March 15 Antiwar Actions: We Must Reverse the Growing Atomization of the
US Antiwar Movement

WASHNGTON - While student walkouts in the second week of March happened
on some campuses around the country, with very few exceptions these were
small and uncoordinated.  A few thousand in New York - particularly in
High Schools - and a few hundred on some campuses in other parts of the
country.

On International Women's Day, a couple of thousand marched in Washington
and a few hundred in other cities.  Organized by a mixture of pacifist and
feminist organizations, they failed to mobilize large numbers.

algunas universidades alrededor del pais, con muy pocas excepciones

While the antiwar sentiment has grown in the US, there is the reality
that no organization or coalition can muster an organized mass movement.
Even though demonstrations last February 15-16 were the largest in US
history for pre-war demonstrations (400,000 in New York, 70-100,000 in San
Francisco, 70,000 in Los Angeles and thousands more in other 100 cities
and towns), no organization can claim influence over more than a tiny
fraction of those numbers.

It was clear for everyone to see that the coalitions and groups
organizing those demonstrations limited their roles to setting up the
date and erecting stages for speakers and performers.  A mass of people
responded to the call to protest against the war but they were only
loosely attached to the organizers.

realidad que no existe una organizacion o coalicion que pueda reunir un
movimiento de masas. Aunque las manifestaciones que se llevaron a cabo

While unions, even the AFL-CIO, are now having second thoughts about the
advisability of an immediate war against Iraq, they did not put any
significant muscle behind the protests.  The left organizations - as
opposed to the relatively much larger left movement in Europe - are
small in the US. While they play a role more significant that their
numbers would suggest in organizing the protests, they are at this point
unable to lead a mass movement. Moreover, some of their actions are
probably working against their leading a movement in the future as well.

Thus we are looking at an atomized movement, in which each small
component is pulling away to organize their own little actions, rather
than uniting their efforts to form larger scale actions.

ahora dudas sobre la necesidad de una guerra contra Irak, no pusieron
sin embargo mucho músculo en movilización para respaldar las

During the call for "student walkouts," organizations like the ISO
(International Socialist Organization) and the Workers World Party
(WWP), some Green groups on campuses, and the Revolutionary Communist
Party (RCP) organized disconnected actions.  They mostly failed to
integrate other groups on campus, especially groups of students of
color, and acted on their own.

In many cases, these left groups excluded each other from the organizing
committees for the actions in order not to face "competition."  Outreach
was very poorly done.

The small numbers they attracted were disappointing for those who are
against the war, even though some organizers were happy to see that they
could control the mike in a much smaller action of their own.  That is a
stingy and sectarian view of building a mass movement against the war.

Other smallish groups, like Socialist Alternative in Seattle (the only
place where they have some students at a couple of campuses), attempted
the same strategy of small, ineffective walkouts, as if a call for
carrying them out was sufficient to attract students. They were left
with even more disappointing results.

Los pequenos numeros de participantes que atrajeron frustraron a quienes
estan contra la Guerra, aunque algunos de sus organizadores se sentian
satisfechos de poder controlar el microfono en una accion pequena

In Berkeley and SF State University, in other periods the breeding
grounds of mass antiwar student movements, the "walkouts" were organized
by ad-hoc groups that only mobilized a couple hundred students on each
campus which have in both cases a student body of over 30,000 students.

This problem is compounded by small groups of radical activists that
find the big, mass demonstrations boring, lacking "action," and in the
absence of an organized mass movement they feel as if they should act on
their own.  Not only left wing organizations, but also neo-anarchists of
different stripes, act upon their impatience, subtracting the effort of
their valuable activists from the need to pull together the largest
actions possible.

En Berkeley y en la Universidad Estatal de San Francisco, otrora
baluartes de movimientos estudiantiles de masas contra la Guerra, las
"huelgas" fueron organizadas por grupos formados para tal fin que solo
movilizaron un par de cientos de estudiantes en colegios con 30,000
estudiantes o mas cada uno.

Este problema se complica con los pequenos grupos de activistas
radicales que piensan que las grandes manifestaciones son aburridas, que
no tienen "accion" y en la ausencia de una movimiento de masas
organizado sienten que deben actuar por si mismos.  No solo grupos de

In many ways, these groups feel they can substitute themselves for the
absence of a mass left party of workers and the oppressed or a mass
movement in the unions which would be willing to act as the backbone of
a mass movement.  They are in a hurry for an organizational breakthrough
in terms of recruiting and thus they launch their own initiative, unaware
of the damage they inflict to the antiwar movement in terms of weakening
centralized mass actions.

