Ottawa -- The inquiry investigating the deportation and imprisonment of  
Maher Arar is poised to blow the whistle on what has been going on behind  
the scenes in the war on terror -- revelations that will likely spark a  
public debate into the way the government has been conducting itself, says  
the lead counsel for the inquiry.
