ottawa.cbc | Oct 8 2004 Crack pipes now given out through city program OTTAWA - Ottawa's needle exchange program has been given the go-ahead to distribute other drug paraphernalia. A city committee has approved the distribution of crack pipes, tourniquets and aluminum caps used to heat drug mixtures.
