The goal of Hogg's Ministry is to reduce the number of children in care. Meanwhile, Minister of Human Resources, Murray Coell, has cut welfare rates for single parent families. On April 1, 2002, government made it harder to get child care, and support payments to single parents with a child over 3 also went down by $51 per month. On July 1, 2002, there was a further cut of over $50 in shelter allowances for families of 3 or more (including single parent families with 2 or more kids). Coell and Hogg sit in the same Cabinet. Are their policies inconsistent, or does Hogg's acceptance of a 20% failure rate for kids explain how they can cut support for the most vulnerable while cutting child protection. Hogg was quoted in the April 1st Victoria Times Colonist as saying "Even with the best risk management tools an 80 per cent success rate is probably the most that can be achieved." When interviewed by Vaughn Palmer on Shaw Cable's Voice of BC on January 22, 2003, Hogg repeated his assertion that a 20% failure rate is acceptable. He stated that reorganizing his Ministry while cutting it by 25% was "not ideal". In opposition, the BC Liberals pilloried the NDP for not putting more money into child protection and acted as if every tragedy was the personal responsibility of the Minister. Hogg said that his Ministry has saved $40 million by reducing the number of children in care by 1,000. The Ministry has yet to respond to my Freedom of Information request for statistics on the number of child protection cases. It is likely that the number of children in need of protection has continued to increase even though the number of children in care has decreased. Since the government eliminated the position of the independent Children's Advocate before it started its cuts, we will have to wait two years to see data from Vital Statistics on the number of deaths. Government, meanwhile, eliminated that measure from any of its "service plans" (except for aboriginal infants). Hogg said that his Ministry has data showing that every time a high profile tragedy hit the news, social workers in his Ministry responded with higher rates of apprehending children. He neglected to mention that it was the BC Liberal caucus who raised the profile of every tragedy over the past ten years. Now that they are in power, it is particularly hypocritical that his response to tragedies is a lecture on the acceptance of failure. The Tacoma LPSG is a part of a regional support network (NWLPSN), which has organized or helped organize 60 rallies and marches through out our region with few problems from city governments. We try hard to keep the focus on Leonard Peltier and Native issues and we have not sought to give anyone any problems. This year our annual Tacoma march and rally is a bit different than those in the past because supporters from a number of different NW cities have joined in the organizing for the event, thus the event has become a regional event. In past years we have marched on the sidewalk, but because the turnout will be larger this year, we applied for a permit that would let us march in the street. The City of Tacoma has refused to issue us a permit. We if cannot change that we will march on the sidewalk, (we will not allow anyone to change our focus from Leonard Peltier and Native issues), but we wish to address the reasons why the City of Tacoma refuses to issue us a permit because the reasons are relevant to all social activists. At this time there are three official reasons given to us by the City of Tacoma: 1. Lack of payment for the police at our march. The City says that we must pay for all the police that come out for our march. We are not asking for them to come out at all, and we could never raise all the money they want. This we know to be unconstitutional base upon federal court rulings. 2. The lack of an insurance bond. Again we do not have the money for this and again this is unconstitutional. I was involved in one case on this before (Steve Robideau, Terry Bear Ribs and Arthur Miller vs. The City of Leavenworth) and we won the case. The ruling was that it is unconstitutional to deny the right of freedom of assembly based upon lack of financial resources. They did not even tell me about needing the bond until they called me up to say they would not issue a permit. 3. The lack of notifying in writing each person who is to take part in the march of some type of laws which they would not tell me what laws I had to notify people of. I asked how it was possible to notify in writing beforehand everyone who comes to the march? Again I was not told of this until I got the call today. What these requirements that the City of Tacoma is demanding is a clear statement that only rich people can have permits to march in the City of Tacoma! Because our marches have included Elders, Children and others who may not wish to confront the City Of Tacoma, if our lawyers cannot get us our permit, we will march on the sidewalk, which does not need a permit. The refusal of giving us a permit has not been the only form of official harassment of us. A Detective of the Intelligence Division of the Tacoma Police Department (Jeff Ship) contacted me. He said he