Background

The Global Network of People living with HIV (GNP+) is a network for
all people living with HIV. Its mission is to improve the quality of
life of people living with HIV. The organisation's vision is a
powerful and united worldwide social movement of people living with
HIV.

The GNP+ Strategic Plan 2011-2015 strongly urges GNP+ to effectively
advocate for the rights of the community of people living with HIV by
actively engaging and involving the full diversity of the community,
across all key populations living with HIV1 . Since June 2011, key
populations living with HIV have been playing an integral part in the
work of GNP+ and are presented in its governance, programmes and
partners.

In November 2012, more than twenty community leaders who advocate for
the health and rights of key populations living with HIV (Further
referred to as 'KPLHIV') came together in Cape Town, South Africa to
identify and articulate a common and mutual understanding of the term
'key populations' and their needs2 . The group called on GNP+ to
develop a mechanism through which GNP+ will ensure all current and
future programming and advocacy is responsive to these priorities.

As part of this The Key Populations Living with HIV Advisory Group is
being set up

The primary objective of the KPLHIV Advisory Group is to support and
advise GNP+ to enhance the effectiveness of the design, implementation
and evaluation of GNP+ policy and programming in the areas of
knowledge management, community engagement, and advocacy. The KPLHIV
Advisory Group is structured to enhance the contribution that key
populations (sex workers, people who use drugs, men who have sex with
men and transgender people) living with HIV can make to the work of
GNP+ and the HIV response more broadly.

GNP+ is looking for candidates to join the Key Populations Advisory
Group in May 2013 for a period of at least one year.

Eligibility criteria

• Living with HIV and self-identified as one (or more) of the
following:

o A drug user

o a man who has sex with other men

o a sex worker or

o a transgender person

• Demonstrated linkages with community networks of people living
with HIV, networks of key populations (local, national and/or regional
levels) or other relevant organisations advocating for the health and
rights of key populations living with HIV

• Ability to work well in written and spoken English (additional
languages are valued)

• Commitment to a minimum of least 2 hours per week

• Consistent internet, email and phone access

• Demonstrated leadership capacity and skills

• Demonstrated expertise and experience in issues related to key
populations living with HIV

• Familiarity with the Positive Health Dignity and Prevention
Framework and the Global Advocacy Agenda is a plus

KPLHIV Advisory Group Responsibilities

It is expected that the work of the KPLHIV Advisory Group will
include:

• Reviewing or auditing GNP+ work to ensure its programmes and
policies are responsive to the needs of KPLHIV

• Providing strategic guidance on how to establish a mechanism to
ensure PLHIV networks are more inclusive and link to key population
networks

• Providing oversight and guidance on adaptation of GNP+
evidence-gathering tools

• Identifying advocacy opportunities for key populations living with
HIV and provide advice to ensure GNP+ advocacy is truly representative
of the priorities and needs of key populations living with HIV

• Liaising and interacting with the Youth and/or Women living with
HIV Advisory Group, when possible

The KPLHIV Advisory Group is a volunteer based body – any costs
incurred while carrying out responsibilities of the KPLHIV Advisory
Group will be met by GNP+.

Membership of the KPLHIV Advisory Group

The Advisory Group will consist of 7-8 representatives. Three will be
nominated by 3 global key populations networks (The Global Network of
Sex Work Project, the International Network of People who Use Drug and
the Global Forum on MSM and HIV) Three will be recruited through an
open call for applications. An additional two representatives with
particular technical expertise who are a part of the initial
consultation in Cape Town will be invited to join the Advisory Group
to ensure continuity of the dialogue.

Once established, the KPLHIV Advisory Group will re-define the term of

] to ensure it reflects priorities and needs for 2013 and agree on the
scope of work, ways of working and accountability mechanism.

Application procedure

The following documents should be sent to Ed Ngoksin
<mailto:engoksin at gnpplus.net> with subject matter APPLICATION FOR
KPLHIV ADVISORY GROUP 2013:

• A copy of a current CV or Resume

• A statement of interest, explaining your relevant experience and
your connection to the community of people living with HIV and/or key
populations (1 page only);

• A letter of reference/support from an individual or organisation
that is affiliated to the work that you are involved in and that can
confirm your connection to the community of people living with HIV
and/or key populations

Applications without all of the above documentation will be
automatically disqualified.

Successful Candidates will be informed no later than May 20th 2013.

Being a part of the KPLHIV Advisory Group represents a unique
opportunity to influence the global policy and research agenda. It is
a platform for KPLHIV to discuss emerging issues and strategize around
a common advocacy agenda. GNP+ will strive to ensure that members of
the KPLHIV Advisory Group are entitled to further capacity and
leadership development opportunities with the aim of creating a pool
of PLHIV advocates with a range of experience and expertise

Notes:

1 The group agreed that each country should define the specific
populations that are key to their epidemic and response based on the
epidemiological and social context. In all countries, key populations
include people living with HIV. In most countries with a concentrated
epidemic, key populations include men who have sex with men and
transgender people, sex workers and their clients and people who use
drugs.

2 These tools are, for example, PLHIV Stigma Index; Human Rights
Count!; Positive Health, Dignity and Prevention Operational
Guidelines, Global Criminalisation Scan, and others.
