Programmes to impart sexuality education to young people are more
cost-effective when integrated and mandatory, according to the findings of a
United Nations study released today at a symposium in New York. The cost per
learner in well established programmes ranged from $6.90 in Nigeria to
$32.80 in the Netherlands, while smaller pilot programmes in Kenya and
Indonesia indicated significantly higher costs, according to the result of a
six-country study released by the UN Education, Scientific and Cultural
Organization (UNESCO) at the meeting of the Inter-Agency Task Team (IATT) on
Education of the Joint UN Programme on HIV/AIDS (UNAIDS).

Infants enrolled in October 2010 in an HIV vaccine trial are doing well, say
researchers in Kenya. The Phase I trial of the HIV vaccine candidate,
modified vaccine virus Ankara (MVA.HIVA), is intended to test the safety and
efficacy of the vaccine candidate in infants. It contains small particles of
HIV genes, but researchers say it cannot cause HIV infection since it does
not contain the whole virus.

A new public opinion poll shows twice as many Canadians (35%) believe the
country’s international reputation has declined in the last few years rather
than improved (17%), with a third (37%) believing it has just remained the
same. But according to the same poll, seven in 10 Canadians (71%) feel that
it would improve the country’s reputation if Canada were to pass a bill
making it easier to supply less expensive, generic medicines to people in
developing countries for diseases such as AIDS, tuberculosis and malaria.
Canada was on the verge of passing such a law — Bill C-393 to reform
Canada’s Access to Medicines Regime (CAMR) — before it was delayed in the
Senate and thus died on the order paper when the election was called.

Un nouveau sondage d’opinion publique vient de démontrer que deux fois plus
de Canadiens et de Canadiennes (35 %) sont d’avis que la réputation
internationale du Canada s’est dégradée au cours des dernières années,
plutôt qu’améliorée (17 %), alors qu’un tiers (37 %) des répondants la
considèrent comme inchangée. Toutefois, le même sondage a révélé que sept
Canadien-nes sur dix (71 %) considèrent que la réputation du Canada serait
améliorée s’il adoptait un projet de loi qui faciliterait la provision de
médicaments génériques moins coûteux aux gens de pays en développement pour
des affections comme le sida, la tuberculose et le paludisme. Le Canada
était sur le point d’adopter une telle loi, le Projet de loi C-393 pour
réformer le Régime canadien d’accès aux médicaments (RCAM), jusqu’à ce que
celui-ci soit retenu au Sénat et meure au feuilleton lorsqu’une élection a
été décrétée.

An international initiative to put affordable and effective anti-malaria
drugs within reach of people in often remote communities in Africa is making
rapid progress. In four implementing countries, Ghana, Kenya, Madagascar and
Nigeria life-saving malaria treatment can now be bought in private stores
and pharmacies for as little as 50 U.S. cents. Before the launch of the
program, these treatments cost up to 20 times as much. The only way most
people in Africa could get effective malaria drugs for free was by
travelling long distances to reach public health clinics.

quatre pays où elle est mise en œuvre, à savoir au Ghana, au Kenya, à
Madagascar et au Nigeria, il est désormais possible d’acheter des
traitements essentiels contre le paludisme dans des magasins et des
pharmacies du secteur privé pour un demi-dollar à peine. Avant le lancement
du programme, ces traitements pouvaient coûter jusqu’à 20 fois ce prix. La
seule manière pour la plupart des gens en Afrique de pouvoir obtenir
gratuitement des médicaments antipaludéens efficaces était alors de
parcourir de longues distances pour se rendre dans les dispensaires publics.

Trying to espouse human rights principles while also being committed to
allowing HIV responses to be driven by countries has the Global Fund walking
on a tightrope, according to the Canadian HIV/AIDS Legal Network and the
Open Society Foundations. The Global Fund faces a human rights dilemma:
espousing human rights principles while also being committed to allowing HIV
responses to be driven by countries, including countries that resist
rights-based policies and programmes or cling to policies that undermine
human rights. Although some CCMs have reached the point of including legal
and human rights programmes for marginalised people as priorities, such
programmes do not yet feature prominently in Global Fund grants (despite a
few notable exceptions).