was calling me about the traffic situation with the march. But the questions he asked me had nothing to do with traffic. He asked; what will the speakers speak about? (I just told him Native issues), He asked about members of our group (I told him nothing on that), He asked about if there were going to be anti-war people at the march, he asked about our car pools, and other things (which I gave him a lot of ?I don?t know?s). He knew a lot about our past events and even knew to call me, which shows that the Tacoma Police Department has intelligence files on our group, even though we have never broken any laws unless speaking out about Leonard Peltier and other Natives issues is against the law. As Leonard Peltier has shown us, struggling for justice for the people is not easy, that is why we call it a struggle. Though the struggle for the freedom of speech and assembly does not call for the type of sacrifices Leonard has had to make, still it does take effort on our part. The Tacoma LPSG will not back down in the face of intimidation; we will carry on our purpose, even if we must do it alone. But we believe that we will not be alone. We respectfully ask all who believe in social justice to join us for our march on Feb. 8th in Tacoma (see below for more information) for the greatest protection we can have from further harassment will come from the greatest number of people possible that join us in the march. Please network with your friends, groups and organizations (and pass this e-mail statement to others and to lists) to bring people out for the march and let the City of Tacoma know that there are many people who they cannot intimidated. He decided to commit suicide in protest against company's brutal suppression over union members. Bae Dal-ho, a 50-year-old team leader of the boilers section, was found burned to death nearby the cooling tower. Bae had been working for Doosan for 21 years, and his family depended on his earnings. Doosan had asked Bae to take responsibility for his involvement in the 47-day strike in May last year. The company convinced the court to hold his wage and restrict his bank access. Before his self-immolation, Bae wrote a memo, which was found in his car: "Due to the company's provisional seizure of my wage, I had not received any pay for more than 6 months. No wage will be paid to me on this forthcoming payday, nor the day after tomorrow." The members of the Korean Confederation of Trade Unions (KCTU) and the Korean Metal Workers Federation (KMWF) are organising nation-wide struggles. One of our demands is the resignation of Doosan president Park Yong-sung from the chair of the Korea Chamber of Commerce and Industry (KCCI), the retraction of provisional property seizure and charge for damage, and a special investigation on Doosan's acquisition of Korea Heavy Industries and Construction, the former firm of Doosan Heavy Industries and Construction. The provisional seizure of assets is a new form of suppression over trade unions these days in Korea. Until now, the amount trade union leaders were charged with is about 200 million won each, regardless of their ability to pay. Around 50 companies are asking for a total of 22 billion won. CARACAS -- The Venezuelan opposition late Sunday officially declared an end to a 63-day general strike that has paralyzed the country's economy and reduced its oil exports to a trickle. But the opposition pointed out that its struggle against the government of populist President Hugo Chavez was just entering a "new phase." "The Democratic Coordinating Committee announced that tonight we are entering a long-expected and more trying new phase in our struggle," said opposition spokesman Timoteo Zambrano. He said although the strike was ending, the protesters will not abandon thousands of employees of Petroleos de Venezuela, the state-run oil company, who have been dismissed by the Chavez government. "Our struggle will now assume new forms, and we will pursue our goals at the negotiation table," Zambrano pointed out. Chavez earlier declared victory and demanded punishment for its organizers. Although state oil firm employees are maintaining their stoppage in the vital petroleum industry, a confident Chavez announced that oil production was fast approaching 2 million barrels per day (bpd), around two thirds of pre-strike levels. "There is no strike here. We faced a terrorist coup plan and we've already defeated it," left-wing former paratrooper Chavez said in a broadcast on state radio and television. Nine weeks into the grueling strike that has battered the economy but failed to budge him, Chavez called on opposition leaders to abandon their efforts to oust him. "You've been defeated, recognize it," he said. The president said his government had scored a "popular victory" over his opponents, whom he called "terrorists." "I demand in the name of the people the application of implacable justice against the traitors of the nation," he said, speaking on his weekly radio and television show, "Hello President." Manuel will be sentenced in April. He is worried that the sentence might cost him his job, as well as restrict his ability to visit his extended family in Angola, from