Incorrect thoughts are to be kept silent, and dire consequences await for those who act on their convictions. Due to the absolute privacy found in bathrooms, what was once suppressed frustrations suddenly become an open forum of ideas and acquisitions. The latrine walls become what The Combine dreads the most, a podium of free speech for soldiers. You will not find too many of these such restrooms or portable toilets on smaller camps. The fear of authority in such places cuts too deep. However, on larger forward operating bases, usually consisting of many different units, the shit will hit the fan. You can join in on the open-ended debates, if you remembered your marker. I for one have made a black permanent marker an everyday part of my uniform. Most of the time, you will see unit rivalries going back and forth, sort of like a dog marking his territory: ?1/8 Cavalry was here?too damned long!? ?HHC 854th ENG all the way? ?B 1-7 FA don?t know their asses from a hole in the ground!? Or you may see valid complaints from the front, such as National Guard units who were extended past a year, or soldiers who were stop-lossed from leaving the army: ?One weekend a month?! BULLSHIT!!? ?Thank God I got out of the army?SEVEN MONTHS AGO!!? ?FUCK THE WORLD!? ?FUCK IRAQ!? The most interesting toilets I have found in the past have been the ones containing politically heated debates, going back and forth from one scribbled statement to the next: ?FUCK G.W. The language is always horrible, certainly not spoken through the mouths that kiss mothers. One thing should be made very clear right now: soldiers talk like a bunch of sailors, bottom line. One thing very interesting is that of the FTA. This is an almost underground cult within the ranks. The members of this secret organization refer to each other as Joe?s. Soldiers will know who is FTA just by looking at him. He will immediately understand that ?Joe? hates being oppressed by his superiors, disagrees with the army?s stupid rules, and resents the army for taking him to crazy 3rd world countries, only to try to kill him. The actual graffiti ?FTA? can be found in almost every portable toilet or restroom where others have left their opinions. It?s almost never written fancy or artistic, just three bold, simple letters? F.T.A. One can surely assume what it means. It?s a safe guess that ?lifer?s? or high ranking officers see this kind of subversive swill and become rather angry about it. The whole fa?ade of ?one big happy army? disappears right in front of their eyes, and their petty little fantasy world of structure and order come crashing down around their ankles. The only way to counter the bathroom graffiti is, of course, painting over the walls. Or take a can of spray paint and omit the slander quicker than G.W. Bush can black-out his sham military record. The fallacy of treating soldiers like tools is that the soldier will eventually speak out in one way or another. Obviously, the dissension is rampant as the message is literally on the wall. They hope the insight they gain will unravel the mystery of why tens of millions of people worldwide died from the virulent flu strain and lead to development of better vaccines and drugs that may save lives in the future. "This was the most deadly infectious disease in the history of mankind, killing at least 40 million people," said Dr. Michael Katze, a UW microbiologist and principal investigator for the local arm of the project. "To this day, nobody understands why the virus was so deadly." Most experts believe another killer flu pandemic is overdue, Katze said, so it's critical to gain information about the disease. The UW received part of a $12.7 million grant, funded largely from Congress' $1.7 billion biodefense appropriation to the National Institutes of Health, to collaborate on the 1918 flu study with Mount Sinai School of Medicine in New York and the Armed Forces Institute of Pathology in Washington, D.C. A skeptic of resurrecting and enlivening the 1918 flu virus, however, said it is critical to first make sure we are adequately protected against creating a "man-made" pandemic. "This project could create a new bug that infects someone in the lab who then walks out at the end of the day and, literally, kills tens of millions of people," said Ed Hammond, director of a biotechnology and bioweapons watchdog organization called the Sunshine Project, based in Austin, Texas. Although Hammond said he could accept the noble intentions of the UW scientists, he noted that there are no national laboratory standards for dealing with this particular virus. The lack of regulatory protection, he said, stems from the fact that influenza is generally regarded as a fairly routine disease. "But this organism, the 1918 virus, is something else," Hammond said. "It's very dangerous and easily spread." He contended that the 1918 virus deserves one of the highest levels of laboratory containment systems, known as Biosafety Level 3 Ag -- so-called because the criteria were set by the U.S. Department of Agriculture. The only greater level of protection (in which lab workers don self-contained "moon suits" inside a pressurized, air-locked, multilayered lab) is Biosafety Level 4. The first step in this project will be to spend about $300,000 of the grant to beef up the biosafety levels of protection at the Seattle facility, said Dr. William Morton, director of the regional primate research center at the UW. "We do need to have an elevated level of containment," Morton said. The lab facilities, which are primarily used today for HIV research involving primates, are built to Biosafety Level 2. But Morton said it's not clear that the 1918 flu study will require all the Biosafety Level 3 Ag protections. He said the plan is to create an "enhanced" level 3 lab on one floor of the primate center, located in a non-descript research building in Belltown. The difference between a routine Biosafety Level 3 lab and the Biosafety Level 3 Ag lab is significant. Only the latter has an air-lock entry, a system for decontaminating wastewater and various other filters or devices aimed at minimizing the spread of infectious disease. Morton said the precise design for converting the lab would depend upon recommendations from the NIH. Karen Van Dusen, UW director of environmental health and safety, said Hammond is correct that there are no agreed-upon laboratory standards for dealing with the 1918 flu virus. "Our situation here is very similar to the early days of the AIDS epidemic, figuring out how to safely deal with HIV," Van Dusen said. This is because the 1918 virus had disappeared after the outbreak. Viral DNA was recovered a few years ago from the exhumed bodies of those killed in the pandemic. Most of the DNA came from those who had died in northern latitudes where the permanently frozen ground had preserved viral DNA. Scientists at the Armed Forces Institute of Pathology and at Mount Sinai led some of the expeditions to dig up the 1918 victims and genetically reconstitute the virus. "We intend to be very cautious," Van Dusen said. "No matter what standard comes out, we intend to meet or exceed it" -- unless the recommendation is Biosafety Level 4. "If they're going to require a Biosafety Level 4, we won't do this," she said. Katze has already been working with non-infectious, genetic fragments of the 1918 flu virus. He and his colleagues have shown that the macaque monkeys develop infections similar to that of humans and should provide excellent animal models for trying to decipher this killer bug's mode of operation. Katze's team will seek to learn more about the nature of the 1918 flu by inserting key genes from the killer flu into a common flu strain. The flu virus has only eight genes, said Katze, so they hope to rapidly target which genes are most responsible for virulence. The monkeys will be euthanized weeks after being infected, the UW scientists said, to allow for tissue, cellular and genetic testing. He has argued vociferously against abortion rights, and in favour of anti-sodomy laws. But it turns out that there is another side to Justice Antonin Scalia: he thinks Americans ought to be having more orgies. Challenged about his views on sexual morality, Justice Scalia surprised his audience at Harvard University, telling them: "I even take the position that sexual orgies eliminate social tensions and ought to be encouraged." It seems unlikely that this is what President Bush meant when he promised to appoint more judges like Scalia to the court, should the opportunity arise. Crucially, Justice Scalia is one of the judges in favour of overturning Roe v Wade, the landmark judgment protecting abortion as a constitutional right. BENNING IN NOVEMBER? November marks the anniversary of the assassination of two women and six Jesuit priests in El Salvador in 1989. Nineteen of the twenty-six Salvadoran army officers cited by a UN Truth Commission for this atrocity were trained at the School of the Americas. Each year at this time, thousands gather at the gates of Ft. Benning to memorialize those who have died at the hands of soldiers trained at this school as well as to take action in opposition to this training and the U.S. foreign policy it represents. A more detailed schedule will be available in early fall, but here is a brief look at the weekend's events: Friday and Saturday: trainings and orientation sessions; women's, men's, gender queer caucuses; labor and student caucuses; the Colombia teach-in hosted by the national Mobilization on Colombia; meetings of groups like Veterans for Peace, Witness for Peace, Pax Christi, Latin America Solidarity Coaltion, SOA Watch former prisoners and probationers of conscience, Catholic Worker Communities, and more Saturday: rally at the gate during the day; cultural event/ concert at night Saturday night: Spokes council meeting for affinity groups Sunday: memorial service and solemn funeral procession followed by puppets and festival of resistance WHAT IS THE SCENARIO FOR THE CIVIL RESISTANCE? Early Sunday morning, a memorial service will be held for the Jesuit martyrs and for all of the victims of SOA violence in Latin America. It will be immediately followed by an orderly, solemn procession led by coffin bearers. Each coffin will have the name of one of the martyrs. Thousands of mourners, lined up beforehand several abreast, will follow the coffins. Each person will carry a white wooden cross, a Star of David, flowers or other memorial symbols of their choosing (please bring your own.) The funeral procession will be part of a massive nonviolent direct action of civil resistance. Affinity groups are invited to