VANCOUVER - CBC News has learned that three city councillors from Vancouver's 
ruling civic party have come dangerously close to being thrown out of the COPE 
caucus. Anne Roberts, Tim Louis, and Fred Bass were accused of violating COPE 
policy, after their recent refusal to vote in favour of the TransLink 10-year 
plan.
