Sounds like a hoax to me. Just some sick sadistic bastard having his idea of "fun".  I'd just wait out to see if anyone from your building or the city actually does contact you. Unlikely the police will get involved. Usually they sick a city bylaw inspector on you - that's what happened to me twice. Best strategy is to totally deny everything and ask for their proof if someone does contact you.
