[Sanctuarycity_hamilton] final copy for spec response

Hey, great idea Caitlin and Blake! Great work! Looks good to me. Sorry for
replying late.

Had suggestions for this portion:
"We could acknowledge that responding to the global crisis in displacement
needs to go beyond the tired rhetoric of the ‘war on terror’ to seriously
examine a global political and economic system that destroys peoples lands,
supports corrupt and authoritarian regimes, and profits off the backs of
millions of migrant workers." - I'd suggest changing 'go beyond' to
'abandon' or 'discard' or 'reject'. And maybe adding 'supports the rise of
extremist violence'.

Again, sorry I'm late in replying, and I know it's annoying to add
suggestions at this point. No worries if you don't want to include it.
