    sleeper agent lost a bid today to be freed on bail -- the third such
    rejection since last year.

MONTREAL -- A former university student accused of being an Al Qaeda 
sleeper agent lost a bid today to be freed on bail -- the third such 
rejection since last year.

In a 21-page ruling, Federal Court Justice Simon Noel said Adil 
Charkaoui remains a danger to the security of Canada.

The judge rejected a defence request to release Charkaoui, 31, on 
$50,000 bail and keep him under constant supervision.

"No condition or precaution could neutralize the danger to national 
security," the judge wrote.

Charkaoui has spent more than a year behind bars after being detained on 
a rarely used security certificate that's the first step in the 
deportation process.

The government says Charkaoui is an Al Qaeda sleeper agent who could 
carry out attacks at any time.

Charkaoui denies any terrorist links and says he'll be killed if he's 
deported to hs native Morocco.

But Noel said there isn't enough proof to allay fears about the danger 
posed by Charkaoui.

The judge also rejected on Friday key testimony by a witness who trained 
in an Al Qaeda camp in 1998 -- the same time the Canadian government 
says Charkaoui trained there.

The witness, Abdurahman Khadr, told the court last week he was in 
contact with all Canadians at the camp and never saw Charkaoui.

Noel said it's possible the two never met.

The judge has twice denied bail to Charkaoui, ruling in January the 
suspect "still constitutes a danger to national security or the security 
of others."

Charkaoui has not been charged and hasn't been linked to any specific 
terrorist plots or attacks.

But the Canadian Security Intelligence Service (CSIS) says Charkaoui 
knew terrorists and that his photo was recognized by prominent Al Qaeda 
members, including jailed millennium bomber Ahmed Ressam.

A number of character witnesses have testified in Federal Court on 
behalf of Charkaoui, a former University of Montreal literature student.
