In 2000, UN Member States set six Millennium Development Goals (MDGs) for the international community to achieve by 2015, three addressing global health challenges of child health (MDG 4), maternal health (MDG 5) and HIV/AIDS and other diseases (MDG 6). In 2005, G8 nations – followed quickly by all remaining UN Member States ‐ set another goal: universal access to HIV prevention, treatment, care and support for all in need by 2010. 

The 2010 deadline has arrived, and this year includes several opportunities to review progress on both the universal access goal and related MDGs and increase the financing required to achieve them. These opportunities include the G8 and G20 summits, the MDG Summit and the replenishment conference for the Global Fund to Fight AIDS, TB and Malaria.

The outcomes of events this year will have an impact on health and development progress in the developing world for many years. Given the vital role that Canada could play in their success, this is a strategic opportunity for Canadian civil society organizations to review the scientific and programmatic evidence of the impact HIV investments on MCH, highlighting how increased financing for MDG 6 will also accelerate progress on MDGs 4 and 5 ‐ and vice versa.

En 2000, les États membres de l’ONU ont établi six Objectifs du Millénaire pour le développement (OMD) que la communauté internationale devrait atteindre au plus tard en 2015 – dont trois concernent les défis de santé mondiale que sont la santé des enfants (OMD 4), la santé des mères (OMD 5) et le VIH/sida et d’autres maladies (OMD 6).  

En 2005, les pays du G8 – suivis rapidement des autres États membres de l’ONU – y ont ajouté un but : réaliser l’accès universel à la prévention, aux traitements, aux soins et au soutien en matière de VIH pour tous ceux qui en ont besoin, au plus tard en 2010. L’échéance de 2010 est arrivée, et avec elle de nombreuses occasions d’examiner les progrès vers l’accès universel et les OMD pertinents, et d’augmenter le financement nécessaire à leur réalisation.

Ces occasions incluent les Sommets du G8 et du G20, le Sommet sur les OMD et la Conférence de reconstitution du Fonds mondial de lutte contre le sida, la tuberculose et le paludisme. L’issue des événements de cette année aura un impact à long terme sur les progrès en matière de santé et de développement dans les pays en développement. Vu le rôle vital que pourrait jouer le Canada, il s’agit d’une occasion stratégique pour les organismes canadiens de la société civile d’examiner les preuves scientifiques et programmatiques sur l’impact d’investissements dans la santé des mères et enfants, pour mettre en relief comment un financement accru de l’OMD 6 accélérerait les progrès des OMD 4 et 5 – et vice-versa.