which he immigrated to Quebec more than two decades ago. What is interesting about Manuel's case is the condition he has been found guilty of breaking: not participating in any public demonstrations whatsoever. Manuel was charged with the offence after he was rounded up in a downtown park on April 26, 2002, in a preemptive mass arrest undertaken by Montreal's riot squad. Unlike other mass arrests in arrest-prone Montreal in recent years, this mass arrest, which rounded up hundreds, happened before the planned demonstration could even begin. The police actions were roundly condemned by even very mainstream liberal civil rights groups. Hundreds of people had gathered in a park to listen to music and share food in anticipation of a torchlight march (expected to attract at least 1000 protesters). The events were organized by the Anti-Capitalist Convergence (CLAC) in opposition to the G8 Labour Ministers' meeting taking place in Montreal at the same time. Manuel was serving food in the park, as a member of the CLAC Food Committee, and intended to clean up and leave before the march, to abide by his conditions. Nonetheless, Manuel was caught up in the riot police dragnet and charged. In announcing his verdict, the Montreal municipal court judge cited three dictionaries -- LeRobert, LaRousse, and the Oxford Canadian English Dictionary -- on their definitions of "demonstration". Based on the entries he read, the judge concluded that a gathering to listen to music and east food before a planned march was still a demonstration, and so Manuel was guilty. What makes Manuel's case that much more absurd is that he has already been found not guilty in the original case that led to the imposition of the draconian "no-protest" conditions in the first place. Manuel was arrested on September 29, 2001, after participating in an anti-IMF/World Bank protest in Montreal that joined with a pro-Palestinian demo at the American Consulate. At his trial on the charge, which took place more than a year later (after his arrest at mass roundup on April 2002), the judge decided that Manuel was not guilty due to lack of evidence. Still, Manuel faces sentencing for breaking his falsely imposed conditions at the Montreal G8 protest. He also faces trial in Ottawa after being targeted for arrest at the Take the Capital protests against the G8 in July 2002, for breaching the very same .no protest. condition. Manuel and his comrade Bertrand Loiselle are both active CLAC members who were singled out by Ottawa Police and RCMP during the Take the Capital protests. Like so many targeted arrests in recent years, Manuel and Bertrand were arrested not so much for what they actually did, but because of who they are; that is, effective, tireless and dedicated political organizers. Throughout the Take the Capital protests in Ottawa, CLAC members were followed by various undercover and plainclothes security and police forces. Manuel and Bertrand's arrests also belie the dismissive stereotype of who participates in confrontational anti-capitalist protests. Manuel is the father of two teenage girls, while Bertrand is the father of two young boys. They are both involved and loving parents, and they also work full-time, as a postal worker and community sector organizer respectively. Importantly, they're both tirelessly dedicated to their organizing efforts, more often-than-not behind-the-scenes, doing the thankless but necessary tasks that go into effective organizing. This is nothing new; he has been clawing his way out of various burial holes for seventeen months now, and always manages to strike fear into the American heart by way of the American media and the Bush administration at exactly the moment when incredibly important shifts in history are in the offing. At this moment, George W. Bush stands almost completely alone in his desire to make pre-emptive war on the nation of Iraq. Several key NATO allies - France, Germany and Belgium among them - have thrown sand into the gears of battle by refusing to prepare Turkey for an immediate war they do not support nor deem necessary. As this incredible state of affairs unfolded, Americans found their ears ringing with orange-hued warnings of imminent death. Homeland Security Director Tom Ridge went so far as to tell people to load up on plastic sheeting and duct tape so as to bar their windows from chemical attack, but the administration he calls home made sure to tell people to live their lives normally and continue shopping. And so it goes. This is fairly standard stuff within the American echo chamber. Let there be one important piece of legislation, or one highly embarrassing turn of events for the administration, and the word goes forth that the sky is falling. We have been dealing with this politically manufactured low-grade hysteria for many months now. Most Americans have reached a suspended state of disbelief about it all, and won't be taking these warnings seriously unless they see Osama bin Laden on their doorstep in a black cassock with scythe in hand. Bush and Ashcroft will soon run out of colors on the warning chart if this keeps up; the shade after red likely exists somewhere in the fourth dimension, visible