Traveling to both Venezuela and South Africa this past summer...I was able to observe firsthand two radically different approaches to "third world" development: a "redistributive approach" in Venezuela, and a set of basically neo-liberal economic policies in South Africa...(T)he comparison begged for comment, as the differences were extremely obvious...In Venezuela, I saw hope among the poor; in South Africa, dejection and dissatisfaction.
