As a PS to Graeme Bacque's reposting of the NAFTA Superhighway article, the United States government has refused, in the past, several times, to allow Mexican trucks easy access into the US because of concerns about poor safety records.

It stands to reason the same argument would come up again if Congress were to be asked to appropriate the funds.