only to ultraconservative war-hawks and media talking heads. When the voice of Osama comes out of the television, however, things suddenly become much more serious. The Bush administration may have forgotten him entirely, but every single American still sleeps with visions of burning towers and plummeting bodies projected on the backs of their eyelids. Peter Bergen, noted terrorism expert, stated on CNN that such messages from bin Laden usually herald new attacks. If the Orange Alert was dubious on Monday, it was given new importance on Tuesday. Secretary of State Colin Powell set the stage for this new bin Laden statement early on Tuesday, much to the surprise of CIA Director George Tenet. Powell, during testimony at a Senate Budget Committee meeting, let it drop that the Middle East news network Al Jazeera had in hand a tape of Osama bin Laden. Tenet, seated with the Intelligence Committee, had not heard of this tape. One is left wondering at Powell's sources, especially after the story unfolded. Powell used the existence of this tape, and the words he claimed bin Laden had said on it, to further tie Saddam Hussein to international terrorism. He claimed bin Laden was clearly establishing a connection between himself and Hussein on the tape, beyond all question. "This nexus between terrorists and states that are developing weapons of mass destruction," said Powell, "can no longer be looked away from and ignored." The actual tape, played and translated live on every major cable news channel, told a very different story. Osama bin Laden swore vengeance against America if Iraq was attacked, and demanded that the Muslim world stand in solidarity with the Muslim people of Iraq. In very clear words, Osama bin Laden told the people of Iraq to rise up against both American aggression and against "socialist" Saddam Hussein. If the translations that were provided were reliable, there is no ambiguity in bin Laden's words on the matter. So much, it seems, for Powell's case that Hussein and bin Laden are working together. And this is where it gets interesting. An MSNBC.com report on the bin Laden tape carried the following sentence: "At the same time, the message also called on Iraqis to rise up and oust Iraqi President Saddam Hussein, who is a secular leader." This clearly confirms the clarity of mind Osama bin Laden displayed in regard to Saddam Hussein, and conforms to the recorded message heard by millions and millions of people around the world. Less than twenty minutes after this report appeared on MSNBC, that sentence was deleted from the report. A few intrepid Internet news junkies, including myself, preserved what is called a 'screen-grab' of the original article before it was scrubbed. The version of the article currently in existence has replaced the text above with this far more benign text: "The taped statement reflected Saddam, a secular leader, but made it clear that Saddam was not the immediate target." A similar story line, bereft of the portions describing bin Laden's wish that Hussein be killed, has appeared in virtually every mainstream news media report on the matter. The manner in which this story unfolded brings forth a number of serious questions. First of all, questions must be asked regarding Colin Powell's motives in this. The recording heard by the world diverged significantly from the spin Powell put on it before the Budget Committee. Osama bin Laden did not state an alliance with Saddam Hussein, but with the Muslim civilians in Iraq who will bear the bloody brunt of any American attack. In fact, bin Laden told the Iraqi people to rise up against Hussein. This is not the way allies deal with each other. Why would Powell go to such lengths to stretch the glaringly obvious truth in this matter? He is already suffering from a deficit of credibility in the aftermath of the plagiarism scandal that is currently rocking Tony Blair's administration. Powell stood before the UN last week and praised a British intelligence dossier that contained cut-and-pasted pages and pages of an essay, with all spelling and grammatical errors intact, written by a postgraduate student from California. The data was years out of date, flat-out contradictory in several key areas, used without the student's awareness, and yet was offered as an up-to-the-minute assessment of Iraqi weapons capabilities. This, in combination with Powell's obviously skewed interpretation of Tuesday's bin Laden recording, forces us to call into question every single word he and the Bush administration have said on the matter. The question of whether Saddam Hussein has ties to al Qaeda terrorism and Osama bin Laden can be put to bed now, it seems, alongside the tatters and shreds of honor and dignity formerly enjoyed by the Secretary of State. More ominously, why would a news network like MSNBC so obviously haul water for the failed allegations of the Bush administration? Events happen in seconds on the internet, but merely scrubbing uncomfortable sentences from articles cannot stop the tens of thousands of readers who are wise enough now to save the evidence before it evaporates in a cloud of silicon. These deletions display a manifest breach of faith