implement creative nonviolent actions of their own as part of the scenario at the main gate, on the military base or at other places. Each affinity group is encouraged to express their resistance, as they feel called. Some of these actions may be reverent in tone, similar to the traditional funeral procession, while others will have a spirit that is more celebratory. We ask only that actions planned remain within the SOA Watch nonviolent action guidelines (see the guidelines in this packet.) Affinity group representatives at a spokes council meeting on Saturday night will finalize the scenario and coordinate how and when the actions occur. WILL THIS SCENARIO MAINTAIN THE SPIRIT OF REVERANCE AND UNITY AS IN PREVIOUS YEARS? We will process into Ft. Benning this year with the same spirit of reverence for those who have gone before us and have inspired so many to deepen their resistance to the violence of the SOA. The funeral procession will provide the same opportunity for people to come together to express their grief and their outrage, and to feel the hope that comes from sharing that experience with so many. Within our movement, many have felt the need to express resistance in new ways, ways that may involve higher levels of risk. We have heard the call for an opportunity to do that as part of the November vigil, in solidarity with sisters and brothers from all over the country and beyond our borders. The scenario for this year's vigil allows for this to happen in a way that does not interfere with the traditional funeral procession; but is an extension of it. Though our resistance may take different forms this year, it will all be part of the same unified presence. WHAT ARE THE RISKS IF I CROSS THE LINE? For more detailed legal information, check out the Legal Briefing for People Considering Civil Disobedience at SOA Protest here: http://www.soaw.org/new/article.php?id=845 Anyone crossing the line is technically at risk for arrest, prosecution and imprisonment. We cannot predict with certainty how the police, MP's and courts will react to the scenario this year. In the past some people thought that first-time crossers were rarely prosecuted. That has changed. You should not cross the line unless you are prepared for the possibility of prosecution. Though we cannot predict what will happen this year, we can tell you our assessments of the risk levels based on ten years of experience with nonviolent direct action at Fort Benning: -- The fence and gates are across the Ft. Benning property line. Anyone who approaches the fence has technically crossed the line onto base property. In the last two years that the fence has been erected, no one was arrested during the funeral procession who did not go around, under, or through the fence. Those who adorned the fence with their memorial symbols or participated in a die-in in front of the gates were not arrested. -- Until 2001, there was no fence or gates at the main entrance and thousands of people crossed the line as part of the funeral procession. Police responses varied from year to year, but in general, all who crossed the line were arrested and either processed at the MP station and released, or simply driven off of the base and released. When processed at the MP station, first-time crossers were given a ban and bar letter prohibiting them from entering the base again under threat of imprisonment and prosecution. Repeat crossers were released and later notified to appear in federal court on trespassing charges. More than 70 people have been prosecuted this way and received sentences ranging from one year of supervised probation to one year in prison and sometimes a fine of up to $5000. -- In the past three years, people who have gone around, under, or through the fence have generally been prosecuted and almost all sentenced to probation or prison, and some received fines. In November 2001, more than 80 people went around or under the fence and were arrested on base property. 43 people were prosecuted, including some first-timers, repeat crossers and people who did not intend to risk arrest at all. Some had entered the base to attend a publicly advertised human rights presentation at the school, others simply made a wrong turn onto the base and were arrested. In November 2002 over 90 people crossed the line and were arrested on the grounds of Ft. Benning. This was the first year that the federal magistrate set a bond of $5,000 for the 86 who were arrested. This group also included first-timers and repeat crossers. It is difficult to predict what will happen this year. Again, everyone entering the Ft. Benning property for any reason, whether or not they have a ban and bar, should be prepared to face arrest, prosecution, and imprisonment. WILL LEGAL REPRESENTATION BE PROVIDED? In previous years, pro-bono legal representation has been provided to those arrested at the November action. Organizing of a legal collective for next November is beginning now. Information will be available in the early fall as to exactly what level of legal support will be provided, both on-site during the event and through any arrests, prosecution and imprisonment that will follow. II. DECISION-MAKING HOW ARE DECISIONS MADE FOR THE NOVEMBER VIGIL ACTION? Each year, SOA Watch holds a strategy meeting. Activists representing groups from around the country come to Washington, DC to discuss issues that will affect the movement over the coming year. A significant amount of the meeting is devoted to evaluating the November action and strategizing for the following year. The next strategy meeting will be in February 2005. Please contact the SOA Watch office for more information on attending. The SOA Watch staff and the SOA Watch grassroots council meet over the ensuing months to incorporate that input into a broad scenario for the vigil action in November. Then the vigil is organized by the November Coordinating Team that includes a representative from each November Working group. Working groups form to make the scenario more specific and to implement it. Working groups include: puppets/street theater, stage/program, peacekeepers, scenario/direct action, legal, medics, logistics, media and others. These groups are open to new members. HOW WILL ON-SITE OR CRISIS DECISIONS BE MADE THIS NOVEMBER? Decisions about how to coordinate the nonviolent direct actions within the framework of the overall gathering will be made by the affinity group spokes council. Crisis decisions affecting the gathering as a whole will be made by the coordinating team. III. AFFINITY GROUPS AND CONSENSUS DECISION-MAKING ARE AFFINITY GROUPS ONLY FOR THOSE RISKING ARREST? We encourage everyone to come to Ft. Benning as part of an affinity group. There are roles within an affinity group for those risking arrest and for their support people. The group will agree upon roles in advance. These roles include, but are not limited to: media coordinator, medic, vibes-watcher (someone to keep tabs on the overall mood, morale and well being of the group) and support people. Each affinity group determines their own roles and responsibilities. The role of the support person is crucial. This is someone who will track those arrested through the entire process. The support person will have all relevant contact information for those arrested and will keep their loved ones informed throughout. Also, the support person will be aware of the responsibilities of those arrested and if the process takes longer than expected, will see that those responsibilities are attended to. This person will be aware of any medical needs among those arrested and will advocate with the authorities to see that those needs are met. WHY ARE AFFINITY GROUPS BEING ENCOURAGED AT FT. BENNING? Affinity groups give a sense of solidarity. There is great diversity in this movement to close the SOA. People from all walks of life gather at the entrance to Ft. Benning each year. The affinity group structure provides a way to participate in a large-scale vigil like this one while maintaining cohesion within a smaller, more focused group. Affinity groups can carry flags or banners to let everyone know that your city, state, school, religious group or other affiliation is represented there. The decision-making process is very empowering. Affinity groups provide the basis for decision-making. Most affinity groups use the consensus process, to ensure that everyone's voice is represented. With thousands of people crossing the line, there is no way to include everyone in a discussion about unexpected events. If the police or MP's surprise us with their response, those in affinity groups will have a small, trusted group to process things with and decide what to do. Through the affinity group structure, there is an opportunity for your voice to be represented to the entire group. Each affinity group will empower a spokesperson to represent them at a meeting with representatives from all of the other affinity groups. This group would be represented in any crisis decisions that affect the vigil as a whole. (See section on decision-making process.) Affinity groups provide invaluable support. When approached alone, the process of arrest, prosecution and imprisonment can be overwhelming. Affinity groups provide invaluable support through every step of that process. Also, in such a large action, there is no way that the organizers can provide adequate support to those arrested. Only someone from their affinity group can really be aware of all of the needs that should be followed up on. WHERE CAN I LEARN MORE ABOUT AFFINITY GROUPS AND CONSENSUS PROCESS? Local nonviolence training teams can help affinity groups to form and information on affinity groups and consensus will be available at the trainings. (See section on nonviolence training.) NONVIOLENCE TRAININGS AND LOGISTICS/ OREINTATION It is important that everyone participating in the vigil and action be well prepared. We ask that all participants attend a local nonviolence training session before coming to Ft. Benning (see below.) In addition it is important that everyone attend one of the logistics and orientation sessions in Columbus. Each will be offered at more than one time. One session will be for those crossing the line with the traditional funeral procession, another will be for those planning or wanting to join an affinity group action. These sessions will be offered on Saturday. A detailed schedule is available on our webpage. Contact the SOA Watch office if you are unsure of which session to attend. DO I NEED TO ATTEND A NONVIOLENCE TRAINING SESSION? Everyone planning to cross the line or engage in any form of nonviolent direct