Rather that plan a strategy and set of tactics to enhance, unify and
develop the mass movement, they appeal to the "fun and entertainment" of
more radical actions, even if they are premature and fail to achieve any
measurable "breakthrough."  In many ways, these groups put in front of the
need to develop a mass movement that of pleasing the sense of
excitement of the few activists in their ranks who are longing for some
"action."

De esta manera, estos grupos expresan la posicion de sustituir con sus
propias organizaciones la ausencia de un Partido de izquierda con base
masas entre los trabajadores y oprimidos o de un movimiento sindical que
podrian ser la espina dorsal de un genuino movimiento de masas.  Estan
apurados por una victoria organizativa en terminos de reclutar nuevos
miembros y por eso lanzan sus propias iniciativas, sin advertir quiza que
con ellos debilitan al movimiento anteguerra al debilitar las
acciones mas masivas y centralizadas.

En lugar de fijar una estrategia y una serie de tacticas para agrandar,
unificar y desarrollar el movimiento de masas, estas organizaciones
apelan a la "diversión y el entretenimiento" de acciones mas radicales.

Many pacifists, feminists and liberals are not doing anything any more
productive.  Many liberals are into gathering petitions, lobbying
elected officials and conducting virtual campaigns which in fact
demobilize large numbers of people and take them out of the streets,
where they should be at this point.

The government and media are doing their part to promote this kind of
atomization. If you watch carefully the programming of CNN, MSNBC, FOX
and other outlets, you can't fail to notice the tremendous pressure
exercised on the antiwar movement through a combination of red-baiting
attacks - trying to divide pacifists, liberals and religious objectors
from socialists and radicals - together with a campaign of dismissive
comments about the protesters from Bush on down to the least talk show
pundit.

Muchos pacifistas, feministas y liberales no actuan en una forma mas
productiva.  Muchos liberales se dedican a organizar peticiones, hablar
con oficiales electos y organizan campanas virtuales que de hecho
desmovilizan  a mucha gente que deberian estar en las calles.

El gobierno y los medios de difusion estan haciendo su tarea en promover
este tipo de atomizacion. Si se estudia en detalle los programas de las
cadenas CNN, MSNBC, FOX y otras se advertira que ponen una presion
tremenda sobre el movimiento anti-guerra a traves de una combinación de
ataques anti-comunistas - tratando de dividir a pacifistas de los
liberales y a estos de los que objetan basados en creencias religiosas y a
todos con los radicales y socialistas.  Esto se suma a una campaña de
minimizar el movimiento a la que se unen desde Bush hasta los
profesionales de los "Talk Shows."

>From being called by George W. a "focus group" to being accused by Rush
Limbaugh and Fox, and MSNBC, of being "traitors" or "unpatriotic," the
unrelenting campaign is to atomize the antiwar sentiment and re-direct
the protesters into the defensive position of having to argue their
"patriotism." CNN recently put out a special program calling on
demonstrators to reform their language to make it more in tune with
anti-Saddam messages, rather than against the war.  CNN pundits advised
the demonstrators that changing their language would go a long way
toward preventing them from being "anti-American."

A similar campaign, now followed up with blacklisting, is going on
against movie and TV celebrities who dared to speak against the war.

This hammering is, in fact, having some effect as the growing
atomization in many ways is an answer to those accusations. Pacifists
and liberals are trying to distance themselves from radicals, and
radicals are disputing the terrain of other radicals.

El movimiento antiguerra, desde ser llamado por George W. "grupo de
opinión" hasta ser acusado por Rush Limbaugh y Fox y MSNBC de
"traidores" y "anti patrioticos" la incesante campana esta disenada para
atomizar el movimiento anti-guerra y dirigirlo hacia tener que
defenderse de esas acusaciones y argumentar a favor de su "patriotismo."
CNN, recientemente edito un programa especial llamando a los manifestantes
anteguerra a reformar su lenguaje para ponerlo mas a tono con un mensaje
anti-Saddam, en lugar de contra la guerra.  Los expertos de CNN
aconsejaron a los manifestantes que el cambiar su lenguaje seria muy
importante para prevenir el que fueran vistos como
"anti-Americanos."

