In a move that has alarmed local officials and advocates for people with AIDS, the state ordered New York City’s welfare agency to sharply increase the rent contribution it requires from about 2,200 poor adults who live in government-subsidized buildings and have H.I.V. or AIDS...The change...means that most of the people in the program will be paying more than half their income...toward rent.
