     Dr. Alfred Lambremont Webre, J.D., M.Ed. will speak on U.S. plans for space-based weapons, and
     the coalition of peace groups formed to promote a Space Preservation Treaty.

     Dr. Webre is a Director of the Institute for Co-operation in Space (ICIS).