on behalf of MSNBC, and call to mind issues surrounding the conflict of interest that are inherent in the ownership of this network. MSNBC, along with NBC and CNBC, are owned by the corporate giant General Electric. GE is one of the largest defense contractors on the face of the earth, and will, bluntly, be paid a king's ransom in the event of a war. Following this line of questioning leads to some dark corners, indeed. How often is the data being manipulated by the corporate-owned media? Are we to rely solely on the nimble fingers of keyboarded citizens to get to the heart of the matter? A report appearing later on Tuesday on MSNBC.com served to refute the claims of collusion between bin Laden and Hussein. "Although Powell sought to characterize the tape as a concrete link between al-Qaida and the Iraqi government," the MSNBC.com report read, "White House officials acknowledged later to NBC News that it did not. Powell did not know it had not been broadcast when he spoke to the committee and was 'a little on the front of his skis,' a government source said." These lines were buried deep within the report. By Wednesday morning, this text had been completely removed from the article. Virtually the entire global community stands against us today on the subject of this war, with nations willing and able to destroy NATO before allowing it to take place. The Bush administration has cut billions of dollars from street-level homeland defenders like police forces and fire houses, yet has the eagle screaming for a war that will be fought simultaneously in downtown Baghdad and in your utterly undefended neighborhood. They have the gall, simultaneously, to speak of trillion dollar tax cuts for rich people that will further debilitate our budgetary ability to defend ourselves. Links between Osama bin Laden and Saddam Hussein have proven to be not only false, but laughable. The credibility of the Bush administration has been destroyed. And yet we go, with the news media whistling 'Onward Christian Soldiers' all the while. The Bush administration is ecstatic, believing they can spin bin Laden's statement of support for Iraqi civilians into a connection between the terrorist and Hussein. You are being lied to, clumsily. At least 17 people were killed and 100 injured, and sevenbuildings were left in flames. Government troops fired tear gas, rubber bullets and live ammunition to quell the riots, which started when demonstrators stormed the presidential palace to protest government proposals to raise taxes and cut spending on social programs. As smoke from fires swirled through La Paz's historic center, President Gonzalo Sanchez de Lozada gave a nationally televised speech appealing for calm and announcing he would suspend the tax increases. "I plead with all Bolivians to put an end to the violence and to begin honest negotiations," Sanchez de Lozada said. "I ask one more thing from our father above God save Bolivia." The death toll rose steadily as the violence continued. Officials late Wednesday night put the death toll in the clashes at 17 with more than 100 injuries. As the president withdrew all troops from the historic center, protesters set fire to seven government buildings that burned throughout the night as the city's firefighters abandoned their posts and joined the police in the protests. Protests then turned to looting. Before thousands of cheering onlookers, protesters tossed computers and books from the windows of the government buildings. A large cheer came as protesters eased a large oak desk out a fifth-story window, and then turned to screams of panic as it landed squarely on a man walking below. Several hundred demonstrators later attacked the brick and stone headquarters of the president's party, burning the three-story building and destroying a minibus in its garage. Not far away, inmates set fire to the city's largest jail but firefighters arrived on scene and began extinguishing the flames. There were no immediate reports of injuries. With no police or military presence, the city plunged into chaos. Ambulances screamed through the city, carrying the injured to hospitals, which pleaded for blood donations. Tired nurses and doctors created a human chain to keep grieving family members from forcing their way into the city's emergency rooms, surgery wards and morgue. "I've been a doctor here for 30 years and I've never seen such a bloody day," said Eduardo Chavez, director of the capital's main public hospital. Chavez said five of the dead were police officers who died from gunshot wounds. There were no immediate details on what caused the deaths of the other victims nor of how many of the injured were civilians, police or government troops. At least one 27-year-old man who was shot in the eye by soldiers said he was a volunteer firefighter who was only helping an injured police officer into an ambulance. The mutiny began Tuesday night when officers in four precincts refused to begin patrols and demanded a 40 percent pay increase. Officers in the capital are paid the equivalent of about $105 per month, a salary that would have been eroded by proposed income tax increases ranging from 7 percent to 13 percent. By