       BC NDP constituency associations are now
       semi-autonomous.  How would DEREGISTRATION
       affect a constituency's ability to recruit and
       organize between elections?  How would
       deregistration affect a constituency's 
       election campaigns?

       Until recently BC NDP members were able 
       to choose with what constituency to become
       active.  How does the 15% cap on transfers
       affect the NDP's ability to recruit from 
       community struggles?
