Congress' ban on the use of federal funds for syringe exchange programs.
The statement seeks to remind Congress and President Obama that this
unnecessary and unacceptable ban will not go overlooked or be tolerated by
the scientific community and the international public.

As you will read in the statement, last December, the U.S. Congress
established a ban on the use of federal funds to support syringe exchange
programs (SEPs).* *
*This language and accompanying reports ban federal funding for syringe
exchange programs domestically and in U.S. foreign aid programs.*
In response to this legislative ban, several advocates, led by Steffanie
Strathdee, Gregg Gonsalves, Judy Auerbach, and Chris Collins, drafted