action should attend a nonviolence training session. Everyone attending the vigil is also encouraged to attend a session. The skills learned are useful for everyone participating in any vigil, demonstration or public witness event. However, it is specific to doing nonviolence civil resistance at Ft. Benning; the training sessions will include specific information about this year's scenario because the nonviolence training teams have been oriented to issues that are particular to this year's action. It is better to begin thinking through and discussing these things now than when you arrive in Columbus. I'VE BEEN TO NONVIOLENCE TRAININGS BEFORE, WHY SHOULD I GO AGAIN? Nonviolence training is an ongoing process that, hopefully, continues throughout our lives. We can't go to a few sessions and consider ourselves "trained". Every nonviolence training session is different. Each combination of facilitators and participants produces different discussions, different insights. These sessions are good opportunities to strengthen your local community. Your input into the discussions will be helpful to some less experienced members of the group. You may be refreshed by new perspectives on issues you've been dealing with for a long time. WILL THERE BE NONVIOLENCE TRAINING SESSIONS OFFERED IN COLUMBUS? A collective is forming which may be able to offer nonviolence training sessions in Columbus this year. If these trainings occur, they will likely be held earlier in the week. For people arriving Friday or later, we recommend attending a nonviolence training session in your local community before coming to town. Contact our national office with questions. WILL THE LOGISTICS AND OREINTATION SESSIONS SUBSTITUTE FOR NONVIOLENCE TRAINING? No. The logistics and orientation sessions are large group gatherings that provide important information about the scenario, including possible last minute changes. Low lake levels, such as the one at Lake Powell, have kept away visitors, which has hurt towns reliant on tourism. By David McNew, Getty Images There's only one problem: Until very recently, the ramp didn't reach the water. Lake Powell is enormous, but five years of drought have sapped it badly. It's less than half full and down 130 feet. And so the launch ramp at Wahweap, a lakeside resort, ended on dry land. The lake level is still falling - 21 inches a week. So the National Park Service, which extended the ramp 300 feet in 2003, extended it again this month. "Chasing the water," park service staffers call it. The ramp now reaches the lake once more. Lake Powell is not the only lake that's shriveling. The epic drought that has gripped the West for the last five years has choked off the water supply to lakes from California to Montana to New Mexico. As a result, many lakes, which water officials call reservoirs, haven't been so low since the 1970s or earlier. Their recovery will take years. "Many of these reservoirs are at levels that haven't been seen for decades, if ever," says Don Wilhite, director of the National Drought Mitigation Center. Meanwhile, the population of the West "has exploded. .. It just makes everything really, really bleak." The consequences are direr than just inconvenience for boaters. Low lake levels have kept away visitors, which has hurt towns reliant on tourism. Shrinking lakes have robbed farmers of irrigation water. And for some city dwellers, disappearing lakes spell dead lawns and high water costs. Nearly every corner of the West has been stricken: Bear Lake in Utah and Idaho hasn't been so low since 1935. Irrigation water to local farmers had to be shut off early, threatening the loss of crops. Lake Mead in Nevada has dropped nearly 100 feet, twice the height of the White House. The ruins of St. Thomas, a town flooded by the lake's creation 70 years ago, have emerged from the receding waters. Lake Arrowhead in California is lower than it's been since records began in 1921. People who get their water from the lake have had to cut their water use by 25% and pay high fees to build new wells and systems for recycling water. But none of the lakes in the West is grander, more important or more disputed than Lake Powell. The second-largest manmade lake in the USA after Mead, Lake Powell spills into both Utah and Arizona. It's 186 miles long, or at least it was when it was full. Creation of the lake required plugging the Colorado River with the giant Glen Canyon Dam. That inundated more than 100 miles of the river and nearly 200 miles of side canyons. Today Powell gets most of its water from the Colorado River, which flows into the lake's northern end. The river flows out of the lake at its southern end and eventually empties into Lake Mead. Even today, after five years of drought, Powell is an enormous expanse of sapphire in the beige desert. But the most casual first-time visitor here will notice that something is out of whack. A "bathtub ring" of white minerals stains the cliffs around the lake, marking how high the water once reached. New islands have appeared where maps don't show any. Areas that were lake bottom a year ago are now beaches. The dropping water level is a constant headache for those who manage tourist facilities. One marina is now so far from the water that officials have closed it indefinitely. The park service and Aramark, the contractor that runs the park's marinas and hotels, have had to pour new parking lots and move a fuel dock. The park service has spent $5 million in the last two years to accommodate the shrinking lake, spokeswoman Char Obergh says. Aramark has spent at least $1 million. "If we'd invested in a concrete company, Char and I would've been able to retire," Aramark spokesman Steve Ward jokes. Powell isn't the only lake where dropping water levels have left boating facilities landlocked. At Fort Peck Lake in Montana, the lake is at the lowest level since it was filled in the 1930s. Now four of the lake's 11 boat ramps don't reach the water. At Powell, 2 million people a year water ski, fish and chug around on houseboats. It's still possible to enjoy those pleasures. But it's not as easy as it was. That lesson was learned firsthand by Jim and Susan Ferguson of Redlands, Calif., who are putting their boat in the lake at Wahweap on a hot afternoon. They were motoring across the lake earlier in the day and "hit something I couldn't see," Jim Ferguson says. He thinks it was a concrete beam that in past years was deeply submerged. The couple spent $100 and nearly all day getting their boat fixed. Still, Jim Ferguson says that the low water means "fewer boats on the lake, which is (a) good thing." Later in the day, Arbetee and Quita Allen of Cerritos, Calif., stand on the Wahweap ramp with their boat on its trailer. They're casting a wary eye on the mud between the ramp's end and the water. "We're debating if we should go or not," Quita Allen says. "Who's going to pull us out if we get stuck?" "I just wanted to see what I'll be up against," Arbetee Allen adds. They soon launch without incident. At least the Fergusons and the Allens didn't stay home. In April, rumors spread that the lake had dried up. Tourism plummeted. That created havoc in Page, Ariz., the town closest to the lake. Page's economy depends almost entirely on tourists. The decline in visitors led companies to lay off employees, hire fewer seasonal workers than usual and slash their prices. At Outdoor Sports, a boat sales and rental company in Page, business was down in 2003 and down even more in 2004, manager Tina Schmidt says. "Most people didn't even take their boats out" this year, Schmidt says. "A lot of people are going to sell their boats because they don't think the lake is going to be here. ... It's really frustrating." Other towns that depend on lakes for revenue are also suffering. At Elephant Butte Lake, N.M., tourism has dried up along with the lake. In the nearby city of Elephant Butte, some businesses that cater to tourists have closed. Jerry Jordan, who operates Buddy's Boat & RV Storage, estimates that spending has dropped 20% to 25%. "Without the lake, there isn't much point in having the town," Jordan says. That's also true of Page, which is anxiously awaiting the winter weather reports. The lake normally refills in the spring with melting snow from the Rocky Mountains. But snowfall has been light the last five winters. That - not increased demand for water - is the reason Powell has dwindled. Even if normal snowfall resumes, it will take at least 12 years for Powell to fill up. That's because moisture will soak into the dry soil rather than running into the lake. Amid all the unhappiness about Powell's disappearing act is one group of people grinning broadly: environmentalists. Environmentalist Richard Ingebretsen is full of joyful expectation as he sits in a powerboat slipping into a hushed grotto. "This is it," Ingebretsen says in a hushed voice. "This is the famous Cathedral in the Desert." The "cathedral" is a chamber with curving rock walls colored rose and gray. A strip of blue sky is visible overhead. Opposite the entrance, a waterfall flows down the cliff in a ribbon of white spray. For decades the lake filled the chamber nearly to the ceiling. The waterfall was submerged, the room itself nearly unrecognizable. Now that the lake has fallen, the chamber is visible once more. Up and down the lake, alcoves and valleys that have been inundated since the 1960s and 70s are re-emerging. Grasses carpet newly dry canyons and cottonwood trees sprout in the mud. Ingebretsen is jubilant about the return of scenery lost when the lake formed. "It's heartwarming," he says. "A place once gone is restored." Ingebretsen, who heads an environmental group called the Glen Canyon Institute, and his allies are using the drought to bolster their audacious goal: to drain the lake. "Should we re-flood this?" Ingebretsen asks as he sits in the Cathedral of the Desert. "Because we don't have to." That contention is based on how water is doled out in the arid West. Powell's main purpose is to serve as a backup water tank. In a drought, water released from Powell helps fill Lake Mead, which supplies water to 18 million people. Lake Powell thus helps ensure that faucets in California, Nevada and Arizona don't go dry. Environmentalists note that Lake Mead seldom needs extra water from Lake Powell. They also say that extra water should be stored somewhere other than Powell, because Powell loses huge amounts of water to evaporation. Steve Ward of Aramark and others strongly disagree. They argue that there's nowhere else to store the amount of water banked in Lake Powell. Without the lake, they say, the West as we