[Omd] a request from roger

He wondered if someone could draft up an email to go out to email recipients
of OMD.  In regards to the change for parole.  He had sent out letters to
various people and doesn't want to have to rewrite letters again to all of
them.

Also, can someone add emi to the list?  She mentioned she's not getting
those emails anymore.
