"Provincial government changes to welfare rules have doubled the severity of Vancouver's dire and growing homeless problem, according to (Jill Davidson), the city's policy co-ordinator for the homeless....To qualify under the new rules, individuals must make a three-week job search and document their efforts. They must also have been employed for two years out of the previous five, a significant barrier for young people with little work experience....'The steps to get welfare are pretty daunting, especially if you're cold and hungry and bewildered,' Ms. Davidson said."