know it could not have developed. "If we could go back to the 1940s, I would say, don't build this dam," Ward says. "But my next statement is, two wrongs don't make a right. It would be disastrous to remove this dam." The dam's supporters say that removing it would be the death of Page and other small towns that survive off tourists visiting Powell. Dam removal would also make the water supply to cities from Los Angeles to Phoenix more precarious, unless Powell was replaced with other reservoirs. For the moment, removal of the dam on Lake Powell is unlikely. But the choices the West faces are real. Cities and towns in at least nine Western states get their water from lakes. If the drought continues, managers will have to cut back. State officials are talking about restricting the amount of water that flows from Lake Powell to Lake Mead, which would lower Mead's level even more. Federal water officials say that the West's water supply is vulnerable even without a drought and the resulting low lake levels. So the extreme drought now in progress could force some tough decisions. "If the drought continues on its existing trend ... there will be (water users) that will go without," warns Bennett Raley, assistant secretary of the Interior for water and science. The rule is not the last word on the protections, which since 1982 have directed the U.S. Forest Service to manage habitat to assure that "viable populations" of fish and wildlife are maintained in national forests. Forest Service officials could not say when a final regulation will be published. Issued in 1982 by the Reagan administration, the viability requirement was often cited in lawsuits that forced the Forest Service to sharply reduce timber cutting in the Pacific Northwest and other regions with declining populations of owls and other animals. Many conservationists consider it the Forest Service's single most important safeguard for wildlife. "It's been the (agency's) only rule protecting wildlife," said Andy Stahl, executive director of the Forest Service Employees for Environmental Ethics. The Bush administration proposed nearly two years ago to weaken the requirement as part of a revision of forest planning rules that had been rewritten by the Clinton administration. Forest Service spokesman Joseph Walsh said that there was confusion over the two rewrites and that the temporary directive, published yesterday in the Federal Register, was intended as a clarification. It states that until final regulations are issued, forest managers can follow the 1982 regulations if they wish but that they are "not in effect." Instead, it directs managers to base forest plans on "the best available science." There is no mention of species viability in the temporary rule. Walsh insisted it remains a concern to the Forest Service. "What we're trying to do is ensure all species have a viable habitat," he said. "If that's not good enough I don't know what to say." Environmentalists called yesterday's edict a precursor to a formal abandonment of the viability protections. "This is another effort to sidestep the law and eliminate accountability .. and give free rein to exploitation of forests," argued Earthjustice attorney Todd True. The "best science," he added, could mean radically different things to different managers. The short answer is Ali al-Sistani, who re-established himself as the preeminent Iraqi leader by resolving the crisis without the destruction of the Imam Ali Shrine or the slaughter of the Mehdi soldiers occupying it. But al-Sistani is having trouble consolidating this preeminence, because the United States has not delivered the reconstruction aid it guaranteed; and Sistani cannot restore an orderly existence without such outside help. Moreover, since al-Sistani's strategy rests upon asking the Shi'ite to forgo immediate demands in the expectation of achieving political domination in the January election, the sustained violence elsewhere is a threat to the elections, and therefore to his credibility. Did Muqtada al-Sadr win or lose in Najaf? Before Sistani intervened, the Sadrists were faced with a tough choice. They could have fought to the death: this would have been a great political victory that would rally support inside and outside the country and make the Sadrists the primary force within the Iraqi resistance, even while it would mean sacrificing the lives of their most dedicated and experienced activists. Or they could have withdrawn from the shrine: this would have shattered their credibility as revolutionaries, and left them disarmed and discredited. It looked as though they were going to be martyrs, but Sistani snatched away their victory while saving their lives. This preserved - and perhaps even strengthened - their organization; but their political primacy was preempted by Sistani. Did the United States win or lose in Najaf? The US lost in two ways. It further alienated the Iraqis, so that neither the US nor its client administration has any credibility on the street. It also lost the opportunity for a smashing military victory that might have won the November US election for President George W Bush and intimidated Shi'ite militants enough to keep them quiet while the US developed and implemented a new program for the Shi'ite areas of the country. But the US also won two things from Sistani's intervention. First, it was relieved of a terrible choice: either withdraw without dislodging Muqtada al-Sadr, which would have been a monumental victory for Muqtada and would have led to liberated areas throughout the south of Iraq; or smash the shrine and create Islamic-wide outrage that could have led to an immediate insurrection throughout the country. So the Americans lived to try another strategy, which they would not have had the chance to do if al-Sistani had not intervened. Second, Sistani's preemption provided a template for the new strategy that the US adopted soon afterward. His truce-making provided an orderly process by which the Iraqi police (trained and controlled by the US) took official control of old Najaf. Their authority is guaranteed by the legitimacy of al-Sistani, and therefore they have not had to face a challenge by militant Sadrists or other insurgents - though the police themselves may not remain loyal to the US, a process we have seen elsewhere already. For the United States, this created the vision of parallel developments in other cities: an alliance with "moderates" that legitimated the Iraqi police while effectively removing the militants from the public life of the city. The new US strategy The new US strategy, then, is targeted at the cities where the guerrillas and their clerical leadership dominate, notably Fallujah, Samarra, Tal Afar and Sadr City, though there are several others that have not been in the news lately. The US method is to negotiate with the clerics, offering extensive reconstruction aid in exchange for calling off the insurgency and perhaps delivering the guerrilla fighters over to the United States. They call this negotiating with the moderates to split with the militants. If they can get an agreement, then the US marches into town and arrests at least some of the guerrillas, using informants to determine whom to target. If the guerrillas resist arrest, the US annihilates them and the areas in which they take refuge. If they melt into the population, then the Iraqi police and National Guard take up stations within the city to enforce the rule of a re-established local government. US troops outside the city maintain the capacity to intervene against any effort to challenge the police or National Guard. To force an agreement, the US threatens both economic and military attacks on the city as a whole. Part of the plan is to use brutal air power that can annihilate buildings or whole city blocks in an effort to convince residents and leaders that the cost of resistance is simply too high. The underlying assumption is that the "moderates" will eventually choose to negotiate rather than see their city destroyed. As one marine officer in Fallujah told Washington Post reporter Rajiv Chadrasekaran, the goal is "to split the city, to get the good people of the city on one side and the terrorists on the other". The new plan is designed to achieve two goals. First, the US hopes to reduce drastically the number of attacks on US convoys and bases outside the cities. These attacks are planned within the cities, the weapons used are stockpiled there, and the guerrillas are protected from detection by their civilian identities as members of local communities. By demobilizing, arresting or killing the guerillas, the new plan holds the potential to reduce direct attacks on US forces drastically. Second, by replacing guerrillas with police as the source of law and order in the city, the US hopes to obtain control over local public life, including establishing pro-American political leadership, instead of the current clerical leadership hostile to the US presence. This will permit US control of the electoral process in January and guarantee a legislature compliant with US policy. There is considerable urgency in this venture because the current US strategy in Iraq centers around the elections that are scheduled for January. Sistani has made clear that he will not wait beyond January for elections - he has already agreed to wait six months beyond his own original deadline, and any further delay might provoke him into much more forceful protest than he has embraced so far. But elections that exclude the areas currently under insurgent control will produce yet another government with no legitimacy, including a possible boycott by Sistani himself. Nor can the United States let these cities be part of the election without reconquering them, since they would then send revolutionary representatives to demand that the legislature call for US withdrawal, a demand that would be supported by upwards of 90% of the population. Recent polls conducted by the occupation report less than 10% support for a continuing US presence. Thus the US must quickly (within four months) re-establish its control of these liberated areas, and this control must be peaceful enough to allow for the semblance of fair elections. This is why the moderates are central to the new US strategy. Occupation by American troops is counterproductive - it generates stronger and more determined resistance among the population. Permanently pacifying even a single city against this sort of resistance requires tens of thousands of US troops patrolling all the neighborhoods - far beyond the numerical capability of US forces. The Iraqi police and National Guard