International PEN Congress in Bogota
The International PEN Congress is the annual gathering of PEN Centres from
around the world. In legal terms, it is the annual general meeting of the
London headquarters, but the role it plays in strengthening the community
of writers and celebrating the literature of the host region is of equal
significance.

The Congress has an annual theme and includes the Assembly of Delegates,
meetings of the standing committees of International PEN and a literary
programme. The Assembly of Delegates is composed of representatives of all
PEN Centres who debate and vote on the issues fundamental to the
governance and strategic direction of the organisation. The Assembly
decides matters such as the election of the Board of Trustees of
International PEN, their elected representatives who oversee the
management of the organisation by the Secretariat between Congresses.
Committee meetings include those of the Translation and Linguistic Rights
Committee, Writers for Peace Committee, Writers in Prison Committee, Women
Writers’ Committee and the Exile Network. The literary programme is
commonly an opportunity to celebrate the work of great writers from the
host Centre.

Each year a different Centre hosts the Congress in partnership with
International PEN. The staging of a Congress is a significant undertaking,
which requires several years of planning and development. Centres
interested in staging a Congress should contact the Secretariat to develop
an understanding of the responsibilities involved and to develop an
outline proposal, which must be endorsed as viable by the Board, before it
can be presented to the Assembly to vote on.

Welcome to Bogotá
Dear PEN Colleagues,
Many years have elapsed since PEN held its last Congress in South America.
In 1936, PEN met in Buenos Aires. In one of the sessions the President was
Baldomero Sanín Cano, the well-known Colombian essayist and founder of PEN
Colombia. In 1979, PEN met again in South America, in Rio de Janeiro, and
Mario Vargas Llosa presided over its Assembly of Delegates. In 1983 PEN
met in Caracas under the presidency of the poet Ramón Medina. Two
congresses were held afterwards in Mexico, Guadalajara in 1996 and México
D.F. in 2003.
In this year of 2008, Bogotá will be the host city. The city, has recently
received a number of international prizes and acknowledgments: World Book
Capital (2007); Iberian-American Capital of Culture (2007); Leone d’Oro as
the best city in the Architecture Biennale in Venice (2006); special
mention at the II International Contest of Active Cities – Healthy Cities
(2005) and finally Cities for Peace Prize (2002-2003).
Along with Bogotá’s development into a great contemporary city, we have
unearthed the charm of La Candelaria, our colonial neighbourhood nestled
under the blue, green, lilac cordillera edging the city to the east. The
streets there follow the old intimate road grid, set with baroque churches
and houses still evocative of a bygone era—deliberate and
inward-looking—and monuments that constructed a very different social
order. The present urban soundscape of La Candelaria combines the buzz of
diverse voices in the space shared by cultural institutions, concert
halls, libraries, schools, universities, a theatre, art galleries, street
markets, bars, restaurants and cafés

The theme of the Bogotå Congress is “The role of the Word”. We hope to see
emerge around this key point a critical vision of language as the builder of
transitory fictions and truths expressed in the dimension of writing, in
the system of inclusion and exclusion of cultural and social values and in
the game of politics. Words possess us and equally constitute us. Words
are a fire-like gift that creates and constructs the world we live in,
while conversely they close and blur the open horizons, confining us in
their prison of invisible walls. It is in this context that we would like
to renew the principles that inspire PEN: tolerance; respect for the
opinions of others; the radical defence of the right to express oneself
without censure or fear, and the right to dissent. The right to dream and
create once and again the utopia that unites us.
The site of the Congress will be the Hotel Tequendama, frontier between
old and new Bogotá. The hotel dates back to the fifties and has recently
been renovated as part of the Crown chain. Our sessions will be held in a
room with a view to the eastern cordillera and overlooking San Diego, a
colonial church, the old panóptico that became the National Museum, the
Moorish Circo de Toros (bullring) and the Torres del Parque, a landmark
trio of apartment buildings by the great architect Rogelio Salmona.
We have programmed a roundtable, jointly sponsored and organised by the
Friedrich Elbert and Konrad Adenauer Foundations, to debate the situation of
freedom of expression in Colombia.
Parallel to the Congress, we are organizing a literary program at the Luis
Ángel Arango Library and the García Márquez Center of the Fondo de Cultura
Económica de México. For master classes and recitals we have invited
literary figures like our emeritus president Homero Aridjis. We will also
feature thinkers and poets like Michel Deguy, invited by the French
Embassy and other writers, still to confirm, invited by the Canadian
Embassy and the Library Luis Angel Arango.
It will be vital for the Congress to benefit the community, with a number of
delegates interacting with different Bogotá audiences, staging dialogues
with children, young people and local writers; we hope delegates can offer
short readings of their work. To this end, we encourage you viva voce to
register at your earliest convenience, or at least communicate your
intention of attending, sending your CV, with references of any work
published in Spanish if such be the case.

Congreso Internacional de PEN en Bogota

El Congreso de PEN Internacional es un encuentro anual de los centros de
todo el mundo. En términos legales, es la asamblea ordinaria anual de la
oficina central ubicada en Londres, pero la función que tiene en la
fortaleza de la comunidad de escritores y la celebración de la literatura
de la región anfitriona alcanza una importancia equivalente.