Una campana similar, ahora acompanada con una "lista negra" se esta
llevando a cabo contra celebridades de la TV y el cine que se atreven a
hablar contra la guerra.

Este golpeteo incesante esta teniendo cierto efecto como lo demuestra la
creciente atomizacion del movimiento tambien como una forma de responder a
esas acusaciones.  Pacifistas y liberales se distancian de los radicales y
los radicales disputan el terreno entre ellos.

There are at least four major antiwar coalitions and hundreds of
constituent small groups at the local level.  These in turn put lots of
pressure on the participants in each coalition to upstage the others,
compete with the others, and transmit this culture of competition down
to every last group in their constituencies.

The planned March 15 demonstrations in Washington, San Francisco and
elsewhere are thus endangered by this growing atomization.  The danger
rests in that they may be much smaller that the last round of protests
on February 15.  Size matters and the government will use that shrinkage
to promote the idea that the pro-war sentiment is now prevailing and that
the antiwar protests are now nothing to worry about.

cientos de organizaciones mas pequenas a nivel local.  Esto a su vez
pone presion en los participantes de cada coalición para maniobrarse
mutuamente, competir unos con los otros, y trasmiten esta cultural
competitiva hacia cada grupo que las componen.

La marcha planificada para el 15 de Marzo en Washington, San Francisco y
otras ciudades estan por lo tanto en peligro por esta creciente
atomizacion.  El peligro reside en que sean mucho mas pequenas que las
anteriores de Febrero 15.  El tamano de las manifestaciones es
importante y el gobierno utilizara estos numeros decrecientes en su
politica de presentar al movimiento como irrelevante y del que no hay
que preocuparse.

The antiwar movement has to urgently regroup.  All coalitions and groups
must be included in a national conference to unite the movement in one
solid coalition.  Socialists and radicals, instead of walking away from
the "boredom" and routine character of the mass demonstrations, should
understand that their work remains crucial when it comes to building one
big antiwar movement.

They should also address the fact that, within that movement, they have
to work to build an anti-imperialist left wing in order to create the
basis for building a left party based on the working class and the
oppressed.  Otherwise, atomization will continue, running against the
trend of growing antiwar sentiments here and abroad.

El movimiento antiguerra tiene que reagruparse con urgencia. Todas las
coaliciones y grupos deben ser incluidos  en una conferencia nacional
para unir a todo el movimiento en una solida coalicion.  Los socialistas y
radicales, en lugar de marcharse del "aburrimiento" y el carácter
rutinario de las manifestaciones masivas, deben entender que su trabajo es
crucial cuando se trata de construir un gigantezco y unico movimiento
anteguerra.

Only the concerted effort to build such a mass left party can bring to
fruition the next step for the movement: massive, direct action by the
workers and the oppressed to stop the machinery of war and empire of the
US ruling class.

There is nothing wrong with organizing local actions in between mass
demonstrations to maintain the initiative of the movement, provided that
they are done around stronger, united, democratic and all-inclusive
antiwar local coalitions on campuses and communities. These are not to
replace the mass, centralized demonstrations, but to enhance them with
massive local participation in a more organized fashion.

The political/military offensive of the US ruling class is here to stay
in the long term and Iraq is just one of the first battlefields.  The
antiwar movement needs to structure itself as such for the coming March
15 demos and beyond.

Solo el Trabajo concertado para construir un Partido de izquierda de
masas puede garantizar pasar a la proxima etapa para el movimiento:
acciones directas masivas del movimiento obrero y los oprimidos para
detener la maquinaria de Guerra y del imperio con el que suena la clase
dominante de EEUU.

Organizar acciones locales entre manifestaciones de masas no tiene nada
de malo ya que mantiene la iniciativa del movimiento, siempre y cuando
sean organizadas para unificar, fortalecer la participación masiva en
las acciones centralizadas y se haga en base a coaliciones locales,
democraticas, que incluyan a todos/as en un marco de unidad.

La ofensiva politico/militar de la clase dominante de EEUU esta aquí y
permanecera por un largo periodo y la guerra contra Irak es solo uno de
los primeros combates de la misma. El movimiento contra la guerra
necesita estructurarse a si mismo para las proximas manifestaciones del
15 de Marzo y mas alla.