are notorious for surrendering or defecting to guerrillas, but the US hopes they will be able to maintain order if respected local leadership silences the guerrillas and validates their presence, as Sistani has done in Najaf. Is the new US plan working? There has been enough coverage of four cities to get a sense of what is happening and what the prognosis might be for the new US strategy. a.. Fallujah. The US met with the clerical leadership in Fallujah (the first official acceptance of their civic leadership), offering many millions of dollars in reconstruction money to repair the infrastructure that had been virtually demolished in the April attacks - on the condition that (1) the guerrillas were disowned and disarmed, (2) the US was allowed to mount patrols within the city, and (3) the clerics pledged loyalty to the central government. There were no negotiations to speak of, because the clerics rejected all three conditions. Immediately after the collapse of the non-negotiations, the US initiated almost daily bombing of various neighborhoods in Fallujah. The cover story has been that they are bombing "safe houses" used by terrorists associated with Abu Musab al-Zarqawi and that no other people are present during the attacks. But hospitals report daily that the vast majority of the casualties are civilians. It is clear to everyone but the US public that the attacks are designed to persuade the people of Fallujah to abandon their support of the rebellion. To add a further element of threat to the equation, the US has repeatedly announced that it would soon reinvade the city, and during the second week of September even announced on loudspeakers that the residents of certain areas should evacuate because of a pending attack. This was a bluff. US military officials admitted to American reporters that they are waiting until after the November elections in the United States. We can expect that the bombing will continue until November, followed by a full-scale assault on the city, one that might be far more brutal than the previous attacks on Fallujah and Najaf - unless, of course, the strategy changes again. In the meantime, there are ongoing overtures for new negotiations, but without either side changing its position. a.. Sadr City. The administration of Prime Minister Iyad Allawi and clerics from Sadr City, all of whom were aligned with Muqtada al-Sadr, negotiated a tentative agreement that would have banned US troops from mounting patrols inside the huge Shi'ite slum in the northeast corner of Baghdad, while the Sadrists would not mount attacks on US bases or convoys outside Sadr City. This was a considerable concession by the Sadrists, since their strategy for expelling the Americans from Iraq depends on mounting constant attacks on US bases and convoys to strain US resources. In addition, the Allawi administration promised to begin a variety of reconstruction projects inside Sadr City, marking the first time that any serious effort would be made to repair the damage of 18 months of war. The US command vetoed the agreement. While it would have achieved one of the Americans' goals - reducing guerrilla attacks on US bases and convoys - the command correctly saw that it would frustrate its second goal, because it would leave unhindered the political control of Sadr City by the Mehdi Army and its clerical allies. The US military explained the rejection by saying the deal would allow the Mehdi militia to reconstitute itself after its "devastating defeat" in Najaf, but all the evidence indicates that the Najaf battle did not weaken the Sadrists in Baghdad at all. The day after this rejection, the US renewed patrols and battles inside Sadr City, attempting to create enough havoc and destruction to drive the moderates back to the bargaining table. They soon discovered, however, that these patrols were taking heavy casualties without driving a wedge between the clerical leadership and the guerrillas. In Najaf, the long siege generated real anger at the Sadrists, who were not residents of the city; many residents saw them as interlopers who brought the US onslaught upon them. In Sadr City, the guerrillas are family members and respected neighbors who had been keeping crime down and the Americans out for months. Hence US attacks tended to consolidate support for the Mehdi, who were seen as preventing the Americans from taking control and generally oppressing the community by forcibly entering houses, terrorizing residents and indiscriminately detaining men, women and even children. After two weeks of battles and bombings, the US temporarily withdrew to its bases, leaving control of Sadr City to the guerrillas and their clerical leadership. Currently, it appears that they have opted for a bombing campaign like the one in Fallujah, though so far the bombings have been occasional rather than consistent. The fact that American reporters can access Sadr City and report the carnage might be one deterrent. a.. Samarra. Soon after the end of the battle of Najaf, US troops closed a key bridge into Samarra, thereby instituting an economic blockade that in effect cut off all normal commerce. This led to instant hardship around the city and had the hoped-for impact: a group of clerics negotiated a deal in which the bridge was reopened in exchange for a guarantee that US troops could enter the city without being attacked. This was the first success of the new strategy, and a US patrol entered the town unmolested on September 2. At City Hall they stopped to announce and introduce a new US-sponsored city government. The next day, the guerrillas denounced the agreement, and a section of the local clerical leadership allied with the guerrillas announced the formation of a new insurgent government modeled after, and formally allied with, the Fallujah government. This is a new threat to the US, because coordination across liberated areas has been absent and would be a huge tool against the occupation. With two competing governments, the situation is unsettled. US troops have been guarding City Hall (apparently they do not trust Iraqi police to perform this work with guerrillas still active), and they have been fired upon at least once. So far, however, there have been no reports of a major battle initiated by either side. The resolution of this standoff could well determine tactics that both sides use in other cities. a.. Tal Afar. The US chose this city as a location for confronting the guerrillas, despite its atypicality. Its residents are largely Turkmen and mostly Shi'ite, and it lies on the border with Syria, which makes it a hub for trade and for smuggling goods and insurgents. Before the US attack in early September, it been a "no go" location for American troops for only about a month, and so the nature and support of the insurgency is hard to discern. Most significant, while it is clear that many Shi'ite Turkmen support the guerrillas, the US Army insists, and some independent observers agree, that many if not all the insurgents are Sunni Arabs. If this is true, it would constitute an unprecedented alliance between ethnicities within Iraq, one that presages a more resourceful and unified insurgency in the coming months. There were some brief negotiations with the Turkmen leadership in the city, but no formal deals were offered. The US then initiated a massive bombing campaign much more ferocious than in any other locality - except perhaps Najaf at the height of the siege. Though even public-health and hospital officials denounced the bombing and reported hundreds of civilian casualties, the US military claimed that all dead and wounded were insurgents, including a large number of women and children. One reporter quoted an informant telling American soldiers that everyone in a particular community was an insurgent, so this could be the technical cover for their absurd claims. The blanket bombing, combined with a US warning to evacuate, led to upwards of 50,000 mainly Turkmen refugees fleeing the city of 350,000 (some unconfirmed accounts reported 250,000 refugees). After the bombing, the US sent as many as 2,000 troops into the city, encountered strong resistance and fought a battle for five days before the guerrillas melted away. The US troops and their Iraqi allies moved unhindered around the city for several days, while outside protests against the invasion mounted. The key protest emanated from the Turkish government, which denounced the US, saying that virtually all the casualties were innocent Turkmen civilians, and that no attacks on US troops had ever been mounted by the Turkmens, who were the targets of most of the violence. President Ahmet Necdet Sezar of Turkey threatened to withdraw from the "coalition of the willing" if the invading force did not leave Tal Afar and restore the refugees to their homes. Perhaps this protest had some effect, because the US troops did withdraw, and announcements were made inviting the refugees to return. But this could also represent a planned strategy, since the newly pacified city was placed under the control of the Iraqi police and National Guard. There have been credible reports that this campaign represents a new form of ethnic cleansing, in which US troops evacuated Tal Afar to facilitate the resettlement and domination of the city by the Kurds. These reports claim that the police the US left in charge are pesh merga, Kurdish militiamen committed to Kurdish domination of the northwestern area of the country. Tal Afar, as a border town sitting on major commercial routes, would be a major asset if it became a part of the Kurdish autonomous region within the country or an independent Kurdish republic. It is premature to conclude that the Tal Afar campaign represents the most successful application of the new US strategy, without waiting for the ultimate reaction of the Turkmen minority in the city. Certainly their experience with the attack dissipated whatever sympathy they might have had for the Americans, and it thus laid the foundation for an even more determined rebellion as soon as they regain their equilibrium; but they might also have been beaten into submission, a result that appears to be the main US goal. What is the prognosis? The campaign in Tal Afar would appear to be the poster child for the new strategy, but Tal Afar is atypical in Iraq, and even if the Turkmens acquiesce to the new regime, their capitulation would not signal that a similar result could be expected in other localities. More promising for the US strategy is Samarra, a typical Sunni city with a strong insurgency. The initial willingness of some clerics to negotiate when pressured by economic sanctions