Conference Background:

In the wake of the September 11, 2001 attacks on the World Trade Center and
the Pentagon, the Canadian government enacted legislation creating a list of
designated terrorist organizations and criminal code amendments making it a
criminal offense to support listed organizations. Similar legislation was
passed in the European Union, Australia and at the United Nations Security
Council all closely mirroring U.S. law.

The terrorist lists are part of an all out offensive against political
leaders and movements resisting neoliberal globalization, re-colonization
and imperialism, using the cover of the general state of concern over the
September 11, 2001 attacks. 

Internationally the case of Philippine revolutionary leader Professor Jose
Maria Sison stands as an outstanding example of how these lists are being
used to persecute immigrants, refugees and progressives who continue to
support the people's right to struggle for national and social liberation.  

In the context of mounting attacks on the movements for national and social
liberation, and as we approach the 5th Anniversary of the U.S. led invasion
and occupation of Iraq, there is an urgent need to reaffirm the right of
peoples to struggle for national and social liberation and to challenge the
laws and labels that seek to suppress these struggles. 

The International League of People's Struggles has taken up this challenge
with the 2004 Laws, Labels and Liberation: the Case of Prof. Jose Maria
Sison conference and the 2006 Towards a Just and Lasting Peace conference.
Laws, Labels and Liberation (Revisited) continues this tradition of bringing
together people, organizations, communities and movements in support of
people's just struggles for national and social liberation in Canada and
around the world.

Conference Program:

The morning portion of this full day conference will focus on the case of
Professor Jose Maria Sison, the current Chairperson of the International
League of People's Struggles, who has been placed on the Canadian, EU and
U.S. terrorist lists for his role as a leading voice of the Philippine
revolutionary movement.  We will hear about the case of Professor Sison and
draw lessons from the international campaign to defend him.

The afternoon portion of the conference focuses on the impact of the
terrorist labelling on struggles for national and social liberation from
Canada to Colombia and the Philippines to Palestine.  We will explore the
possibilities for uniting around and developing a campaign to expose and
oppose the terrorist list and other strategies of the Canadian state to
undermine support and solidarity for people's struggles for national and
social liberation

*Antecedentes de la Conferencia:*

A raíz de los ataques del 11 de septiembre del 2001 al World Trade Center y
al Pentágono, el gobierno canadiense implementó legislación creando una
lista de organizaciones designadas como terroristas y promulgó enmiendas al
código criminal decretando como ofensa criminal el apoyar
organizaciones incluídas en aquella lista. Similar legislación fue aprobada
en la Unión Europea, Australia y en el Consejo de Seguridad de Naciones
Unidas teniendo todas ellas gran semejanza a la ley de EE.UU.

Las listas de terroristas son parte de una ofensiva general en contra de
líderes políticos y movimientos en resistencia a la globalización
neoliberal, a la re-colonización y al imperialismo, utilizando como pretexto
el estado general de preocupación por los ataques del 11 de septiembre del
2001.

A nivel internacional el caso del líder revolucionario filipino José María
Sisón se destaca como un ejemplo que resalta cómo estas listas se están
utilizando para perseguir a los inmigrantes, a los refugiados y a los
progresistas que continúan apoyando el derecho de los pueblos y del
individuo a luchar por la liberación nacional y social.

En el contexto de los crecientes ataques contra los movimientos de
liberación nacional y social, y al acercarnos al 5to aniversario de la
invasión y ocupación de Irak lideradas por EE.UU., se presenta una urgente
necesidad de reafirmar el derecho de los pueblos y del individuo de luchar
por la liberación nacional y social y de desafiar las leyes y las
clasificaciones con las cuales se intenta suprimir estas luchas.

La Liga Internacional de Lucha de los Pueblos ha tomado este desafío con la
conferencia del 2004 Leyes, Clasificaciones y Liberación: el Caso del
profesor José María Sisón y la conferencia del 2006 Hacia una Paz Justa y
Duradera. Leyes, Clasificaciones y Liberación (Revisitada) continúa esta
tradición de reunir a individuos, organizaciones, comunidades y movimientos
que apoyan las justas luchas de los pueblos por liberación nacional y social
en Canadá y alrededor del mundo.

La sección de la mañana de esta conferencia de día completo se centrará en
el caso de José María Sisón, actual presidente de la Liga Internacional de
Lucha de los Pueblos, quien ha sido incluído en las listas de terroristas de
Canadá, de la Comunidad Europea y de EE.UU. por
su papel como principal voz del movimiento revolucionario filipino.
Escucharemos acerca del caso del profesor Sisón y aprenderemos de las
experiencias acumuladas en la campaña internacional para defenderlo.

La sección de la tarde de la conferencia se centra en el impacto del las
clasificaciones de terrorista a las luchas de liberación nacional y social
desde Canadá a Colombia y desde las Filipinas a Palestina.  Exploraremos las
posibilidades de unidad en torno a este tema y en desarrollar una campaña de
denuncia y oposición a la lista de terroristas y a otras estrategias del
estado canadiense para socavar el apoyo y la solidaridad a las luchas de los
pueblos por liberación nacional y social.
