CATIE accepts submissions related to the full continuum of HIV and hepatitis C prevention, care, treatment and support and we invite colleagues from frontline organizations across Canada to share their news in the CATIE e-bulletin. 

 

Specifically, we invite submissions related to new resources you have produced, new programs and services of interest, relevant events, and job listings. The preferred format is a short description of up to 150 words and a link to fuller content on your website, if that is appropriate. Please specify in which languages your resources and postings are available.

CATIE hosts two-day Regional Educational Conferences in collaboration with local AIDS service organizations and steering committees to meet specific regional information and networking needs.

 

The 2010 CATIE Western Educational Conference was co-hosted by AIDS Saskatoon <http://www.aidssaskatoon.ca/>  and held in Saskatoon, Saskatchewan on May 12th and 13th. CATIE would like to thank and congratulate AIDS Saskatoon, the co-chairs and the steering committee for their support and commitment.

 

The 2010 CATIE Atlantic Educational Conference was co-hosted with AIDS PEI <http://www.aidspei.com/>  and held in Charlottetown, Prince Edward Island on August 4th and 5th. CATIE would like to thank and congratulate AIDS PEI, the co-chairs and the steering committee for their support and commitment.

c) Let CATIE lend a hand to your World AIDS Day campaign!

On December 1, 2010, people throughout the world will come together to mark the 22nd World AIDS Day. This year’s theme, Universal Access and Human Rights, highlights the need for increased dedication in responding to the challenges of HIV prevention, treatment and support.

 

Canada’s World AIDS Day campaign, developed by the Canadian AIDS Society, includes resources that will be sent out to all organizations that have placed orders through the CATIE Ordering Centre. These materials are a great way to:

*	Acknowledge those who have died of AIDS

e) New Ontario report on HIV Non-Disclosure and the Criminal Law available on the CATIE website.

In recent years, the application of criminal law powers to circumstances of HIV exposure in sexual relations has emerged as a key HIV-related policy issue. To help fill a research gap in Ontario, the OHTN funded an in-depth study, “HIV Non Disclosure and the Criminal Law: Establishing Policy Options for Ontario.”

 

The results of this comprehensive study are published in a report that proposes evidence-based policy options to address the problems posed by the criminalization of HIV non-disclosure in Ontario.

New Directions in Gay Men's Health and HIV Prevention in Canada: Pan-Canadian Deliberative Dialogue Report, 2010

There is a growing movement in Canada and elsewhere to re-frame HIV prevention among gay men in the more holistic context of their health and well-being rather than focusing solely on their HIV status and safer sex practices. A one-day satellite conference preceding the Canadian HIV/AIDS Skills Building Symposium: Leading Together in March 2010 brought together 40 community programmers, policy makers and researchers involved in gay men’s health and HIV initiatives across the country to discuss this new direction. This report documents their deliberations and recommendations for future directions.

a) Updates from the World Hepatitis Alliance. 

The new World Hepatitis Alliance newsletter is out and can be downloaded <http://worldhepatitisalliance.org/en/Community/Newsletter.aspx>  directly from their website. This issue is particularly important because it carries information related to their new membership criteria. Elections will be held at the end of the year so applications should be sent in as soon as possible.

c) Relevant hepatitis C readings.

*	Hepatitis <http://www.plosone.org/article/info%3Adoi%2F10.1371%2Fjournal.pone.0012856>  C virus can damage brain cells.

University of Alberta researchers report in a new study that HCV, best known for damage to the liver, can also damage brain cells. The research into the impact of hepatitis C on the brain is significant as it marks the first time scientists have been able to show that the virus can infect the brain.

 

*	Targeted <http://www.fhs.sfu.ca/news/news/rural-crack-use-no.-1-street-drug-problem-study>  treatment programs key to help crack users: study.

As crack use rises in Canada, so does the urgent need for targeted prevention and treatment programs—especially in smaller communities. That’s the conclusion of a new study led by Simon Fraser University health sciences researcher Benedikt Fischer.

 

*	Drug use trends in Victoria and Vancouver, and changes in <http://carbc.ca/portals/0/propertyagent/2111/files/299/CARBC_Bulletin6.pdf>  injection drug use after the closure of Victoria's fixed site needle exchange.

