FP3 action coordinator arrested after demonstration in 

Jayapura

On Saturday April 25, hundreds of people from the 

Liberation Front against the Oppression of Papua (Front 

Pembebasan Penindasan Papua, FP3) went to the Papuan 

Provisional Parliament in the provincial capital of 

Jayapura where they held an action calling for a resolution 

to the human rights violations in Wamena and Wasior.

 

The action proceeded in a safe an orderly manner until the 

demonstrators arrived at the parliament grounds.

 

FP3 action coordinator Jefry Pagawak took the opportunity 

to read their demands which include asking the head of the 

Papua regional office for legal affairs and human rights to 

take responsibility for the forced transfer of 11 prisoners 

from the Wamena Jayawijaya jail to the Gurung Sari jail in 

the South Sulawesi provincial capital of Makassar. FP3 said 

that the transfer had already caused many of the prisoners 

to suffer life-long disabilities and even die.

 

FP3 also asked for the National Human Rights Commission 

(Komnas HAM) and the Attorney General to take 

responsibility for the delays in the investigation by the 

Wamena and Wasior Commissions for the Investigation of 

Human Rights Violations. "We demand that Komnas HAM, the 

Attorney General, the Minister for Legal Affairs and Human 

Rights and Indonesia's Director General for Correctional 

Institutions immediately return the 11 prisoners from the 

Makassar jail to the Wamena jail or at the very least to a 

Papuan regional office for legal affairs and human rights. 

In addition to this [we demand] the immediate trial of the 

perpetrators of human rights violations in Wamena and 

Wasior. The government mustn't keep this affair quiet", 

said Pagawak.

 

The demonstrators also believe that past acts of violence 

committed by the TNI (Indonesian armed forces) and Brimob 

(Mobile Brigade) in Papua must be brought to trial. FP3 

also rejects the plans for new army battalions to be 

headquartered in Merauke, Wamena and Nabire and a Kostrad 

(Army Strategic Reserves Command) command to be established 

in Timika.

 

Not long after the demonstration ended, Intel (Indonesian 

intelligence) officers and members of the Jayapura 

municipal police detained Pagawak. Papuan police have given 

no clear indication as to how long he will be held. Pagawak 

was detained without an arrest warrant so we were also 

surprised said a close friend of Pagawak (who asked that 

their name not be mentioned) after SPMNews contacted them 

via their mobile phone in Jayapura.

The burning wildfire in Papua

Jayapura, 4 August 2005. On 29 July 2005, the Papuan Customary Council held a press conference in Jayapura affirming the plan to organise rallies in all districts and provincial houses of representatives. It is part of series of activities to mark its stance to return Law No. 21/2004 on the Special Autonomy for Papua back to the Central Government. These activities also include a seminar on the implementation of this law 6 and 8 August and the commemoration of the International Day of indigenous peoples on 9 August. Interestingly, this plan almost coincides with the issuing of H.R. 2601 by the US House of Representatives that includes substantial concerns over Papua and Aceh in Section 1115 . This political decision endorsed by Eni Faleomavaega (American Samoan Congressman) and Donald Wayne creates various interpretations and assumptions partly because most of Papuans do not have direct access to such information

Papuans demand UN conduct review of 1969 'Act of Free 

Choice'

Port Numbay (Jayapura) - Around 500 indigenous Papuans 

organised by the Papua Youth Group (Kelompok Pemuda Papua) 

held a demonstration against the integration of West Papua 

in to the Unitary State of the Republic of Indonesia on the 

morning of Sunday May 1 at the Trikora Abepura Square. They 

presented five demands, three of which were directed at the 

secretary-general of the United Nations, Koffi Annan.

 

The three demands were for a review of Pepera documents 

(the 1969 UN sponsored referendum on integration with 

Indonesia) as it is legally flawed, full of irregularities 

and intimidation, urging the Indonesian government to 

immediately withdraw all of its troops (organic and non-

organic) from West Papua by the end the year and for the 

government as a member of the UN to give an opportunity to 

the Papuan people to determine their own future though a 

free and confidential referendum under the supervision of 

the UN and other international agencies.

 

In the document containing the demands which was signed by 

Kwila Nungga Penggu two demands were presented to the 

Indonesian authorities, the immediate and unconditional 

release of all Free Papua Movement political prisoners and 

that the Papuan people explicitly reject special autonomy 

and the Indonesian sponsored Papuan People's Council and 

for Indonesia to give an opportunity for the people of West 

Papua to determine their own future.

 

The action appeared different from usual because it was 

conducted in the form of a joint prayer led by a Papuan 

student activist who is a candidate priest and was wearing 

traditional Papua clothing.

 

After hearing that Brimob (Mobile Brigade) planned to 

attack the peaceful demonstration, the demonstrators 

immediately dispersed at around 12.30pm and proceeded 

towards the Pendopo Sentani in an orderly manner to join up 

with Mamta (Mamberamo-Tami) demonstrators and a number of 

prominent Papuan Cultural Council members who were 

preparing to hold an event marking the third anniversary of 

the council and to lay a wreathe of flowers on the grave of 

Theys H. Eluay(1).

 

Notes:

 

1. West Papuan pro-independence leader, Theys Eluay was 

found dead in his car in November 2001 after attending a 

party thrown by Indonesia's Kopassus Special Forces. Seven 

Kopassus soldiers were later found guilty of the murder and 

sentenced to short terms in jail.
