 We are soliciting nominations for COMMUNITY Delegation Members for
the Global Fund Board Delegation of the Communities Living with HIV,
TB and affected by Malaria

For years 2014 through 2016

CLOSING DATE of the first call for all nominations is

MONDAY 18th November 2013 at 1200 GMT.

The Global Fund to fight AIDS, Tuberculosis and Malaria is perhaps the
most important and innovative health initiative developed in the 21st
century. The Global Fund was created to dramatically increase
resources to fight these three devastating diseases, and to direct
much needed resources to areas of greatest need. As a partnership
between governments, civil society, the private sector and affected
communities, the Global Fund represents an innovative approach to
international health financing.

The Communities Delegation is made up of individuals living with HIV,
TB and affected by malaria, and its vision is one in which all
communities living with, or affected by HIV, TB and malaria have
equitable access to quality services and support needed to prevent,
treat and/or live with these infections within a conducive environment
that respects human rights. The mission of the Communities Delegation
is to ensure the voices and issues of people living with HIV, TB and
affected by malaria influence the deliberations and decisions on
investments and programmes of the Global Fund to achieve greater and
sustained impact for communities.

The Delegation actively participates in formulating policy and
strategy positions on key issues of relevance and works closely with
other board delegations (in particular the Developed and Developing
Country NGO Delegations) to ensure that issues relevant to communities
infected and affected by the three diseases are effectively addressed.
The goal of the Delegation is to ensure that our participation on the
Global Fund Board results in Universal Access to quality prevention,
treatment, care and support for communities living with and affected
by the three diseases based on the principles of equity and human
rights.

The Communities Delegation thus is required to have informed and
accountable representatives on the different committees and structures
of the Global Fund, as well as implementing mechanisms and strategies
to communicate with the broader community and partners affected by the
three diseases.

The Delegation is looking for suitable candidates to join the current
Communities Delegation, to ensure that the issues and voices heard at
the Global Fund Board level are legitimate and continue to represent
issues faced by communities living with HIV, TB and affected by
malaria. The Communities Delegation will also be actively implementing
its 5-year strategy (2011 – 2016) with its key strategic objectives
in Human Rights; Access to Prevention, Treatment, Care and Support;
Effectiveness and Efficiency; Replenishment and Resource mobilisation;
and Internal Processes.

WE STRONGLY ENCOURAGE WOMEN AND YOUNG PEOPLE LIVING WITH HIV AND/OR TB
AND PEOPLE AFFECTED BY MALARIA TO APPLY. WE ALSO STRONGLY ENCOURAGE
COMMUNITIES LIVING WITH HIV AND/OR TB AND PEOPLE AFFECTED BY MALARIA
FROM EASTERN EUROPE AND CENTRAL ASIA, MIDDLE EAST AND NORTH AFRICA,
ASIA AND PACIFIC, AND CARIBBEAN TO APPLY.

We request that you look through the criteria for selection, roles and
responsibilities, and application process detailed in the following
pages to ensure that you understand the commitments and the
application process.

Criteria for selection:

The delegation member is an individual. However, institutional support
is critical to carrying out the duties. The geographic coverage of the
delegation member spans numerous countries in specific region(s) and
looks at community issues and needs of HIV, TB and malaria. The
selection of the delegation members[1]

 will be based on the following criteria:

i. A person: –

a. Living with HIV; and/or

b. Living with or had Tuberculosis; and/or

c. Living in, or working with, communities affected by Malaria;

ii. Demonstrated expertise and understanding of the scope of work of
the Global Fund and the opportunities it presents, particularly
relating to issues of people living with HIV, affected by tuberculosis
and malaria in implementing countries of the Global Fund;

iii. Consistent internet, email and phone access;

iv. Ability to work well in written and spoken English (additional
languages are valued);

v. Demonstrated linkages with community networks (local, national
and/or regional levels)[2]

vi. Capacity to communicate and network effectively and broadly;

vii. Commitment to principles of transparency and accountability;

viii. Diplomatic, strategic, political, and negotiating skills to work
with a variety of stakeholders;

ix. Openness, willingness and ability to learn, and the commitment to
engage in issues of different constituencies;

x. Commitment to achieve the Key Performance Indicators (KPIs) of the
Delegation;

xi. Commitment to a minimum of eight hours per week for Global Fund
related activities;

xii. If employed by an organisation, written assurance regarding the
availability of between 4 to 8 hours per week of time for Global Fund
related activities; and

xiii. A letter of institutional support from an employer or affiliated
organisation.

Length of term:

Delegation members serve a three-year term, dependant of
performance-based assessment a two-year extension of this term may be
granted by the leadership[3]

. The term of successful applicants will be from January 2014 through
December 2016.

Role and Responsibilities of Communities Delegation Member:

Members of the Communities Delegation are expected to work closely
with the Board Member, Alternate Board Member and Communications Focal
Point throughout their term, and will work primarily through email and
conference calls. The primary role of all delegation members is to
provide support and advice to the Board Member, Alternate Board
Member, and Communications Focal Point.

Members of the Communities Delegation have the following
responsibilities:

i. To uphold and support the mission of the Communities Delegation;

ii. Consult with communities, and communicate their priorities and
needs linked to the Global Fund;

iii. Meaningfully participate in all discussions of the Communities
Delegation, especially related to Committee and Board Meetings of the
Global Fund;

iv. Respond to communications within the time frame requested;

v. Commit to a minimum of 8 hours a week for Global Fund related
duties;

vi. Declare a conflict of interest; and

vii. Maintain pre-board and committee documents confidential.

affiliated to the work that you are involved in

automatically disqualified.
