Fifers' kick up stink over recycling scheme chaos

In what will surely become known as "The Great Wheelie Bin Crisis of 2005", Fife Council's pilot recycling scheme is causing chaos, and some nasty smells, across the county.  From the very beginning, the scheme was beset by problems. Phone enquiries about the drastic change to an essential service went unanswered, then callers were told they could put cans in with papers. This advice transpired to be correct... but only in Dunfermline.  On the first day of the new rubbish collection timetable in Newburgh, the council came to collect on a day residents were told they wouldn't, causing hundreds of people to run with their bins as the yellow truck passed.  Any bins whose lids wouldn't shut had their over spilling contents removed and laid out at the side of the street.  These bags were accompanied by a notice stating that if it was to happen again a £50 fine would be issued.  Additionally, the council seem to have failed to take into consideration that the contents of the brown garden waste bin (which, incidentally you are not permitted to put any soil in) will decompose. Do they seriously think that no smell will be generated by this when these bins are emptied only once a fortnight at most?  We are only a month into the scheme but already thousands of names have been added to petitions, and people are talking of withholding a relative proportion of the Council Tax.  As the summer continues the stench must surely rise.

"A few days ago, an American manned check point confiscated the driver license of a driver and told him to report to an American military camp near Baghdad airport for interrogation and in order to retrieve his license. The next day, the driver did visit the camp and he was allowed in the camp with his car. He was admitted to a room for an interrogation that lasted half an hour. At the end of the session, the American interrogator told him: 'OK, there is nothing against you, but you do know that Iraq is now sovereign and is in charge of its own affairs. Hence, we have forwarded your papers and license to al-Kadhimia police station for processing. Therefore, go there with this clearance to reclaim your license. At the police station, ask for Lt. Hussain Mohammed who is waiting for you now. Go there now quickly, before he leaves his shift work".

The driver did leave in a hurry, but was soon alarmed with a feeling that his car was driving as if carrying a heavy load, and he also became suspicious of a low flying helicopter that kept hovering overhead, as if trailing him. He stopped the car and inspected it carefully. He found nearly 100 kilograms of explosives hidden in the back seat and along the two back doors.

The only feasible explanation for this incidence is that the car was indeed booby trapped by the Americans and intended for the al-Khadimiya Shiite district of Baghdad. The helicopter was monitoring his movement and witnessing the anticipated "hideous attack by foreign elements".

The same scenario was repeated in Mosul, in the north of Iraq. A car was confiscated along with the driver's license. He did follow up on the matter and finally reclaimed his car but was told to go to a police station to reclaim his license. Fortunately for him, the car broke down on the way to the police station. The inspecting car mechanic discovered that the spare tire was fully laden with explosives."

A former general in Saddam Hussein's army and his son were found shot dead in Baghdad after being detained by police commandos, an interior ministry official told AFP, raising new question marks over the discipline of the elite force.

Akram Ahmed Rasul al-Bayati, a major general in the old regime's disbanded military, and his son Ali, a policeman, were killed on Friday evening after being arrested last Sunday, the official said asking not to be identified.

There was no immediate word of any official investigation.