morning, nearly all police in La Paz and the surrounding area had left their posts despite talks with government officials to avert the strike. Street protests began Monday after Sanchez de Lozada, struggling to lift Bolivia out of a five-year recession, approved tax hikes that would reduce the buying power of South America's poorest nation. "The citizens here are full of fear," said Fernando Solis, a businessman who was trapped by the protests inside the Paris Hotel in the city's historic center. Labor unions, business interests and others came out against the tax increases, but it was the police revolt that appeared to spark the violent street clashes with government troops. Police officers, dressed in green fatigues, seized the foreign ministry, firing tear gas in support of the demonstrators who laid siege to the presidential palace across the square. All shops were closed within at least 12 blocks of the historic center as smoke from tear gas and burning tires, wood and other debris filled the air. "I'll continue fighting until the government is deposed," said Juan de Dios, a 17-year-old high school student who joined a mob attacking the presidential palace. Television reports said human rights representatives were attempting to mediate between the police and the government. "We're living a total chaos," said Sonia Rocha, a restaurant owner. "The government should really have thought before announcing these new taxes. We're just too poor to pay them." Wilma Plata, head of La Paz's Teachers union, said some 20,000 public school teachers would join the police in a general protest Thursday. "The government has created this crisis, and expects the nation's workers to shoulder the burden," she said. "The government is destroying us." On Feb.12 APC member Tim was evicted from his place of dwelling illegally. The eviction notice was verbal, non-legally binding, and gave 7 days notice for vacating the premises, rather than the proper time (which is 1 full month). Under the Residential Tenancy Act, it is illegal for a landlord to evict a tenant without proper procedure. The reason for terminating Tim's tenancy was because another homeless youth was sleeping on the floor of his 100 square foot (no toilet or kitchen) apartment. Tim pays $375 a month. An APC caseworker tried to speak via phone with landlord Peter Staijers, but he hung up continuously. PIVOT lawyer John Richardson phoned Peter on Wednesday afternoon to no avail either. Land owner Peter Staijers owns and operates the Mr. Sub at Renfrew and Broadway among other businesses. A delegation of APC members went to Mr. Sub on Wednesday night and delivered a letter of notice. Mr. Staijers was ordered by APC to re-instate Tims tenancy immediately. Mr. Staijers refused to cooperate. APC discovered that Mr.Staijers property may not be legally zoned to house tenants. Not only is he stealing from the poor, evicting them to the streets, profiting off slum housing, but he may also not be legally licensed to house tenants. At 1:15 Feb. 12th, a flying squad (APC emergency response team), went out to Mr. Sub at Renfrew and Broadway. For 45 minutes APC shut down Mr. Sub. Mr. Staijers tried to bargain, but did not meet our demand of refunding Tim for two months rent ($750) plus a return on the damage deposit. APC turned away customers, yelled chants, and thoroughly disrupted business. Mr. Staijers (who was at Mr. Sub when we got there) was thoroughly upset at the situation yet bitterly refused to cooperate. APC vows to return to shut down the Mr. Sub at Broadway and Renfrew. The message to Mr. Staijers is the same one we will put out to all people who actively profit off the oppression and homelessness of the people we defend. APC is bad for business. We will continue to educate Mr. Staijers through escalating tactics that it is not worth his time to force Tim on to the streets. Having made our point, APC left after one hour voluntarily. We decided when the battle will end, and left fully armed. We will disrupt Mr. Sub again, soon, with more people, and for a longer period of time. It wants to know how the incident has affected their lives and outlook toward society. "In many different ways its going to cause more hype, more controversy and in many respects it might be perceived to be a negative," Fantino said Monday at a community town hall meeting meant to improve relations between police and Toronto's Caribbean community. But a member of the audience at the meeting said she supports the commission's inquiry. "It's a real attempt to examine how are people really affected," said Karen Mock of the Canadian Race Relations Foundation. "There will be an investigation to ensure that what the complainant has reported actually did happen," she said. The Ontario Human Rights Commission is offering an online questionnaire, or people can call the commission. The commission says there will be a public hearing based on the reports it receives. Racial profiling has been a hot issue since the Toronto Star ran a series of articles alleging blacks are treated more harshly by city police. Toronto police Chief Julian Fantino denies his officers use racial profiling. The police association is suing the