The Centre for Addictions Research of B.C. at the University of Victoria recently released a report titled, “Drug Use Trends in Victoria and Vancouver.” This study followed 160 illicit-drug users in Vancouver and Victoria, who were surveyed every six months since 2007. The study found that the sharing of used needles by IDUs in Victoria increased substantially following the closing of the only fixed site needle exchange in Victoria in May 2008. Following the closing of the needle exchange in Victoria, mobile needle exchange services continued to serve people, however the number of needles distributed monthly dropped by 15,000.  The study also found that participants reported sharing needles and reusing needles more often in Victoria than Vancouver where there are several fixed site needle exchanges. The report recommended that at least one fixed needle exchange be re-established in Victoria to work alongside the mobile exchanges.

 

*	RCMP <http://www2.macleans.ca/2010/08/20/injecting-truth/>  and the truth about supervised injection sites.

Macleans included an article this month detailing that the RCMP was prepared to publicly support Insite last summer, but backed away at the last minute due to pressure from above. Insite is a supervised injection facility in Vancouver’s downtown eastside that has been under fire from the Federal Conservatives, who are committed to shutting it down. The RCMP was planning on issuing a joint statement with the BC Centre for Excellence in HIV/AIDS that supported research showing the benefits and positive impact of supervised injection sites.  They also were going to publicly acknowledge that previous RCMP commissioned reviews that had contradicted the efficacy of Insite did not meet “conventional academic standards.”

The University of British Colombia recently completed a study on the relationship between tattoos and HCV prevalence. The study found that the incidence of HCV after tattooing is directly related to the number of tattoos that a person has. The researchers are calling for infection-control guidelines for tattoo artists and their clients and enforcement through inspections. They also recommend prevention programs focusing on youth and prisoners to combat the spread of hepatitis infection.

6) Please provide AIDS Vancouver Island with your support and assistance.

As many of you may know, Victoria, BC, has been experiencing a drastic reduction in the availability of harm reduction services. On May 31, 2008, the city’s only primary needle exchange shut its doors, after 20 years of operating, because the service had outgrown its funding and physical location. Neighbourhood pressure, including a pending law suit, and the inability to find a new location, forced them to move the services to a mobile delivery model. The foot/bike mobile service was meant to be a temporary stop gap. Now, over two years later, AIDS Vancouver Island is still struggling to move through the political hurdles and other barriers to re-open the service.

 

The organization is working on a PowerPoint presentation of what needle exchanges look like and would love to get photos from colleagues across the country. Images of the outside of your buildings and streetscape and inside your service (with smiling faces) would be very helpful. Please send images to communications at avi.org. Once completed, the presentation will be posted on the <http://www.avi.org/>  AIDS Vancouver Island website so that it can be of use to others.

 

As for those of you who do not work at needle exchanges – or who do not have photos to share – and are concerned about the wellbeing of Canadian citizens who are unable to access this proven disease prevention and health promotion service, you are invited to write a brief note to the BC Minister of Healthy Living  <http://www.leg.bc.ca/mla/3-4.asp> & Sport to urge a quick resolution to this issue.

7) National Aboriginal Council on HIV/AIDS (NACHA) Membership Renewal Process.

The Public Health Agency of Canada and Health Canada are launching a membership renewal of the National Aboriginal Council on HIV/AIDS (NACHA). The Public Health Agency of Canada and Health Canada have issued a call for NACHA membership applications to a wide range of partners involved with the Federal Initiative to Address HIV/AIDS in Canada and to other national Aboriginal health and professional organizations. You are invited to share the call for membership with any organization or individual who may be interested in applying for membership.

8) September 22, 2010 Media release – NGO Leaders: Canada's Global Fund Contribution a Positive Step, Must Be Strengthened and Complemented by Other Initiatives.

Ottawa: Canada's increased pledge to the Global Fund to Fight AIDS, Tuberculosis and Malaria is a positive step that will contribute to cutting deaths and easing the suffering of some of the millions affected by these three leading killers, according to the Interagency Coalition on AIDS and Development (ICAD), RESULTS Canada, and the Canadian HIV/AIDS Legal Network.

 

The announcement was made public September 21, 2010 at the UN Millennium Development Goals Summit in New York. Canada will commit $540 million (Cdn) to the Fund over three years (a 20% increase over the previous 3-year commitment of $450 million). Other global donors are expected to make their contributions public at a replenishment conference in October.

 

While welcoming the Global Fund announcement, the three organizations have also called the commitment bittersweet in a context where the government has frozen official development assistance.
