I once had occasion (somewhere around 1993) to complain about two Burnaby 
RCMP who had parked a surveillance van on private condo property which 
overlooked an apartment complex known for trouble. Not only did these two 
not give ID, they wouldn't even admit they were police until I spotted the 
interior of the van. I understand that the law does not allow them to do 
what they did.

I made a complaint and was visited by someone who tried to tell me that if 
the complaint held it would "sully the record" of the officer concerned (it 
turned out the other one was a rookie)!  I wouldn't back down and got a 
written letter of apology from the officer concerned.