suggests that the US could possibly identify and work with a compliant local leadership in other cities controlled by insurgents. The outcome is, of course, undetermined, and if the resistance succeeds in isolating or eliminating the newly appointed leadership and/or making a continued US presence untenable, then this US strategy will fall into the long list of failed efforts to pacify the resistance. At present, however, this represents the best prospect for the occupation to reassert its authority somewhere. Fallujah and Sadr City are both more typical than Samarra and less promising for the Americans. The initial effort to identify and work with some local leaders has failed, leading the Americans to terror tactics against the local population. These have not worked in the past in either location, and there is no sign of this latest iteration working. It seems apparent that the Americans will wait until after the US elections to activate a more aggressive and more destructive second phase, aimed at terrorizing the population into submission. Perhaps the greatest success of the new strategy thus far is a negative one. The havoc and destruction wreaked by the terror bombing and invasion of Tal Afar generated a strong reaction from Turkey, a ripple of outrage in Iraq and the Middle East, and no protest at all in Europe or the United States. The less severe, but still brutal, attacks in Sadr City and Fallujah have generated almost no complaints or declarations of solidarity. This is a stark contrast to the April battle in Fallujah, which generated worldwide denunciations, and the siege of Najaf, which threatened to mobilize the international Shi'ite community. What the US may have gained, therefore, is the apathy of the world to escalating violence against Iraqi civilians. This, more than the success or failure of these individual campaigns, may lay a foundation for the massive offensives that the US military appears to be preparing for in the period just after the US elections in November. The world is fully aware of the ability of the US Air Force to level even a very large city, using 2,000-pound (900-kilogram) bombs delivered in great numbers by carrier-based aircraft. The calibrated increases in the destructiveness of US air attacks over the past few months appears to have numbed local and international outrage, a condition that allows for further escalation and many more casualties. The actions of the Iraqi people - both insurgents and civilians - may constrain this strategy before it reaches the point of blanket bombing and wholesale destruction. But even the most ferocious Iraqi resistance may not be sufficient to deter the coming November offensive. The Iraqis need and deserve the support of the international community; the best (and least destructive) deterrent against this impending onslaught would be the threat of uncontrollable worldwide protest should the US attempt to level either Fallujah or Sadr City. The day-long festival celebrates local Croatian Americans, their communities and their many accomplishments on Sunday, October 10 from 12:00 noon until 8:00 pm at Seattle Center. While geographically close, this event marks the first time Northwest Croatians have joined together to create an all-encompassing production focused on their history and their homeland. "Our ethnic boundaries have changed so many times. Croatia began as an independent ancient kingdom, came under control of other countries, and now, at last, is again its own country," says organizer Alma Plancich. "Planning this event - collaboratively - is an acknowledgement of our ethnic and cultural identity. We came from the Adriatic Sea to the Pacific Ocean where we assimilated into our respective communities, but this event brings us all together. It's also an opportunity to share our culture with the larger community." A day filled with music, song and dance also includes activities, seminars and exhibits, giving visitors to the festival insight into this distinct culture. A presentation featuring traditional Croatian costumes - now worn primarily for special occasions and performances - emphasizes the beauty of original folk costumes and the people who wear them, and highlights the villages from which they originate. A Croatian marketplace provides an essence of today's Croatian culture, from specialty foods and jewelry, to Croatian art and music, and a taste of traditional Croatian coffee. Visit the Croatia Today booth hosted by the Honorary Consul of Croatia. One of central Europe's undiscovered jewels, a video tour highlights Croatia's breathtaking landscapes. Visual Art & Exhibits From Toronto, Canada, Croatian painter, sculptor, printmaker and poet Ante Sardeli? exhibits paintings from his "Eternal Homeland" series, a touring tribute to his native land. Originally from the city of Kor?ula, Sardeli?'s abstract images draw from symbolism and modern Cubist styles - brightly colored, intertwined figurative shapes with symbolic landscapes. Andrea Mohorovicic, from Zagreb's Croatian Academy of Arts and Sciences, wrote of Sardeli?'s work, ".a profound symphony of shapes, words and music." The exhibit has traveled to museums and galleries in cities around the world, but this is his first U.S. exhibit. Sardeli? will be available to answer questions and talk about his work. Photo exhibits illustrate the stories of industrious immigrants and contemporary Croatian Americans in the Puget Sound region (see sidebar). Contributing to the historical exhibit are the mining communities of Cle Elum, Ronald and Roslyn, the fishing communities of Gig Harbor, Tacoma, Everett, Anacortes and Bellingham, and the logging communities of Grays Harbor County. This exhibit also includes artifacts. Croats in Washington State number about 40,000. Film screenings include a recent documentary by two local filmmakers, Paul Dahlke and Adam Bobboni, and Hrvati!, a half-hour award-winning documentary by Jean Wakinshaw (with support from the National Endowment for the Arts and KCTS Public Television), about the Anacortes Croatian community in the 1970s and '80s (1:00 - 4:00, Conference Room level). Activities Workshops and seminars are offered throughout the afternoon. Children can learn some simple, but fun, Croatian dance steps and get their favorite Croatian design or even a butterfly drawn on their face! Special guest, master musician and maker of instruments, Nick Petrish, originally from Anacortes but now residing in Dubrovnik, Croatia, returns to the Northwest for CroatiaFest. An authority on Croatian music and dance, he is one of few Americans who hand-makes the traditional Croatian lijerica, a pear-shaped string instrument resembling the Greek lyre that is played with a bow. Petrish will conduct a seminar highlighting the ancient folk dance called Lindjo from 5:00 - 6:00 p.m. Originating in small villages north of Dubrovnik to celebrate special occasions, dancers of the Lindjo are traditionally accompanied by the lijerica. Music & Dance Performers from around the Northwest include nationally acclaimed Vela Luka Croatian Dance Ensemble and the Ru?e Dalmatinke Orchestra (based in Anacortes), Sinovi, Seattle Junior Tamburitzans, Radost Folk Ensemble, Pasko & Damir, and Dave & the Dalmatians, and from Vancouver, BC, Kardinal Stepinac. Dances often represent regions, traditions and various stages of Croatian history, and are presented with elaborate costumes, lively music and singing. Native Slavic tradition melds with the outside influences of Spanish, Greek, Italian, Hungarian and Central European folk traditions. Costuming also reflects these influences -contrasting the red and white flax, wool and silk of colonial styles with bright, bold embroidered colors and woven textures. A dance party wraps up the day's festivities beginning at 6:00 p.m. when Sinovi, Pasko & Damir, and the Ru?e Dalmatinke Orchestra pick up the pace with foot-tapping music and infectious dancing. The tamburica (Croatia's national instrument), accordion and other traditional instruments combine with regional vocal styles - including the open-throat style of interior Croatia and the bel canto style found at the Adriatic coast - for a sound that's upbeat and unmistakable. At the Free Speech Movement Cafe on a recent afternoon here, students silently sipped lattes and smoothies, oblivious to enlarged photographs on the walls of historic campus demonstrations. A documentary film on the radical era, "Berkeley in the '60s," flickered unwatched in one corner of the terraced cafe, where an intense new generation of scholars hunched mutely over wireless laptops. The cafe decor, which features a picture of an impassioned student leader addressing a crowd from the roof of a police car, is a reminder that 40 years ago today, modern campus political activism began here at UC Berkeley. The studious atmosphere inside the cafe, endowed by a wealthy admirer of the movement and dedicated in 1998 as part of the Moffitt Undergraduate Library, symbolizes how much California's flagship public university has changed in four decades. On Oct. 1, 1964, students protesting the noontime arrest of a civil rights activist surrounded a university police car and staged a 32-hour sit-in, an event that not only ignited the Free Speech Movement here but also inspired countless other movements under different names and forms on campuses around the world for years to come. "In the fall of 1964," states a panel at the entrance of the cafe that reads like a message from a time capsule, "a student protest movement galvanized this campus and shocked the nation. It soon resonated on campuses around the United States." But except for a few graduate students quietly discussing the works of Virgil, there was virtually no speech at all on the recent afternoon at the Free Speech Cafe. The only other audible voice was that of a cashier barking out food orders in Spanish. The university still boasts hundreds of student organizations. But their causes, reports historian Lisa Rubens, 58, a Berkeley graduate and veteran of the Free Speech Movement, tend to be more personalized, centered on issues of gender, ethnicity and narrower political and environmental concerns. "You don't see the constant mass public demonstrations that tended to characterize the late '60s," Rubens said. "Today's concerns are much more sophisticated and targeted, reflecting the era of identity politics." *'Nothing but a Cafe?' *Faculty and students say that increasingly selective admissions standards, higher costs, onerous academic workloads and a largely apolitical Asian student population are some of the reasons behind the change in campus politics. During