"Toronto Mayor David Miller issued a plan yesterday to ban people from sleeping in Nathan Phillips Square and other public spaces." The mayor's winter sweep is couched in cozy liberal talk of "arrest as a last resort" but he ignores the fact that police are routinely abusive when dealing with the homeless and that despite this, many people living on the street are there because they don't want to live in shelters. These temporary lodgings can be dangerous, dirty, noisy and are simply not home.
