Globe and Mail | May 25, 2005 "Nearly four years after Sept. 11, 2001, the promise to make the world a safer place remains hollow, Amnesty International says in an annual report that, in biting language, condemns the United States for setting up a modern-day gulag. The 308-page report, to be released today, says that the administration of President George W. Bush has engaged in one of the most damaging assaults on global values by weakening what is supposed to be an absolute ban on torture."
