Humanitarian inspires near-capacity Salt Spring Island crowd
Humanitarian, author and tireless social activist Stephen Lewis concluded
his poignant Saturday evening talk to an audience of more than 800
mesmerized participants by condemning the federal government’s continued
reluctance to provide help to the world’s poor.
Withdrawal of support for programs that prevent the spread of HIV and AIDS
in Africa, freezing the level of foreign aid until 2015 and using the Senate
to block ground-breaking legislation that would have facilitated export of
Canadian-manufactured generic drugs to those in need, Lewis said, are some
of the regressive political decisions that define the face of Canadian
foreign aid.

BC bill could open up your private information
Your privacy is at risk as never before in B.C., and the immediate threat
isn't coming from Facebook or Canada's spy agency - it's a bill before the
B.C. legislature. Without consulting you, our premier and a gaggle of
techno-bureaucrats have decided to sacrifice B.C.'s privacy law and
radically increase their power to collect, use and share your personal
information.
The government has put the pedal to the metal in trying to get a vast shift
of our privacy rights in place before anyone gets a chance to say boo about
it. Bill 3, which eliminates many of the privacy protections in the Freedom
of Information and Protection of Privacy Act, was introduced Oct. 4 and has
already had second reading. It could be law by the end of the month if they
keep pushing.

Commons committee hears call for prison needle exchanges
In the wake of the recent Supreme Court of Canada ruling allowing
Vancouver's safe-injection site to remain open, should needle exchanges be
introduced in Canada's prisons?
A senior analyst with the Canadian HIV/AIDS Legal Network urged a House of
Commons committee Thursday to consider the idea as a way to reduce the rate
of HIV and hepatitis C infection among prisoners.
*"Prison health is public health. There's no reason to treat prisoners any
differently than people in the community who are struggling with addiction,"
* Sandra Ka Hon Chu told members of the standing committee on public safety
and national security, which has been holding a series of hearings on how to
deal with drugs in federal prisons.

Don't screen everybody for HIV in the ER
More than 1,100 people would have to be offered HIV tests in the emergency
room to find just one new infection with the potentially deadly virus,
researchers from France said Monday.
Their conclusion - that universal HIV screening in the ER is not a practical
option - contradicts current recommendations from the U.S. Centers for
Disease Control and Prevention.* "Unexpectedly, nontargeted screening
identified only a few new diagnoses, often already at late stages, and most
newly diagnosed patients belonged to a high-risk group and had been tested
previously,"* Dr. Kayigan Wilson d'Almeida and colleagues from the Emergency
Department HIV-Screening Group write in the Archives of Internal Medicine.
They assigned 29 Paris emergency departments to offer HIV blood tests over
six weeks to patients ages 18 to 64. Nearly 21,000 people were offered the
test, and more than 12,700 took it.

Can quickie condom help prevent HIV?
It’s a time-saving measure that an inventor hopes will also save lives.

Thanks to its patented applicator, the Pronto condom can be applied in a few
seconds and aims to appeal to those who get turned off by conventional (and
sometimes inconvenient) condoms. It’s currently for sale in South Africa,
the country with the highest population of people infected with HIV.
According to the company’s website, South African inventor Willem van
Rensburg recognized the need for a condom that can be applied rapidly and
with little effort, *“as conventional condoms tend to ‘spoil the moment.’”*
It rolled out in a test market in South Africa and officially launched this
year with a cheeky, mostly safe-for-work video (it does contain some salty
language) and Facebook campaign with the tagline* “Get it on Pronto.”*

Commonwealth urged to tackle homophobic laws
Commonwealth countries will be urged to repeal homophobic laws at a leaders'
summit this week in a bid to stamp out the deadly spread of HIV, the virus
which causes AIDS. The body tasked with developing options to reform the
Commonwealth has noted that the old British Empire laws against gays are
still in force in 41 of the 54 member nations. These include statues, mostly
enacted in colonial times, which criminalise homosexual sex.
*"It's just a dear little legacy of the British Empire,"* Michael Kirby, a
retired High Court judge and Australia's representative on the Eminent
Persons Group, said ahead of the Commonwealth Heads of Government Meeting
(CHOGM). *"It's a very special British problem. And the problem is it makes
it very difficult to get messages about HIV out,"* he said in comments
broadcast on the ABC.

Will Stephen Harper address gay issues in Australia?
Canadian gays and lesbians are anxiously waiting to see whether Canada will
stand with Britain, Australia and other countries to call for an end to the
criminalization of homosexuality at the Commonwealth Heads of Government
meeting in Perth, Australia, from Oct 28 to 30.
On Oct 21, foreign affairs minister John Baird told the House of Commons
that Canada will speak out against homophobia at the event, which will
include leaders from 41 countries where homosexuality is still
illegal.*“The rights of gays and lesbians are tremendously important,”
* Baird said. *“It is completely unacceptable that homosexuality continues
to be criminalized in a majority of Commonwealth countries, and we will
certainly take that issue to the summit.”*
Prime Minister Stephen Harper, who will be attending the Perth event, spoke
out against a Ugandan anti-gay bill in 2009 at the Commonwealth leaders
meeting in Trinidad and Tobago.
