africa <http://www.theglobalfund.org/en/board/constituencies/#esa>, Latin America and Caribbean <http://www.theglobalfund.org/en/board/constituencies/#lac>, South East Asia <http://www.theglobalfund.org/en/board/constituencies/#sea>, West and Central Africa <http://www.theglobalfund.org/en/board/constituencies/#wca>, Western Pacific Region <http://www.theglobalfund.org/en/board/constituencies/#wpr>.

> 4. Knowledge of the Global Fund’s purpose, governance structure and strategy;
> 5. Leadership experience in a governance or management capacity for entities from either the public, civil society, or private sector;
> 6. Experience and skill in reading financial statements, budgets and reports to analyze and assess the implications of such documents;  Experience conducting risk assessments and developing mitigation strategies in either the public, civil society, or private sector;
> 7. Expertise in some or all of the following areas: advocacy, public health, international finance, international development, diplomacy, negotiations and fundraising;

> 10. Able to act, think and speak independently with conviction and confidence; and

>
> On time commitment, the Vice-Chair should be prepared and able to dedicate between one and two working days per week to Global Fund matters. This commitment may not be uniformly distributed throughout the calendar year. For example, Board, Committee and Coordinating Group meetings, as well as periods before and after such meetings, may require the Board Chair and Vice-Chair to commit full capacity to Global Fund matters for several consecutive days. Additionally, the Board Chair and Vice-Chair should be prepared and willing to travel as representatives of the Global Fund, in some cases to locations with security, economic and infrastructural challenges. An honorarium may be provided to the Vice-Chair in accordance with the level of effort estimated for this role.

> Betreff: [GF Contact Group] Nomination of suitable candidates for the Board vice-chair
> Wichtigkeit: Hoch
>
> Dear All,
> Every two years the chair and vice-chair alternate between the implementer and donor blocs. The current chair, Nafsiah Moboi from Indonesia, is a representative from the implementer bloc and the vice chair, Mireille Guigaz from France, is from the donor bloc and their term ends on March 31, 2015. For the next rotation the chair will be selected from among the donors and vice chair from among the implementers. Members from our constituency are urged to consult widely to ensure that the implementers select the best candidate. May I ask you to come up with suitable candidates, who you think, could represent the Implementer Bloc?
>
> Please find the proposed timeline:
> · Convene a Board Leadership Working Group by the Implementer Bloc by 10 December
> · Issue call for nominations by 12 December with a deadline for nomination being 31 January 2015
> ·         Review nominations by 15 February 2015
> ·         Conduct interviews by 28 February 2015
> ·         Select candidate by 15 March 2015
> · Present candidate to 33rd Board Meeting scheduled for 31 March – 1 April 2015 in Geneva.
>
> Please reach out to me if you have any more questions or know someone who may suit the profile.
>
> Thank you for your help!
> Beate
>
>
> Copied from rom the Government Handbook, please read their expectations, responsibilities and duties:
>
> The Board Chair and Vice-Chair lead the Board. They are the principal spokespersons for the Board and, in addition to chairing Board Meetings and convening the Coordinating Group, they have an important advocacy and fundraising role.
> The Chair and Vice-Chair serve in their personal capacity and are ex officio non-voting members of the Board.
> They are expected to act solely in the best interests of the Global Fund without having representational responsibilities vis-à-vis their constituency or bloc.
> In keeping with the principles of rotation and balance, the Chair and Vice-Chair alternate between coming from the implementer and donor blocs on the Board.
> The Chair and Vice-Chair (the “Board leadership”) are appointed by the Board. They are appointed at the same time, serving as a team for two-year terms. If a Chair or Vice-Chair leaves office before the end of the two-year term, for any reason, an individual will be identified and appointed by the Board to serve out the remaining term of his/her predecessor.
>
> • Commit significant time to the Global Fund (up to 50 percent of full working time)
> • Work with the Coordinating Group and the Secretariat to set agendas for Board Meetings
> • Chair all Board Meetings, allowing adequate time for discussion, (ensuring active contributions by all members) and lead deliberations toward clear decisions, overseeing a vote if consensus is not reached
> • Identify and select the Chair and Vice-Chair of each Board committee, based on nominations by constituencies
> • Work with the Coordinating Group to identify committee members, based on nominations by constituencies
> • Act as principal spokesperson on behalf of the Global Fund with Board Members, constituencies and to external stakeholders
> • Manage the recruitment of the Inspector General and the Executive Director and ensure that their performance is reviewed annually (working with the Coordinating Group)
> • Lead intersessional work of the Board, consulting Board Members as appropriate
> • Take action on behalf of the Board between meetings, when necessary, with full transparency to the Board.
