[Sdalliance] Structure Document to be circulated.

thinking about this and how i feel. i need to do some searching and
researching but there are reasons why poc (ppl of color) is used. these
discussions are important though we need to build our education committee
to talk about this. when should we meet? i don't think we have an education
committee.