newspaper. Although security agencies have since Sept. 11 focused their efforts extensively on the dangers of Islamic terrorism, the Canadian Security Intelligence Service report says Canada is also threatened by homegrown domestic extremists, notably anti-globalization radicals. The briefing report, dated last November, shows months after Canada hosted the G8 Summit without incident in Kananaskis, Alta., Canada's intelligence service continues to view anti-globalization violence as a problem. "The presence of world leaders in Kananaskis reminded us that one of the newest emerging domestic threats emanates from the highly-publicized phenomenon of anti-globalization," said the CSIS briefing. "Security was taken seriously [and] certainly contributed to making this event happen almost violence free .... The rationale for this extraordinary caution will continue for future meetings. "We must not forget, as graphically illustrated by the actions in Quebec City, and in Genoa, Italy in 2001, that there are elements within the movement which are violent and extreme," the CSIS briefing said. An anti-globalization protester was killed for the first time in anti-capitalist riots during the extremely violent clash outside a G8 meeting in Genoa. A police officer shot Carlo Giuliani, 23, after he lobbed a fire extinguisher through the shattered window of a police vehicle that had been cornered by a frenzied crowd of demonstrators. The threat posed by such anti-globalization groups has also been apparent in Canada. In Quebec City in April, 2001, rioting militants attacked police guarding the Summit of the Americas conference. Nineteen officers were injured and some 400 protesters were arrested. Some protesters had sawed-off hockey sticks and attacked the police with smoke bombs and chunks of concrete. Two months later, CSIS advised Parliament that violent fringe groups such as the Black Bloc anarchists, as well as militant factions of animal rights and environmental groups, were showing up at anti-globalization protests alongside trade unions, left-wing politicians and non-violent protesters. Clifford Orwin, a political scientist at the University of Toronto, said anti-globalization demonstrations will probably always attract "violent elements." "It would be quite surprising if they didn't," he said, adding violent protesters are drawn by the allure of publicity. The briefing report on counter-terrorism was prepared for Wayne Easter, federal Solicitor-General, shortly after he took over the Cabinet post from Lawrence MacAulay. It was released to the National Post under the Access to Information Act. It identifies the al-Qaeda terrorist network as the agency's top concern. After Sept. 11, Canada intensified its investigations into Islamic extremists, it said. "As we have witnessed, one of the prime motivations for terrorism today is religious extremism. Islamic terrorists use a militant interpretation of the Koran to justify using extreme violence to enforce their beliefs." The main threat comes from Sunni Muslim extremists. About 85% of Muslims are Sunnis, it says. A small minority see Osama bin Laden as a figurehead and adhere to his belief in a jihad, or holy war, against non-Muslims and moderate Muslims. "Although the recent audio recording, now assessed to be the voice of bin Laden, specifically makes reference to Canada as a potential target of future terrorist attacks, it has [long] been our assessment that al-Qaeda posed a threat to Canada's interests." But Islamic terrorists are not the only threat to Canada. Elements within Canadian multicultural groups are also actively supporting secessionist movements in such countries as India, Sri Lanka, Turkey, Ireland and the Middle East, the report says. City officials are preparing for a possible uprising in response to the decision not to indict a police officer that shot and killed a handcuffed African-American man last December. A grand jury came back with the decision today, Feb. 24 at about 6 PM. The victim, James Taylor, was shot twelve times by Louisville Police detective Michael O?neil. O?neil claimed that Taylor attacked him with a ?box-cutter type knife.? Witnesses at the scene and community activists have proved numerous times that Taylor could not have been a threat to the detectives while handcuffed behind his back. The decision not to indict is no surprise to community members who have had to go through seven major shooting incidents involving the LPD and African-American men. Each one surrounded by controversy and severe brutality on the part of the police. In each case officers were cleared of all wrong doing. This particular case has also been surrounded by controversies, other than the obvious excessive use of force by police after taking Taylor?s life. Accusations of witness tampering and coercion have been directed at the LPD. Obviously preparing themselves for an uprising similar to the events that shook Cincinnati to the core last April, the LPD and the city Louisvgovernment have turned downtown Louisville into a virtual military occupied zone. Cops are sitting in alley ways through out the downtown area equipped with riot gear and buses for mass arrests. A