[van-announce] Moderator's message: HTML mail

Greetings:

After receiving a number of complaints about HTML messages being 
posted to van-announce, I decided to implement content filtering 
to strip HTML.

HTML mail is bad for everyone, and especially bad for 
van-announce.  It's a waste of bandwidth and disk space, often 
renders poorly so that it's difficult or impossible to read, and 
it breaks the list archives. (For more information, try this:

I'm not a tech wizard, just a list mod, so I'm encountering 
occasional bugs with the filtering system.  A few messages today 
were killed instead of stripped and forwarded to the list. 
Although I'll do my best to iron out any problems, the simplest 
solution rests with contributors: if your HTML mail disappeared 
into the bitbucket, send plaintext.  If you don't know how to
