[Sdalliance] Structure Proposal: Updated Proposal Regarding Liberal Participation in Committees

The part on individuals seems a bit confusing as far as the language. Was a bit confused by it. This is a proposal more of change in language than what it says. 

Individuals who do not assent to the points of unity can participate if they agree with the goals of the committee. Individuals means they are joining a committee representing themselves only.- Juan