a public radio program broadcast from the campus this week to commemorate today's anniversary, host Michael Krasny wondered aloud: "Is the Free Speech Movement nothing but a cafe?" One of the panelists on the program, distinguished Berkeley philosophy professor John R. Searle, responded instantly: "Yes, and that is very healthy." Searle, now 72, embraced the Free Speech Movement as a young faculty member but was critical of its more radical offshoots. He said the institutionalization of the movement was a good thing. "The way healthy societies work," said Searle, interviewed later at his Moses Hall office, "is that they assimilate. What was once a threat is now part of the mainstream. In a sense it has been domesticated." Searle predicted that one day there would even be a statue of the late Free Speech leader Mario Savio, who died in 1996, on the campus next to the monuments to Free Speech era Chancellor Clark Kerr ? who blamed the protests on "Mao-Castroite" influences ? and legendary football coach Pappy Waldorf. A couple of students on the Krasny radio panel explained why today's students couldn't actively engage in politics. "It's not necessarily a lack of interest," said student association Vice President Liz Hall. "There is higher tuition and less financial aid, which means more and more students on campus who have to work." But Kalin McKenna, 21, a combined history and premed major from Lake Forest, said busy students had found a new way to agitate. "There's more online activism now," said McKenna, national outreach coordinator for Mobilizing America's Youth. "A lot of people know they can get the information they need from a computer. Rather than attend a forum for an hour, they read a synopsis of the forum on the Internet that takes 30 minutes." The contrast with years past is especially evident during the lunch hour on Sproul Plaza, the main student courtyard and entrance on the south side of the campus. One of the primary achievements of the Free Speech Movement was winning the right to set up tables and distribute political tracts in the block-long plaza just outside Sather Gate. For years, Sproul Plaza at noon was a battleground of competing political ideologies and sidewalk orators vying for an audience. Today's version is a pale imitation. The only orator on a recent afternoon was a shouting, dancing evangelist who identified himself as "David Temple, B.A., J.D. Apostle." Except for the obligatory campus clubs of the Republican and Democratic parties and one ferociously anti-Israel Internationalist Socialist table, there were few overtly political tables among the several dozen flanking the plaza. But there were tables for Jehovah's Witnesses and Campus Ministries, for Cal Bears for UNICEF and the Cal Ski & Snowboard Club. The most numerous and active tables reflected the large Asian presence on campus: the Vietnam Students Assn., Pilipino American Alliance and Society of Hong Kong and Chinese Affairs, among others. About 40% of the student body is Asian, compared to less than 5% four decades ago. Staffing the table of the Chinese Students Assn. was 21-year-old Peter Wang, a bioengineering major who described his organization as a "social club" that arranges dances, movie nights and karaoke songfests. Asked about the legacy of the Free Speech Movement in his life, Wang, who was born in Taiwan and raised in Fountain Valley, said, "I never really thought about it, I guess." But even if most of today's students don't commemorate that fading era, the university and community have. A Free Speech Movement Oral History Project, headed by Rubens, is racing to record the memories of participants. Over the next week, veterans of the movement are staging a series of activities on or near the campus to remember the events of 1964. *Reenacting the Sit-in *Organized by former Free Speech steering committee member and longtime activist Michael Rossman, the programs will include panel discussions on the lessons of the movement, political satires, speeches by Texas columnist Molly Ivins and investigative journalist Seymour Hersh and, on Oct. 8 in Sproul Plaza, a reenactment of the original sit-in that will be attended by senior university officials. Among those planning to be present are Assemblywoman and former Los Angeles Councilwoman Jackie Goldberg and celebrated Berkeley chef and food guru Alice Waters, who were both Berkeley undergraduates during the Free Speech Movement. "I'm going back to speak on top of the police car," said Goldberg, who was among those hopping onto the vehicle 40 years ago. "That event in 1964 was probably the only really spontaneous thing I have seen in my long political life." Waters described her exposure to the movement as a young undergraduate from New Jersey as "an empowering experience that completely changed my life." Although she was only on the fringes of the movement, Waters said the experience showed her what people could accomplish when they tried. Indeed, it helped give her the courage to launch her own restaurant. "Without the Free Speech Movement there would have been no Chez Panisse," Waters said. Over at the Free Speech Movement Cafe, 19-year-old sophomore history major Lisa Shapiro was sitting at an outdoor table, intently reading a biography of a 19th century American slave. Looking up from her book, Shapiro, from the nearby city of Orinda, said she could still sense the "aura" of the Free Speech Movement. "When I first came here and saw the photographs, it gave me a kind of tingly feeling that something special had happened here," she said. But Shapiro said the events 40 years ago had little relevance for most of today's students. Without the military draft, even the current occupation of Iraq is not as galvanizing an issue as it might have been in years past. Hackworth, I had read an article of yours about a Guard unit out of Cali whose enlisted men were voices the problems they encountered in Iraq. I found this very interesting and at the same time - kind of scary. My unit is preparing to go to Iraq. I had forgot about that article until we started running into our problems. We have been in Ft Hood for a whole month - yet we have only done about 3 days of PT. A reminder - we are a guard unit. Some of these soldiers a extremely out of shape - which is leading to bigger problems. In our first day of training - we had 16 heat casualties. In a 4 day FTX - we had over 40 injuries do to heat and bad training. I would say our leadership - some where along the way - forgot we were not full time soldiers. We are not prepared physically - and mentally is going very quick. We live day to day. There is no training schedule - nor any kind of clue of what is happening tomorrow. Our CSM has never even been active duty - nor has half of our officer leadership. Thanx for reading this letter - I feel you are the man to address this problem. Dennis Hastert of Illinois, the speaker of the House, have launched another assault on constitutionally protected civil liberties with a bill many are calling Patriot Act II (PA II). However, it is not to be confused with the 2003 version of Patriot Act II. But according to the Associated Press, in a draft of the House GOP legislation, many of the provisions are similar to the draft copy of the "Domestic Security Enhancement Act of 2003" that leaked out of the Justice Department in January 2003. Many Democrats and civil libertarians charge the new PA II authorizes heavy-handed infringements on civil liberties. House Democratic leaders and civil liberties advocates said on Sept. 22 that the Republican bill ostensibly responding to the findings of the 9-11 commission would go well beyond the panel's recommendations. It would call for broad new powers for law enforcement agencies, they said, and would include new authority to conduct electronic surveillance in terrorism investigations. Among the provisions, said AP, are measures on the deportation of aliens who are suspected of being linked to foreign revolutionary groups which have been labeled as terrorists, mandatory pretrial detention for terrorism suspects, warrants against non-citizens even when a target can't be tied to a foreign power and enhanced penalties for threats or attempts to use chemical or nuclear weapons. John Feehery is a spokesman for Hastert. Feehery told AP that criticism of the bill was unwarranted as of the evening of Sept. 22, because the legislation was still not in final form and was not ready for release to the public. A spokesman for House Majority Leader Tom DeLay (R-Texas) agreed on Sept. 22 that House members were still working on a final version of the legislation. But critics warn that the proposed law is aimed against the entire U.S. population, not a minority of Arab immigrants. The proposal, they say, would grant the government the power to strip citizenship of native-born Americans and deport them without any evidence of wrongdoing, even though this would be contrary to the Constitution. It would also allow for secret arrests, secret trials and secret torturing of "suspects." Habeas corpus, Americans' most sacred right, would be eliminated. The law would also remove all restrictions on police spying on citizens. Patriot Act II would create 15 new death penalties, one of which could be applied to acts of protest. Under the Hastert measure's definitions, anti-war protesters could be deemed terrorists. In fact, any dissident could be spied on, harassed, and imprisoned indefinitely for exercising their legal and constitutionally protected rights. This legislation would give the government the same power that Stalin and Julius Caesar gave themselves, said one detractor. While terrorism certainly is a threat that must be addressed, curtailing the civil liberties of innocent Americans is by no means a way of doing so. AFP readers will recall that the first so-called Patriot Act was passed without the members of Congress being allowed to view the draft of the bill. Those who wanted it to be read and debated were told to vote for it or they would be blamed for the next terrorist outrage. It passed overwhelmingly. Many experts fear similar tactics will be used to pass PA II, keeping the public ignorant of the proposed law's existence until it is too late. ? Paulo Sergio Pinheiro, denied entry to the former Burma earlier this year, said the dismal human rights situation in Myanmar had not improved despite the junta's pledge to work towards national reconciliation last year. "Since the beginning of this year, the Special Rapporteur has received several reports about continuing arrests and harsh sentences for peaceful political activities," Pinheiro said