[Sdalliance] Delegate Meeting Notes

All,

At the last Council meeting the attached documents were passed. They are
now sent to the member orgs to be ratified (so member orgs please to review
them).

Note, that the Non-CRSD Members participation in OPEN Committees doc was
already passed, but there was some edits to the language to make it more
clear.

Also attached are my notes on the meeting.

Note that the Council is now calling on committees to please bring
proposals for chartering your committees (see the protocols on closed and
campaign committees).
