This is too simplistic. The resident should be provided with cable access so
he may view da Vinci's Inquest re-runs. Food could be provided by the
Portland Hotel Society. But since housing is a split responsibility between
senior levels of government, a special inter-governmental agreement might be
necessary unless some city funds could be redirected. He'd need a bed pan
and urinal, too, of course, and an oxygen tank. But without a door the
delivery of food and pick-up of waste would be a problem. A hatch,
controlled from the outside, may be required. Monitoring of behaviour could
be carried out with a surveillance camera affixed to the ceiling of the box.
This monitoring would allow operators to ensure he remains in good health.
The question of whether or not to supply an electrical outlet for additional
appliances would be one that city staff should investigate. Then there is
the problem of deciding whether guest fees should be charged for his
visitors. If the enclosure is sound-proof some sort of sonic transmission
device would have to be installed in order for these visitors to communicate
with him unless the food/waste hatch is made dual-purpose. But on the other
hand having visitors may not be in the best interests of his health at this
time. That decision could be left up to the Vancouver Coastal Health
Authority or one of its subsidiaries.
