[Sanctuarycity_hamilton] template letter - any thoughts before I send it?

hey folks,

here's the template letter, modified a bit.  They are appealing on a very
personal level, which makes sense, though I added one sentence
(highlighted) to get at the broader claim re security certificates.  If
there are any other thoughts, let me know.  Otherwise, I'll send it in on
Monday.
