City Manager Steve Hall said Monday that he's forming a plan to address the tent city for the homeless forming in a vacant downtown lot, but he didn't give details or a timetable. "It's clear that it's in violation of city ordinance, and the group needs to leave," he said. "We are not negotiating anything with the folks. They just need to go."