in his latest report. "All political prisoners must be released immediately and unconditionally, and no further arrests or punishment for peaceful activities should take place." The Brazilian academic said he had received "credible and detailed reports" of rights violations in border areas where government forces are battling ethnic rebel groups. He gave no further details. He said there was no sign of when democracy icon Aung San Suu Kyi would be freed from house arrest, or curbs lifted on her opposition National League for Democracy (NLD). Last week, four NLD officials were jailed for seven years after a closed trial inside Yangon's Insein prison. The two men and two women were charged with sending NLD statements to dissident groups on the Thai border. NLD lawyers said there was no hard evidence against their clients, adding that they confessed under interrogation by military intelligence officials. In his report, Pinheiro highlighted the case of two NLD members -- Than Than Tay and Tin Myint -- arrested in June and accused of communicating with groups on the border. "Their whereabouts appear to be unknown and they potentially face long-term imprisonment," he said. The junta is holding more than 1,300 political prisoners and Pinheiro called for the immediate release of 50 detainees he said were in poor health. A democratic transition under the junta's "roadmap to democracy" would be impossible unless Myanmar's generals improved human rights and eased curbs on the opposition, he said. "If the government wishes to promote a genuine process of political transition, fundamental human rights requirements have to be fulfilled," Pinheiro said. A constitution-drafting National Convention, which opened in May with most of its 1,088 delegates handpicked by the junta, is expected to reconvene in November. Critics say the process has no credibility without Suu Kyi and the NLD, which refused to take part while she remained under house arrest. ============================================== UN's Annan convenes meeting to press Myanmar UNITED NATIONS : UN Secretary General Kofi Annan met with representatives of a dozen nations to seek ways of pressing Myanmar's military rulers, in power for more than four decades, to move toward democracy. Officials from the World Bank and UN Development Programme also attended the meeting, called on the sidelines of the UN General Assembly where Myanmar earlier vigorously defended its record on human rights. "We will use the individual influence of each of the countries to see how they can help move the process forward," Annan told reporters after the session. He said the goal was to "encourage" the government. "The member states who came in here are all concerned about the issue," Annan said. In recent months, the UN chief has stepped up the pressure on Myanmar with statements critical of its national forum on democracy, which he said could not be credible without opposition leader Aung San Suu Kyi. Her National League for Democracy (NLD) has boycotted the national meeting and Suu Kyi has been under house arrest for more than a year, the third time the 1991 Nobel Peace Prize winner has been detained. The forum is part of the regime's "road map" for democracy, and a top Myanmar official on Wednesday warned that the nation's fate could not be determined by one person alone - a reference to Suu Kyi. "We cannot allow the national convention to be derailed under any circumstances," Tin Winn, an official in Prime Minister General Khin Nyunt's office, said in a speech to the 191-nation General Assembly. "The future of the nation cannot be determined by one individual or one party acting alone," he said. Suu Kyi's NLD won the elections in Myanmar, formerly known as Burma, in 1990 but the military rulers, who took power in a 1962 coup, refused to recognise the result. Four NLD members were given seven-year jail terms last week, and a UN rights specialist outlined allegations of human rights abuses in a new report issued on Tuesday. "Allegations of human rights violations in Myanmar are aimed at discrediting the government for political purposes," Tin Winn told the assembly. "Myanmar has consistently cooperated with the United Nations on human rights." But the military rulers have not allowed either the specialist or Razali Ismail, Annan's special envoy to Myanmar, to return to the country in recent months. Bands U2, Pearl Jam, Coldplay, Sting, R.E.M., Travis, Indigo Girls and Matchbox Twenty and several top artistes including Paul McCartney and Eric Clapton will launch an album on October 26 dedicated to Aung San Suu Kyi. ``Anytime anyone inside Burma listens to my music, I want them to know that they are listening to an artist that supports their freedom,'' said Clapton, the quintessential blues guitarist, using Myanmar's previous name. In a TV commercial released Wednesday, Cindy Sheehan, a 47-year-old woman from Vacaville, Calif., whose 24-year-old son was killed in Sadr City in April, speaks directly to George W. Bush. Shot in black-and-white, her soft voice cracking, she says, "I imagined it would hurt if one of my kids was killed, but I never thought it would hurt this bad, especially someone so honest and brave as Casey, my son. When you haven't been honest with us, when you and your advisors rushed us into this war. How do you think we felt when we heard the Senate report that said there was no link between Iraq and 9/11?" This is one of four new ads featuring relatives of soldiers killed in Iraq, produced by a new political action committee called RealVoices.org. At a time when soldiers' parents have been arrested at Bush rallies and thrown out of the Republican National Convention for trying to make themselves heard, Real Voices was formed to broadcast the excruciating messages of those who feel that their loved ones' lives were wasted in Iraq. Real Voices is spending $200,000 on its initial ad buy while trying to raise more money. Each one of the spots is bitter and searing. In one, Raphael Zappala, whose 30-year-old brother was killed in Baghdad while searching a warehouse for weapons of mass destruction, says, "My brother died trying to make an honest man out of George W. Bush, needlessly. He was betrayed by the lies of his commander in chief. And the troops still in Iraq are being betrayed." Another features a California mother named Jane Bright, who remains livid about Bush's rash "Bring 'em on!" challenge. "Mr. Bush," she says, "I have no way of knowing whether the insurgent who killed my son ever heard your foolish taunt. But thanks to you, Mr. President, I have the rest of my life to wonder about it." Sheehan tells Salon that she has never been politically active before. But speaking out against Bush is a way to assuage a tiny bit of the futility she feels about her son's death. "I need to speak out for what I think is right, and I have this chance right now because people want to listen to me," she says. "If I didn't do that, I wouldn't be able to get up in the morning or face a new day, because every day for me is like a new April 4, when my son was killed." Since her son died, Sheehan has tormented herself for not doing more to fight Bush four years ago. "My biggest regret in my entire life is that when Bush was selected as president by the Supreme Court that I didn't go out and say, 'No, this is B.S., we can't stop this election until we count every single vote.' I just regret it so much. I don't know if I did something more maybe my son would still be alive." One might think that Sheehan's sacrifice would protect her from assaults by the right-wing patriotism police, but one would be wrong. Since she started speaking out, she's been attacked as a political opportunist and accused of treason. "I have had people tell me that what I'm doing is supporting terrorists and that my son would be ashamed of me," she says. "I was on a radio call-in show on Sunday morning, and I had a lot of people call me a traitor." Still, she plans to continue speaking out, joining a growing list of people channeling their grief into activism. There's Lila Lipscomb, the bereft mother from "Fahrenheit 9/11." There's Fernando Suarez del Solar, who crashed the Republican National Convention with a poster bearing a picture of his son, a Marine named Jesus, and the words, "Bush lied, my son died." There's Sue Sapir Niederer, who wore a T-shirt saying "President Bush You Killed My Son" to a campaign rally featuring Laura Bush, and ended up being arrested and charged with "defiant trespassing," even though she had a ticket for the event. And there are more like them coming forth every day. Across the street from the Lake Elmo restaurant where Vice President Dick Cheney had finished speaking an hour earlier, the grandmother of Levi Angell spoke of "my precious grandson I lost to this useless, needless fix we're in." Lila Angell said the war "is crazy. It's just wrong." Democratic presidential nominee John Kerry "certainly would do better" in Iraq than President Bush. "He couldn't do any worse." Levi Angell, a 20-year-old Marine from Cloquet, was killed April 8 when his Humvee was hit by a rocket-propelled grenade. His father, Gordon, said he never received a condolence call from any member of the administration. "Bush was giving a speech 20 miles away [from Cloquet] and he never bothered to pick up the damned telephone and say 'I'm sorry about your son,'" he said. "From now on, I'm a Democrat after the way they treated us." He said he got just such a call from John Kerry. "The only ones who seem to care about this whole terrible tragedy are Democrats," he said at the news conference arranged by the Kerry campaign. Angell said Bush "has deceived the American public so bad, up there smirking on the TV." The family also appeared later in Duluth, alongside several veterans who are opposed to the Bush administration and the war in Iraq. Lila Angell said administration officials "have just forgotten the guys over there. But we live it over and over and over. Are we safer here? No. Osama bin Laden's still running around, and he's the one who started all this." Jim Bootz, a Navy veteran who heads Minnesota Veterans for Kerry, challenged Cheney's assertion earlier Wednesday that the war in Iraq is a vital part of a wider war against terrorism. "The vice president is confusing the war in Iraq with the war on terror," he said. "It's not terrorists we're fighting, but insurgents." In Duluth, ex-Marine Bill Soderlind said that, "after Sept. 11, 2001, President Bush and his administration had the whole world at our doorstep," offering help. Now, he said, it's clear that the administration squandered that good will.
