BELLEVILLE, Ont. -- Eleven people have been charged with counselling to commit 
theft after an unusual anti-poverty protest in which people were encouraged to 
steal, police say. The accused are all members of the Tenant Action Group and 
were arrested Friday at an east-end grocery store in this eastern Ontario city.
