  Repitition is just the problem. 'Petitions' of this kind are useless since
the signatures are apt to be duplicated dozens if not hundreds of times as
the thing makes its way around the internet.  As well, some of these things
have been known to go floating around out there for years and never end up
where thay were intended to go.

  To set up an effective cyber-petition one should use a web-based service
such as www.petitiononline.com. Another method is to create a printable
document in PDF or some other common format that can be uploaded to a
website or FTP server for people to acquire. Make sure that a return address
for completed petition sheets is included!