police helicopter is also flying overhead watching for any congregation of people. Numbers of police mobilized specifically for a disturbance is estimated in the hundreds. Community activists are planning an economic boycott of all shops and events in the downtown Louisville area. It will be in response to the city governments general unwillingness to cooperate with the community on issues concerning police brutality and misconduct and to protest the new Citizen Complaint Board. The board was created by the mayor and gives absolutely no power to actual members of the community in investigating the police. "You've evaded us before, but you're not going to do it now," one of the immigration people, the oldest one, said. "Look at the passport. Read the name. I was a member of Parliament." "What year?" "Nineteen sixty nine." "That made you 21 years old," one of them said. "Come on." He motioned toward an office. She was 21 then, and she was famous all over the world, but fame comes and goes in a minute and here were four people who not only never heard of her, but were detaining her. She remembered yesterday that she said, "This is crazy." The older agent said, "If you tell me one more time that this is crazy, I'll put handcuffs on you and throw you into a cell." "All right, I won't say one more time that this is crazy. But it is crazy," she said. Then Bernadette Devlin, who for so many years showed Catholics in Northern Ireland how to breathe and be as unafraid as she was, and by doing so placed the first jobs they ever had into their lives, this small woman with music for a voice who thrilled so many Irish in New York, wound up in an office, where she was fingerprinted and photographed. Humiliate them. Then frighten them. "I'm going to throw you in prison," the older man said. He tried the wrong party. "You can't do that," she said. "I have rights. I have the right to free movement. I have human rights. I have the right to be protected under the Constitution of the United States." The daughter overheard one of them say, "After 9/11, nobody has any rights." It was common mouthing and behavior from a government that daily shears people of their rights. "This must be the way they treat every Mrs. McAliskey," she was saying yesterday. "That was the most disturbing." Under John Ashcroft, a prayer breakfast man who probably prays against people, the Justice Department doesn't believe in the Bill of Rights. Ashcroft is useless in a big Justice Department case against such as Enron. How could he be? Even he says he accepted big donations from them. But he can sweep the rights of individuals out of the room, and do it while humming prayer songs. In one week in this city, an anti-war demonstration was blocked by the mayor and police commissioner, and now Bernadette Devlin is deported. That one comes from Washington. She is cleared easily by American agents in Dublin who knew she was in order. Suddenly, they are ordered to send a fax to Chicago to block her. Somebody in Washington, with the mind of a rodent, has to order that. This has to be all about her making a speech against the war someplace and the British put in a complaint to our authorities. At the Chicago airport, they asked Bernadette if she ever had been arrested. Yes, in Northern Ireland. Had she been in prison? Yes, for six months. "I told them I was convicted of an offense for civil rights demonstrating 20 years ago." Her daughter, Deirdre, remembers one of them saying, "See, that makes her ineligible to be in the country. She knew that. She snuck past the people in Dublin." Bernadette said yesterday, "I told them that it has to be two years in jail before you're ineligible to enter the United States. I was in for six months. That put me in bracket A of 211. My ineligibility was lifted. I've been going and coming to this country for 30 years now. Go look me up on the computer." One of them whispered to her, "Don't make my boss mad. He shot at Russians here." "I was going to tell them that I was shot in Northern Ireland, but now I was afraid that he would be upset and start shooting at me. Who knew what they would do? They were in a panic. Totally irrational. They had a fax that said I was a potential or real threat to America. I'm sitting there, an old nuclear warhead." She started in again about them looking up her file in the computer. "It's there," she said. "They have a profile of me." Finally, the older agent went into another room. Minutes passed. When he came out he was different. "She's telling the truth," he told the others. Then he said to her, "You're Bernadette Devlin." "Yes, I am." "Then you're right. It is crazy. I can't do anything about it. This fax says you can't enter the country. I've got to send you back." She was seething with contempt. Amazingly, they let thedaughter, Deirdre, go off to New York, so she could tell everybody what had happened. The agents hadn't looked at the luggage; Deirdre picked hers up and was gone. Bernadette was escorted to the Aer Lingus flight back to Dublin. She had arrived at 5:20 p.m. Now, at 7:30 p.m. on Friday night, all this beauty was being deported. She was found yesterday at her home in Coalisland, Northern Ireland.