El congreso tiene un tema anual e incluye la Asamblea de Delegados, las
reuniones de los comités más importantes de PEN Internacional y un
programa literario. La Asamblea de Delegados está formada por
representantes de todos los centros PEN que debaten y votan sobre temas
claves para la administración y la dirección estratégica de la
organización. La Asamblea toma decisiones sobre temas como la elección de
la junta directiva de PEN Internacional, sus representantes electos,
quienes supervisan la administración de la organización mediante la
Secretaría entre Congresos. Las reuniones del comité incluyen las del
Comité de Traducción y Lingüística, el Comité de Escritores para la Paz,
el Comité de Escritores en Prisión, el Comité de Mujeres Escritoras y la
Red de Exilio. El programa literario es una oportunidad para celebrar el
trabajo de grandes escritores del centro anfitrión.

Cada año, el congreso se realiza en un centro diferente junto con PEN
Internacional. La presentación de un congreso es una tarea importante, que
requiere varios años de planificación y desarrollo. Los centros
interesados en presentar un congreso deben ponerse en contacto con la
secretaría para conocer las responsabilidades que ésto implica y
desarrollar una propuesta, que debe estar aprobada por la Junta antes de
que pueda presentarse a la asamblea para recibir votos.

Bienvenidos a Bogotá
Queridos colegas del PEN:
Han pasado muchos años desde que el PEN tuvo su último Congreso en
Suramérica. En 1936 se reunió en Buenos Aires; una de las sesiones la
presidió Baldomero Sanín Cano, reconocido ensayista colombiano y fundador
del PEN de Colombia. En 1979 el PEN se volvió a reunir en Río de Janeiro y
su Asamblea de delegados fue presidida por Mario Vargas Llosa. En 1983 se
reunió en Caracas presidido por el poeta Ramón Medina. Hubo posteriormente
dos congresos en México; en Guadalajara en 1996 y en México D.F. en 2003.
En este año de 2008, la sede es Bogotá. La ciudad ha recibido premios y
reconocimientos internacionales recientemente: Capital Mundial del Libro
(2007); Capital Iberoamericana de la cultura (2007); Premio León de Oro
como mejor ciudad en la Bienal de Arquitectura de Venecia (2006); mención
especial en el II Concurso Internacional de Ciudades Activas – Ciudades
Saludables (2005); premio Ciudades por la Paz (2002 – 2003).
Al mismo tiempo que se ha desarrollado como una gran urbe contemporánea,
Bogotá ha rescatado el encanto de su barrio colonial de la Candelaria,
pegado a los cerros azules, verdes, lilas en los que se incrusta la
ciudad. Las calles se ordenan en el trazado antiguo e íntimo alrededor de
templos con altares barrocos; de casas que evocan otro tipo de vida, lenta
y recogida; de monumentos que indican otro tipo de construcción jerárquica
de lo social. Su actual paisaje urbano combina el rumor de voces
diferentes, o discordantes, en los espacios plurales de la cultura y una
rica vida de conciertos, bibliotecas, universidades, teatro, galerías,
bares y restaurantes, mercados populares, cafés...
El tema del Congreso es “El papel de la palabra”. Esperamos que alrededor de
este punto clave se articule tácitamente la visión crítica del lenguaje como
constructor de ficciones y verdades transitorias que se expresan en el
espacio de la escritura; en el sistema de inclusiones y exclusiones de lo
cultural y social; en el juego de lo político. Y cómo esa palabra, que nos
posee y nos constituye, es un don de fuego que crea y construye el mundo
en que habitamos, a la vez que cierra horizontes y nos confina en su
prisión de muros invisibles. Nos alienta actualizar desde esta perspectiva
los principios que inspiran el PEN: la tolerancia; el respeto por la
opinión ajena; la defensa radical del derecho a manifestarse sin censura y
sin miedo; el derecho a disentir. El derecho a soñar y a re-crear siempre
la utopía que nos une.
El sitio del Congreso será el Hotel Tequendama, en el límite entre lo
tradicional y lo moderno, construido en los años 50 y remodelado
recientemente por la cadena Crown. Desde el salón donde sesionará la
Asamblea se pueden ver los cerros; la Iglesia colonial de San Diego; el
viejo panóptico convertido en Museo Nacional; el Circo de toros de estilo
mudéjar y las Torres del Parque, uno de los hitos de la arquitectura
contemporánea de la ciudad.
Hemos programado una mesa redonda, patrocinada y organizada
conjuntamente por las fundaciones Friedrich Elbert (Fescol) y Konrad
Adenauer, con el fin de debatir el tema de la situación de la libertad de
expresión en Colombia.
Habrá también un programa literario, paralelo al Congreso, en la sede de la
Biblioteca Luis Ángel Arango, y en el Centro Gabriel García Márquez del
Fondo de Cultura Económica de México. Hemos invitado para conferencias
magistrales y recitales a figuras literarias tales como nuestro presidente
emérito Homero Aridjis y el poeta francés Michel Deguy, invitado por la
Embajada de Francia. La Embajada de Canadá se unirá a la celebraciòn del
Congreso con la invitación de otros escritores, lo mismo que la Biblioteca
del Banco de la República.
Queremos que el Congreso se proyecte a la comunidad y que algunos delegados
puedan interactuar con distintos públicos de la ciudad; para dialogar con
niños y jóvenes; con escritores locales y ofrecer cortas lecturas de su
obra. Para este efecto les solicitamos de la manera más encarecida, una
inscripción temprana, o al menos que nos indiquen su intención de asistir,
con su hoja de vida, en donde aparezcan, si las hay, referencias a sus
traducciones al español.
