McLaren Housing Society was conceived in 1987 around a family dining room
table to provide emergency shelter to gay men rendered unemployed and
homeless by HIV/AIDS health complications. Over the past decades, with
advances in treatment, McLaren has evolved its programs and expanded its
reach to offer hope to hundreds of men, women and children with HIV/AIDS in
Metro Vancouver. 

 

Leveraging our relationships in the ASO community, McLaren currently
provides housing to 125 clients in both congregate living facilities and
dispersed portable subsidy units across Vancouver. Largely designed to
support independent living, our services have expanded to include supportive
housing for higher-need clients with multiple diagnoses and addictions and a
special transitional housing program for paroled former prison inmates. 

 

Positioned to take a major leap forward, McLaren is jointly developing with
BC Housing a new facility in central Vancouver to house an additional 110
clients. McLaren seeks a highly motivated and energetic ED who can ensure
the success and stability of the organization as it advances its mission to
provide housing and support services to help people living with HIV/AIDS
pursue improved health, increased independence and a greater sense of
community. 

 

Position Profile

Reporting to the Executive Committee of the Board of Directors and working
with 4 staff and a small volunteer complement, the ED is responsible for
providing strategic leadership, long term planning and sound daily
management of McLaren and its programs, in accordance with McLaren's
strategic vision, bylaws and policies/procedures and the approved
initiatives in the strategic plan. 

 

You will use your program management and evaluation skills, financial acumen
and property management experience to ensure the continued success and
growth of McLaren's housing and support programs, and the sustainability and
safety of McLaren Facilities.

 

Using your strong marketing, communication, and interpersonal skills, you
will champion McLaren to build and maintain strong relationships with donors
and other funding providers, government bodies, community agencies and the
broader community.

 

Accountabilities

 

1. Budget and Finance 

 

*	Be responsible for developing, maintaining and overseeing sound
financial, risk management and audit practices.
*	Work with the Board, or its appropriate committee, in preparing
annual budgets; see that McLaren operates within each annual budget.
*	Drive fund development, including grants and special events, and
develop and maintain strong relationships with donors.
*	With the support of the external accountant, manage McLaren's
finances and conduct the banking and day-to-day bookkeeping. 

 

2. Program Development and Administration

 

.       Oversee the execution of the Strategic Plan. 

.       Provide leadership in developing program, organizational and
financial plans with the Board and staff, and carry out plans and policies
authorized by the Board.

.       Ensure appropriate risk management, project oversight and policy
implementation.

.       Maintain official records and documents, and ensure compliance with
federal, provincial and municipal regulations as well as the timely
submission of required reports to government bodies and funders. 

.       Attend Board meetings as well as committee meetings as required;
support Board and committees as required.

.       Maintain a strong working knowledge of significant developments and
trends in the social housing sector and HIV/AIDS support sector, and
develop, recommend and implement appropriate responses and initiatives under
the direction of the Board. 

 

3. Property Management 

 

.       Maintain a productive relationship with BC Housing and meet all
reporting requirements to ensure ongoing BC Housing funding and support; 

.       Maintain up-to-date housing and portable subsidy program wait lists
and coordinate and administer all housing/portable subsidy offers and
tenancy agreements.

.       Ensure compliance with the Residential Tenancy Act of British
Columbia; document all tenancy agreements and portable subsidy agreements
and changes to same; orient new clients; manage eviction procedures as
required.

.       Build and maintain respectful and supportive relationships with
clients, and ensure that clear communication occurs around existing, new and
changed McLaren and McLaren Facilities's policies and rules; promote a
self-help approach to tenant problems and assist tenants in establishing
contacts in the AIDS support sector.

.       Monitor and maintain the safety and security of McLaren Facilities
and recommend corrective action when necessary; manage the on-call emergency
service to ensure appropriate response to incidents occurring off-hours and
during holidays. 

.       Ensure that preventive, planned and corrective maintenance of
McLaren Facilities's infrastructure, equipment, fixtures and appliances is
undertaken and completed in a timely and efficient manner, and recorded.

.       Manage any purchasing/tendering processes and contract
administration related to same. 

.       Manage the allocation of lockers, access system keys and other items
in McLaren Facilities as required and maintain accurate records of same;
ensure that all new McLaren Facilities's tenants receive a building and
community orientation.

.       Conduct move-in, move-out and annual inspections of all suites in
McLaren Facilities. 

 

4. Community Relations

 

*	Establish sound working relationships and cooperative arrangements
with McLaren's constituencies, including government, media, partner ASOs,
community groups.
*	See that the Board is kept fully informed on the condition of the
organization and all important community factors influencing it.
*	Publicize McLaren's activities, its programs and goals through
networking and community relations, and publish McLaren's periodic
newsletter.
*	Represent McLaren's programs and point of view to agencies,
organizations and the general public.

 

5. Team Leadership

 

*	Be responsible for the recruitment, employment and release of all
personnel, both paid staff and volunteers. 
*	Ensure that job descriptions are developed and updated, that regular
performance coaching and performance evaluations are held, and that sound
human resource practices are in place. 
*	Encourage staff and volunteer development and education, and assist
program staff in relating their specialized work to McLaren's total program.

*	Maintain a climate that attracts, retains and motivates a diverse
staff of highly qualified people.

 Skill Set

.       Proven strategic and operational planning skills and experience

*	Demonstrated project management experience
*	Ability to act independently based on sound judgment after assessing
short and long term needs and priorities
*	Excellent computer, communication, and time management skills
*	Excellent inter-personal skills to ensure positive working
relationships with clients, members, the board of directors, government
officials, partners and stakeholders, the media and staff
*	Proven problem solver in working with clients

.       Strong financial management experience in administering complex
budgets and overseeing audit and reporting to provincial and federal
authorities

*	Sustained success in building and maintaining donor/sponsor, planned
giving, and major gifts programs

.       Experience in writing proposals/reports and working with various
levels of governments and public officials

.       Dynamic and engaging presentation skills and experience in
presenting to large and small audiences

*	Successful application of evaluation and metrics to further program
effectiveness and impact
*	Broad-based knowledge of the LGBTQ community
*	Familiarity with health issues related to HIV disease and addictions
and ASOs in Vancouver
*	Experience working with persons with HIV, mental health and
substance use/addiction conditions
*	Familiarity with the Residential Tenancy Act of British Columbia and
BC Housing programs.
*	Familiarity with property management and maintenance
